PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. REVIEW OF COUNCIL AGENDA Mr. Barnes introduced the agenda for the June 14, 2022, Regular Council Meeting for review. He mentioned that they would hear the first part of the workshop first and then the second part later as Mr. Greene had not arrived yet. A. 22-5085 SENATOR TINA POLSKY: LEGISLATIVE UPDATE Mr. Barnes introduced the item. He stated that this was the Legislative Session Update by Senator Tina Polsky, District 29. B. 22-5092 PRESENTATION OF FLORIDA GREEN BUILDING COALITION (FGBC) LOCAL GOVERNMENT GOLD CERTIFICATION AWARD Mr. Barnes introduced the item. He stated that this was the Presentation of the Florida Green Building Coalition (FGBC) Local Government Gold Certification Award to the Village of Wellington. C. 22-4935 RESOLUTION NO. R2022-19 (AUTHORIZATION TO ENTER INTO A COMPREHENSIVE AGREEMENT FOR THE DEVELOPMENT, CONSTRUCTION, OPERATION AND MAINTENANCE OF A RECREATIONAL FACILITY AT THE WELLINGTON COMMUNITY PARK SITE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE MAYOR TO EXECUTE A COMPREHENSIVE AGREEMENT WITH WELLINGTON ATHLETICS, LLC FOR THE DEVELOPMENT. CONSTRUCTION, OPERATION AND MAINTENANCE OF A RECREATIONAL FACILITY AT THE WELLINGTON COMMUNITY PARK SITE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Authorization Village of Wellington Page 1 Village Council Workshop Action Summary - Final June 13, 2022 to Enter into an Agreement with Wellington Athletics, LLC, for the Development, Construction, Operation and Maintenance of the Wellington Community Park site, Contingent on Council Approval of Public Financing. Ms. Cohen mentioned that there would be an updated version of the contract in their folders for the next meeting. S. Kaitlin Guerin, ESQ., Associate for Gunster Yoakley & Stewart P.A., representative for Wellington Athletics addressed the Council about the presentation that will be given at the next meeting. D. 22-5178 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF MAY 10, 2022 Mr. Barnes introduced the item. He stated that this was the Council Approval of the Minutes of the Regular Wellington Council Meeting of May 10, 2022. He mentioned to Council that if they had comments to get it to the Clerk’s office. E. 21-4897 AUTHORIZATION TO AWARD A CONTRACT FOR THE PURCHASE AND DELIVERY OF FILL MATERIALS Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract to Florida Superior Sand, Inc. for the Purchase and Delivery of Fill Materials in the Amount of Approximately $45,000 Annually. Mr. De La Vega explained the item. He answered Council’s questions. F. 22-5094 AUTHORIZATION TO PURCHASE AN IRRIGATION PUMP STATION REPLACEMENT, FROM HOOVER PUMPING SYSTEMS Mr. Barnes introduced the item. He stated that this was the Authorization to Purchase an Irrigation Pump Station Replacement, from Hoover Pumping Systems, Including Installation, at a Cost of $67,936.26. Mr. De La Vega explained the item. Mr. De La Vega and Mr. Barnes answered Council’s questions. G. 22-5114 AUTHORIZATION TO AWARD A TASK ORDER TO FLORIDA DESIGN DRILLING CORPORATION FOR SURFICIAL AQUIFER WELL REHABILITATION SERVICES Mr. Barnes introduced the item. He stated that this was the Authorization Village of Wellington Page 2 Village Council Workshop Action Summary - Final June 13, 2022 to Award a Task Order to Florida Design Drilling Corporation for the Rehabilitation of Surficial Aquifer Wells R4, R8, and R10, in the Amount of $480,612. Mr. Barnes explained the item. Mr. Barnes and Mr. De La Vega answered Council’s questions. H. 22-5115 AUTHORIZATION TO APPROVE A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE WASTEWATER LIFT STATION NO. 65 REHABILITATION PROJECT Mr. Barnes introduced the item. He stated that this was the Authorization to Approve a Task Order to Mock, Roos & Associates, Inc. to Provide Engineering Consulting Services for the Wastewater Lift Station 65 Rehabilitation Project at a Cost of $69,320. Mr. Barnes explained the item. I. 22-5116 AUTHORIZATION TO UTILIZE EXISTING CONTRACTS FOR THE INTERSECTION MILLING AND RESURFACING PROJECT AT AERO CLUB DRIVE, BINKS FOREST DRIVE AND GREENVIEW SHORES BOULEVARD Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize Existing Contracts for the Milling and Resurfacing Project at the Intersection of Aero Club Drive, Binks Forest Drive, and Greenview Shores Boulevard at a Cost of $141,926.88. J. 22-5118 AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH WYNN & SONS ENVIRONMENTAL CONSTRUCTION CO., INC. FOR VARIOUS GOLF CART PATHWAYS Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize Palm Beach County Contract #R2020-1641 with Wynn & Sons Environmental Construction Co., Inc., as a Basis for Pricing, for various golf cart pathways at a cost of $148,809.00. Mr. De La Vega explained the item. Mr. Reinsvold answered questions from Council. He presented a PowerPoint slide of the golf cart expansions map and a golf cart expansions design on Forest Hill between Birkdale and Stribling. He stated that this was the Authorization to Execute a Guaranteed Maximum Price (GMP) Amendment with The Morganti Group, Inc. for the Pool Filter Replacement Project, at a Cost of $263,426.84. Mr. De La Vega explained the item. He answered Mayor Gerwig’s question. L. 22-5104 RESOLUTION NO. R2022-09 (PROVIDING FOR SUBMISSION OF PROPOSED CHARTER AMENDMENTS TO THE ELECTORATE FOR REFERENDUM AT THE AUGUST 23, 2022 ELECTION) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE SUBMISSION OF PROPOSED CHARTER AMENDMENTS ADOPTED IN ORDINANCES 2022-14 AND 2022-15 TO THE ELECTORS OF WELLINGTON FOR REFERENDUM AT THE AUGUST 23, 2022 ELECTION; AUTHORIZING THE PALM BEACH COUNTY SUPERVISOR OF ELECTIONS TO CONDUCT ALL LOGIC AND ACCURACY TESTS FOR THE 2022 WELLINGTON REFERENDUM ELECTION; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Approval of Resolution No. R2022-09 Designating the Date, Time and Place for Submission to the Wellington Electors of the Proposed Amendments to Wellington's Charter Adopted in Ordinance Nos. 2022-14 and 2022-15 and Authorizing the Supervisor of Elections to Conduct all Logic and Accuracy Tests for the referendum questions. Ms. Cohen explained the item. She answered Councilman McGovern’s question. M. 22-5158 RESOLUTION NO. R2022-10 (ELECTION SIGNS ON DESIGNATED PUBLIC PROPERTY AND RIGHTS-OF-WAY POLICY) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING A POLICY FOR ELECTION SIGNS ON DESIGNATED PUBLIC PROPERTY OR RIGHTS-OF-WAY; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Approval of Village of Wellington Page 4 Village Council Workshop Action Summary - Final June 13, 2022 Resolution No. R2022-10 Approving a Policy for Election Signs on Designated Public Property or Rights-of-way. Mr. Stillings explained the item. He presented a PowerPoint and discussed the purpose and standards of the election signs on designated public property or rights of way. Mr. Stillings and Mr. Barnes answered Council’s questions, including early voting signs, dates they can go out, and signs on the right of way. Ms. Cohen suggested a time to be included in the resolution. Mr. Stillings continued with the presentation and discussed the standards of the signs, the placement, the enforcement, and the location of the signs. There was a discussion on sign removal. Ms. Addie further explained the placement of the signs on Election Day by the polling locations. Mr. Stillings reviewed the changes that would be made for the next meeting. Mr. Barnes answered questions from Council. N. 22-5160 RESOLUTION NO. R2022-11 (BOARD MEETING SCHEDULES) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL REPEALING AND REPLACING RESOLUTIONS NO. R2010-46 AND RESOLUTION NO. R2016-32 RELATING TO MEETING DATES AND SCHEDULES OF VARIOUS BOARDS; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Approval of Resolution No. R2022-11 Setting Forth Meeting Dates and Schedules for Various Board and Committees. Mr. Stillings explained the item. P. 22-5171 APPROVAL BY THE WELLINGTON COUNCIL OF THE PAVING OF A PORTION OF 50TH STREET AND ADOPTION BY THE ACME BOARD OF SUPERVISORS OF RESOLUTION NO. AC2022-01 APPROVING CONSIDERATION OF THE ADOPTION OF A PLAN OF IMPROVEMENTS FOR A UNIT OF DEVELOPMENT FOR 50th STREET Mr. Barnes introduced the item. He stated that this was the Approval by the Wellington Council of the Paving of a Portion of 50th Street and Adoption by the Acme Board of Supervisors of Acme Resolution No. AC2022-01 Approving Consideration of the Adoption of a Plan of Improvement for a Unit of Development for 50th Street. Ms. Quickel explained the item. Mayor Gerwig mentioned that she received a request to remove this item from the Consent Agenda. Ms. Quickel, Ms. Cohen, and Mr. Barnes answered Council’s questions, including the intent of the item and the process. There was consent to move this item to the Regular Agenda as item 8A. Q. 22-5201 FLORIDA MUNICIPAL INSURANCE TRUST (FMIT) TRUSTEE NOMINATIONS Mr. Barnes introduced the item. He stated that this was the Council Request to Endorse the Nomination of Mayor Anne Gerwig to serve as a Trustee on the Florida Municipal Insurance Trust Board. Mr. Barnes explained the item. R. 22-5164 RESOLUTION NO. R2022-17 (PRELIMINARY TRIM RATES FOR WELLINGTON SOLID WASTE COLLECTION AND RECYCLING ASSESSMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING THE PRELIMINARY NON-AD VALOREM ASSESSMENT RATES FOR SOLID WASTE COLLECTION AND RECYCLING SERVICE FOR TRUTH-IN-MILLAGE (“TRIM”) PURPOSES WITHIN THE JURISDICTIONAL BOUNDARIES OF WELLINGTON; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Approval of Resolution No. R2022-17 setting the preliminary FY 2023 TRIM rates for solid waste collection and recycling proposed at $220/unit for curbside service and $170/unit for containerized service. Ms. Quickel explained the item. She answered Council’s questions. S. 22-5204 FIRST READING OF ORDINANCES AMENDING CHAPTERS 17 THROUGH 24 OF WELLINGTON’S CODE OF ORDINANCES Mr. Barnes introduced the item. He stated that this was the Approval on First Reading of Chapters 17 through 24 of Wellington's Code of Ordinances. Mr. Basehart explained the item. Ms. Cohen mentioned that they would go into more detail on each of the chapters at the next meeting. Ms. Cohen, Mr. Basehart, and Ms. Quickel answered questions from Council. Mr. Stillings explained the item. He mentioned that there would be a full presentation at the next meeting. He presented a PowerPoint slide and discussed the proposed modifications and graphics on the development required pre-existing condition. Mr. Stillings answered questions from Council. There was discussion by Council regarding the reason for these changes. V. 21-4784 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE ARCHITECTURAL AND ENGINEERING SERVICES FOR THE CONSTRUCTION OF A NEW PALM BEACH SHERIFF’S OFFICE (PBSO) SUBSTATION Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract to Leo A. Daly Company to Provide Architectural and Engineering Services for the Construction of a New PBSO Substation in the Amount of $57,005. Mayor Gerwig recused herself due to a conflict of interest. She stated that she would be filling out the proper form. Mr. De La Vega explained the item. He answered a question from Vice Mayor Drahos. W. 22-5081 COUNCIL APPOINTMENT OF BOARD AND COMMITTEE MEMBERS At this point, Mayor Gerwig returned to the dais. Mr. Barnes introduced the item. He stated that this was the Council Selection of New Appointments to the Affordable Housing Advisory Committee, Architectural Review Board, Construction Board of Adjustment and Appeals, Education Committee, Equestrian Preserve Committee, Parks & Recreation Advisory Board, Planning, Zoning & Adjustment Board, Public Safety Committee, Senior Advisory Committee and Tree Board. Mr. Barnes explained the item. He answered Council’s questions about the Affordable Housing Advisory Committee. X. 22-5172 VOTING DELEGATE FOR THE FLORIDA LEAGUE OF CITIES’ 96TH ANNUAL CONFERENCE Mr. Barnes introduced the item. He stated that this was the Nomination and Selection of a Voting Delegate for the Florida League of Cities' 96th Annual Conference in Hollywood, Florida, from August 11, 2022 to August 13, 2022. R2022-13 (AUTHORIZATION OF CONTINUED USE OF OUTSIDE LEGAL COUNSEL AND APPROVAL OF BUDGET AMENDMENT #2022-0056) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AMENDING THE FISCAL YEAR 2021/2022 GENERAL FUND LEGAL DEPARTMENT OPERATING BUDGET TO ALLOCATE UNASSIGNED FUND BALANCE OF $100,000 FOR ADDITIONAL OUTSIDE LEGAL SERVICES; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Authorization of Continued Use of Outside Legal Counsel and Approval of Resolution No. R2022-13 and Budget Amendment #2022-0056 Amending the Fiscal Year 2021/2022 General Fund Budget to Allocate Unassigned Fund Balance in the Amount of $100,000 to Increase the Legal Department Legal Services Budget for Litigation Costs and Legal Expenses Through September 30, 2022. Ms. Cohen explained the item. She answered a few questions from Council and said that she would provide the list of expenses by the next meeting and how many years a budget amendment has been requested. 4. WORKSHOP Mr. Barnes introduced Shannon Stilson from USPA Global to give an update on the FIP World Polo Championship Ms. Stilson presented a PowerPoint to Council. She discussed the hosting committee, the competition process, the global brand awareness and media distribution, and official partners and sponsors. She answered questions from Council. Mr. Greene of the USPA addressed the Council about the International Polo Center. Mr. Armstrong of the USPA was in attendance via Zoom. Mr. Greene gave the history of the International Polo Center and mentioned their intentions of making Wellington an important part of the international schedule. He informed them of the plans for the center. Mr. Greene responded to questions and comments from Council. 5.
