Village Council Workshop Action Summary - Final August 8, 2022
1. CALL TO ORDER
Mayor Gerwig called the meeting to order at 4:00 p.m.
Council Members in Attendance: Anne Gerwig, Mayor; Michael Drahos,
Vice Mayor; John McGovern, Councilman; Michael Napoleone,
Councilman and Tanya Siskind, Councilwoman (via Zoom).
2. PLEDGE OF ALLEGIANCE
Mayor Gerwig led the Pledge of Allegiance.
Ms. Cohen stated that Councilwoman Siskind has requested to appear
via Zoom and pursuant to the rules, it requires a unanimous vote of the
members present.
A motion was made by Councilman McGovern, seconded by
Vice Mayor Drahos, and unanimously passed (4-0), to approve
Councilwoman Siskind appearing and participating via Zoom.
3. BUDGET WORKSHOP
Ms. Quickel stated this was for the review of the Preliminary Capital
Improvement Plan that is included in the FY 2023 Budget.
A. UTILITIES CAPITAL OUTLAY INFORMATION
Ms. Quickel introduced Ms. Anjuli Panse, Interim Utility Director, and
stated she would present the Utility Capital Improvements Plan for Fiscal
Year 2023.
Ms. Panse thanked Council for the opportunity to present the Plan. She
discussed the Strategic Direction of the last 5 years and the
Accomplishments. In addition, Ms. Panse reviewed the Strategic
Direction for the next five years and provided an overview of the CIP
Program for FY 2023. This program includes Communications and
Technology Investment, General Facilities-Emergency Generator, Raw
Water Supply Improvements, Water Treatment Plant, Water Distribution
Repump and Storage, Water Distribution, Wastewater Force Main
System, and Wastewater Treatment Facility.
Mayor Gerwig asked about lime treatment and value engineering.
Councilman Napoleone asked what is the useful life for the new
emergency generator.

Ms. Quickel stated staff is applying for a grant regarding the new
generator.
Mayor Gerwig inquired about the Meter Endpoint Replacement Phase 2
and 3.
Councilman Drahos inquired about the grant monies for the Lift Station
Phase 3 Rehabilitation generator.
Ms. Panse provided a quick summary of the costs associated with the
FY23 Utility Capital Program.
Mayor Gerwig asked when the flouridation process would be back in
place as voted upon by the Council.
Ms. Panse stated the goal is September.
Councilman Drahos inquired about flouridation.
Mr. Barnes stated the system was taken offline due to the expansion of
the construction project. He explained what occurred.
Councilman Drahos asked if there is a failsafe in place to prevent this
from happening again.
Mayor Gerwig stated an email was provided this morning.
Mr. Barnes explained what the process would be going forward.
B. GOVERNMENTAL CAPITAL OUTLAY INFORMATION
Ms. Quickel explained that staff would now discuss the Governmental
Capital Improvement Budget presentation. She indicated that the total
proposed FY 2023 Capital Project Budget is approximately $23,810,024
in new funding. She highlighted the One Time Projects and Ongoing
Programs. She stated staff reviewed the carry forwards and the long
range financial plan that is discussed each year at the Directions
Workshop by looking out five years. Ms. Quickel highlighted specific
One-Time Projects: Olympia Park, Greenview Shores Bicycle Lanes,
Wellington Environmental Preserve Expansion, Public Safety Annex,
Aquatics Center, South Shore Community Park, Acme Renewal &
Replacement, Neighborhood Pipe Lining Program, Athletic Field
Improvement Program, Neighborhood Parks Program and Vision Zero.
She discussed New & Replacement Assets and Completed Projects.

Mr. Barnes, Ms. Quickel and staff responded to Council's questions
regarding the projects and funding.
4. CLOSING COMMENTS

5. ADJOURN
There being no further business to discuss with Council, the meeting
adjourned at 3:59 pm.
