McGovern, Councilman Michael Napoleone, Councilman Tanya Siskind, Councilwoman Village Council Workshop Action Summary - Final May 24, 2022 1. CALL TO ORDER Council Members present: Anne Gerwig, Mayor; John T. McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Council Members absent: Michael Drahos, Vice Mayor. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. Staff present: Laura Aldrich, Ana Acevedo, Robert Basehart, Daryl Boyd, Nicole Coates, Paulette Edwards, Michelle Garvey, Kim Gibbons, Charles Gill, Jeff Goldman, DJ Helkowski, Shannon LaRocque, Mike O’Dell, Anjuli Panse, Johnathan Reinsvold, William Silliman, Tim Stillings and Bruce Wagner. Mr. Barnes welcomed everyone to Day 2 of the Directions Workshop. The Pledge of Allegiance was performed. STRATEGIC PLANNING 2. DIVERSITY, INCLUSION, EQUITY & BELONGING Mr. Barnes provided a brief overview of the agenda. He introduced Michael Slater. Mr. Slater informed the attendees of the next steps regarding the discussion of Diversity, Inclusion, Equity and Belonging (DIEB). He stated today’s dialog will be about how to be better. He provided statistics for the Village of Wellington and commented on benchmarking efforts. He discussed the “bubble motif” for the Village of Wellington and the state of Florida in general. Mr. Slater provided an overview of how he assessed and evaluated Wellington. He said he started with “The Art of Community: Seven Principles For Belonging”, a book by Charles Vogl. He highlighted the 7 Principles of Belonging: Boundaries, Initiation, Rituals, Shared Spaces, Stories, Symbols and Merging the Cultures and Communities. Councilman Napoleone asked if Wellington is doing a good job communicating. Councilman McGovern commented regarding modernization while Village of Wellington Page 1 Village Council Workshop Action Summary - Final May 24, 2022 staying the same in the terms of the concept of “family”. Mr. Slater referenced some next steps in the process. He summarized that Wellington has the opportunity to create more forms of family in how neighborly you are. You cannot do good human care if you do not know they are there. This is everyone’s responsibility who works for a municipality. The mental health of our country, children and employees are in jeopardy. The state of Wellington’s diversity is good but we will do better (going from good to better to best). Mr. Barnes stated that the Village is operating on parallel tracks regarding Diversity, Inclusion, Equity and Belonging among staff and with the community. 3. TRANSPORTATION & COMPLETE STREETS Valerie Neilson, Transportation Planning Agency (TPA), conducted a presentation regarding the TPA and their responsibilities and plans. She discussed Vision Zero and Complete Streets. Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all. Vision Zero consists of: engineering, education, encouragement, enforcement, evaluation and equity. This was first implemented in Sweden in the 1900s and has been successful across Europe. Florida has been ranked the #1 most dangerous state for pedestrians. She discussed fatalities across Palm Beach County from 2016 to 2020; and fatal and serious injury crashes in the Village of Wellington 2016 to 2021. Ms. Neilson stated Wellington owns their own streets so there is a lot that Wellington can do in their roadways to make Wellington safer. She highlighted Vision Zero Key Principles: Political Commitment, Community Engagement, Equity, Action Plan, Cooperation & Collaboration, Data Driven, Multidisciplinary Leadership, Systems-based Approach and Transparency. She discussed proven safety countermeasures. Ms. Neilson highlighted next steps. Ms. Neilson then discussed complete streets. An approach to planning, designing, building and maintaining roadways and streets. Next, she explained the benefits of complete streets. Complete Streets policies formalize a community’s intent to plan, design, and maintain streets for users of all ages and abilities. She reviewed population growth in Palm Beach, Broward and Miami-Dade. Ms. Neilson also spoke regarding infrastructure and how to move everyone around of all ages and disabilities. Mayor Gerwig asked how this relates to right of ways (ROW) and sidewalks and spoke regarding golf carts. Village of Wellington Page 2 Village Council Workshop Action Summary - Final May 24, 2022 Councilman Napoleone spoke regarding connectivity and getting east/west. He mentioned having a transit hub at the mall site or somewhere. He said there are alot of pieces to this puzzle. Mr. Barnes asked about transit and densities. Ms. Neilson discussed mobility vision next steps: refine mobility vision, communications, outreach, funding mechanisms. 4. CELLULAR & BROADBAND COVERAGE Mr. Stillings spoke regarding cell phones and cell phone access. He briefly referenced challenges due to COVID, when schools went to virtual and people cut their land lines and went strictly to cellular. Pay phones have been removed in various locations. He referenced telecommunication towers in regards to issues and challenges put in place by the Village. He reviewed tower types: stealth tower (pine tree), flagpole and clock tower. There is a tower in Commerce Park placed there in 1996, FPL-southeast of the isles, Wellington Marketplace in 2015, Equestrian Village - 2000 and Royal Palm Beach/SR 7. Mr. Stillings reviewed the Village’s regulations: permitted-conditional use and the standards. He discussed staff recommendations to the Land Development Regulations - Changes and Strategies. He referenced the Cell Towers & Poles map. Councilman Napoleone spoke regarding cell phone coverage and towers. William Silliman spoke regarding towers. Councilman McGovern stated staff should meet with the carriers. Mr. Barnes stated staff needs to review the Village owned properties and prepare them for permitting, height, etc. in regards to cell towers. Mr. Stillings stated the benefits to Village owned properties is that they can be leased to the carriers; this is not only about the providing the service but a financial benefit to the Village. He said all of the towers would have to have FAA clearance. Mr. Silliman showed Council a map of the FCC coverage of the area. He spoke of the new FCC requirements beginning in August 2022. He briefly spoke of fiber optics. Mr. Slater spoke regarding “pinging” the homes and data deserts. He urged everyone to keep that in mind regarding school children. Councilman McGovern stated the four sites should be reviewed immediately. Mr. Barnes discussed coverage and towers. He suggested working with schools regarding towers. Councilman Napoleone suggested that the map be redone showing the schools on it. Mr. O’Dell spoke regarding streamlining the regulations to see what would happen with the carriers. Mayor Gerwig stated she knows how far away the towers will be. She stated she has seen the attitude towards the placement of towers in communities. Or, if not in single family neighborhoods, they can be placed in other facility type areas. Councilman McGovern stated this needs to be a priority issue. Councilwoman Siskind stated this is a very important issue. She asked if the providers changed their mind about placing equipment in those areas. She stated of course the Village would want to collaborate. Mr. Silliman stated most carriers are looking at third parties to do this for them. He said he can ask carriers to come and discuss what they can do. There was further discussion regarding the towers and coverage. Mr. Reinsvold spoke regarding fiber optics. Mr. Barnes stated the general direction is looking at the framework within our regulations to streamline it, staff to review all public properties, village owned properties and private community partners. Councilman McGovern asked when will they receive a report on this issue and who will serve as the main point of contact. Mr. Barnes stated they would keep Council updated and Mr. Stillings will be the contact person. 5. Mr. O’Dell commented regarding the SHIP, CDBG and Hometown Repair programs. Mr. Barnes stated they will continue to communicate with the school district and commented regarding viability of annexation of those parcels-based on new development. Ms. Cohen stated this is the second year of the Village’s agreement with the Shapiro/Pertnoy Office. Ms. DeLaney stated she will formalize notes and send the notes to the Wellington team. She stated they will be amenable to write letters supporting any grants that the Village applies for and submits. Other · Revenue generation --if properties are to be sold, consider new turf at Palm Beach Central football field.
