Village Council Workshop Action Summary - Final October 26, 2021
1. CALL TO ORDER
Mayor Gerwig called the meeting to order at 4:00 p.m.
Council Members in Attendance: Anne Gerwig, Mayor; John McGovern,
Vice Mayor; Michael Napoleone, Councilman and Tanya Siskind,
Councilwoman.
Absent: Michael Drahos, Councilman.
2. PLEDGE OF ALLEGIANCE
No pledge was said.
4. TCRCP WORKSHOP
Mr. Barnes introduced the item for the workshop. He said that this is the
review of Phase Two of State Road 7, Wellington Corridor Market Study.
He introduced Mr. O'Dell and Treasure Coast Regional Planning Council
Representative Dana Little and said that they would present the item.
Mr. O'Dell introduced the topic and who would be there for questions
regarding this discussion. He explained that this discussion will focus on
the potentials of the study.
Mr. Little introduced Tom Lavash and Tom Moriarty, both economists
who that have been working with TCRPC on the study. He explained that
both of them would be giving most of the presentation at this workshop.
He said that there would be a Powerpoint to go with it as well.
Mr. Lavash presented the Wellington/ State Road 7 Corridor Market
Study in which he discussed the Introduction of describing the Multiple
Projects Across Palm Beach County, the Pandemic Challenges, the
three different planned phases, miscellaneous facts of study, job growth
and the housing market.
Mr. Moriarty discussed the retail market.
Mr. Lavash discussed the topics of office space and medical office
space.
Mr. Moriarty, Mr. Lavash, Mr. Little and Mr. O'Dell answered several of
Council's questions about office and medical office space.
Mr. Lavash discussed the topics of industrial/flex space and hotel space.

Mr. Lavash & Mr. Moriarty answered a couple questions from Mayor
Gerwig regarding seasonal residents and the abnormal year that the
Village had experienced.
Mr. Lavash resumed the presentation referencing the growth comparison
of new housing units, office space analysis and medical office analysis.
Mr. Lavash answered a few questions from Mayor Gerwig regarding
medical office space.
Mr. Lavash continued on with the powerpoint and discussed the general
industrial market.
Mr. O'Dell and Mr. Little explained more about the general industrial
market and the demand for it as well as the challenges involved with it.
Mr. Moriarty discussed more of the general industrial market analysis,
employment analysis and retail industry issues.
Mr. Moriarty answered Vice Mayor McGovern's question regarding
purchasing experiences versus purchasing goods and Mayor Gerwig's
question regarding open air shopping versus closed in shopping.
Mr. Moriarty highlighted a handful of similar case studies, lessons
learned from case studies and the options.
Mr. Moriarty, Mr. O'Dell and Mr. Little answered several questions from
Council including open air options as solutions and other options.
Mr. Moriarty discussed implementation issues, public incentives and
programs to consider.
Mr. Lavash continued on with the powerpoint by discussing the next steps
with Phase Three.
Mr. O'Dell explained further on how next steps would be carried out.
Mayor Gerwig and Vice Mayor McGovern each spoke regarding the
study and their concerns/ suggestions with the next steps. Mr. Little and
Mr. O'Dell addressed their concerns.
Mr. O'Dell invited Mr. Espinosa, a Receiver of the Wellington Mall
Property, to come speak to the Council.

Mr. Espinosa addressed the Council regarding on the study. He spoke
generally about mall properties and how they are run. He applauded the
Council for the way they are organizing the study.
Mr. Espinosa answered a few questions from Council.
