CALL TO ORDER Mayor Gerwig called the meeting to order at 4:00 p.m. Council Members in Attendance: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman and Michael Napoleone, Councilman. Council Members Absent: Tanya Siskind, Councilwoman. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. REVIEW OF COUNCIL AGENDA Mr. Barnes introduced the agenda for the April 11, 2023 Regular Council Meeting for review. A. 23-5810 APPOINTMENT OF VICE MAYOR Mr. Barnes introduced the item. He stated that this was the Appointment of Vice Mayor. B. 23-5804 PRESENTATION AND INTRODUCTION OF NEW PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON CAPTAIN NICHOLE ADDAZIO Mr. Barnes introduced the item. He stated that this was the Presentation of New Palm Beach County Sheriff's Office District 8 Wellington Captain Nichole Addazio. He said that Captain Silva will be present to introduce the new Captain. He noted that there will be another introduction for Lieutenant Bobby Humphrey who is in attendance today. In addition, Mr. Barnes said that there will be another item added to Presentations and Proclamations as Chief Olavarria will introduce the new Battalion 2 District Chief for Palm Beach County Fire Rescue. This will be added as Item B. The Presentation of 2023 Public Safety Art & Essay Contest Winners will be moved to Item C. Ms. Cohen advised that no action is taken during Agenda Review for the record. C. 23-5797 PRESENTATION OF 2023 PUBLIC SAFETY ART & ESSAY CONTEST WINNERS Mr. Barnes introduced the item. He stated that this was the Presentation of 2023 Public Safety Art & Essay Contest Winners. Village of Wellington Page 1 Village Council Workshop Action Summary - Final April 10, 2023 D. 23-5833 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF MARCH 14, 2023 Mr. Barnes introduced the item. He stated that this was the Council approval of the Minutes of the Regular Wellington Council Meeting of March 14, 2023. He asked Council to provide comments, if any, to the Clerk's Office. E. 23-5798 NATIONAL DONATE LIFE MONTH PROCLAMATION Mr. Barnes introduced the item. He stated that this was the National Donate Life Month Proclamation. He mentioned that Maureen Budjinski requested to have some time to speak to Council. He noted that this item will be moved from the Consent Agenda and added to Presentations and Proclamations as Item D. Mayor Gerwig commented on the item being on the Consent Agenda. Mr. Barnes responded to a comment from Mayor Gerwig. F. 22-4990 AUTHORIZATION TO AWARD A CONTRACT FOR THE MONCADA (SECTION 24) LAND CLEARING PROJECT Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract for the Moncada (Section 24) Land Clearing Project. Mayor Gerwig commented on the resignation of a Construction Board of Adjustments & Appeals Member due to a conflict. Ms. Cohen advised that the conflict is based on the State Code of Ethics. She said that even though it was a sealed bid/low bid, the Board Member was the individual responsible for completing the package and submitting it which disqualifies him. Mayor Gerwig said that a letter needs to be written to the State. If the Village cannot have local people serve on the Board who are aware of the contract laws, serving makes it difficult. Ms. Cohen advised that there is an exception to the sealed bid/low bid under the State Law. The bid must be submitted by someone who is not actually handling the bid. Mayor Gerwig commented that at least there was no negative impact on local businesses. Mr. De La Vega explained the item. He noted that this was a sealed bid/low bid that was released on February 14, 2023. Mayor Gerwig commented about the contractor having a long history with the community. G. 22-5541 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE AQUATIC VEGETATION CONTROL SERVICES TO WELLINGTON CANALS AND LAKES Mr. Barnes introduced this item. He stated that this was the Authorization to Award a Contract to Provide Aquatic Vegetation Control Services to Wellington Canals and Lakes. Mr. De La Vega explained the item. He said that this was a sealed bid/low bid that was released on January 23, 2023. He noted that three proposals were received. Kerner was the low bidder. Mayor Gerwig asked who the Village had used previously. Mr. De La Vega responded to a question from Mayor Gerwig. He said that extensive research was completed on Kerner. He noted that the company has contracts in Martin County and Broward County. He mentioned that Mr. Wagner and staff met with the company and their staff. H. 22-5542 AUTHORIZATION TO CONTINUE UTILIZING A SOUTHEAST FLORIDA COOPERATIVE CONTRACT WITH MULTIPLE VENDORS, AS A BASIS FOR PRICING, FOR THE PURCHASE AND DELIVERY OF WATER METER FITTINGS AND WATER LINE ACCESSORIES Mr. Barnes introduced the item. He said that this was the Authorization to Continue Utilizing Southeast Florida Cooperative Contract with Multiple Vendors, As a Basis for Pricing, for the Purchase and Delivery of Water Meter Fittings and Water Line Accessories. Mr. De La Vega explained the item. He noted that there are over twenty-three municipalities throughout South Florida that use this contract. Mayor Gerwig asked if all the companies will be utilized. Mr. De La Vega answered a question from Mayor Gerwig. I. 22-5545 AUTHORIZATION TO CONTINUE UTILIZING A CITY OF PUNTA GORDA, FLORIDA CONTRACT FOR THE PURCHASE AND DELIVERY OF ANTI-SCALANT Mr. Barnes introduced the item. He stated that this was the Authorization Village of Wellington Page 3 Village Council Workshop Action Summary - Final April 10, 2023 to Continue Utilizing a City of Punta Gorda, Florida Contract for the Purchase and Delivery of Anti-Scalant. Mr. De La Vega explained the item. Mayor Gerwig inquired on the amount. Mr. De La Vega responded to Mayor Gerwig's inquiry. J. 22-5548 AUTHORIZATION TO AWARD A CONTRACT FOR THE SUPPLY, DELIVERY AND INSTALLATION OF SOD Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract for Supply, Delivery and Installation of Sod. Mr. De La Vega explained the item. Mayor Gerwig asked if this is for any type of sod. Mr. Barnes responded to a question from Mayor Gerwig. K. 22-5551 AUTHORIZATION TO AWARD A CONTRACT TO PROLIME CORPORATION FOR LIME SLUDGE HAULING AND DISPOSAL SERVICES Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Contract to Prolime Corporation for Lime Sludge Hauling and Disposal Services. Mr. De La Vega explained the item. He noted that this was a sealed bid/low bid issued on February 21, 2023. He said that one bid was received. He mentioned the significant increase. Ms. Panse further explained the item. She noted that the company the Village currently uses did not rebid for the contract. Councilman McGovern asked what does the staff know about the new company. Ms. Panse responded to a question from Councilman McGovern. Mayor Gerwig commented that the Village needs to have someone in place. Ms. Panse and Mr. De La Vega responded to comments made by Council. Village of Wellington Page 4 Village Council Workshop Action Summary - Final April 10, 2023 Mayor Gerwig asked about the term of the contract. Mr. De La Vega advised that he will get the information. Ms. Cohen advised that all Village contracts have a termination clause. L. 23-5723 AUTHORIZATION TO ENTER INTO MASTER MARKETING AGREEMENT WITH ARCADIA INFRASTRUCTURE I, LLC Mr. Barnes introduced the item. He stated that this was the Authorization to Enter into Master Marketing Agreement with Arcadia Infrastructure I, LLC. Mr. Stillings explained the item. He noted that the Village received an unsolicited proposal back in September 2022 from Arcadia. He mentioned that Sam Johnston, President and CEO and John Rolander, Chief Development Officer, are in attendance to answer any questions. He showed a PowerPoint presentation Master Marketing Agreement - Arcadia. He discussed the terms, marketing and locations. Mayor Gerwig asked how many of the locations are in low level service areas. There were comments by Council regarding the locations. Mr. Stillings responded to questions and comments from Council. Councilman Napoleone commented towers need to go in locations where they are needed and not where someone wants to put them. Mr. Barnes responded to Councilman Napoleone's comments. Vice Mayor Drahos spoke regarding why the carriers would not be motivated to say these are the areas that they have the most trouble in. Councilman McGovern commented that it is his understanding that the carriers do not think that there is much of a problem. He noted the concerns with the map. Mr. Barnes mentioned that these are only properties that the Village controls. There was discussion on towers and coverage. Vice Mayor Drahos inquired if the carrier can be incentivized to go into areas where the coverage is needed even if it is not the most financially lucrative. Village of Wellington Page 5 Village Council Workshop Action Summary - Final April 10, 2023 Mr. Johnston noted that the agreement has been worked on since early January. He said that it has taken three months to get to this point. He discussed the carrier decisions, site locations and how quickly they can get sites under option and lease. Vice Mayor Drahos asked if it is less lucrative to place towers in less dense populated areas where there is a gap in coverage verses areas near U.S. Highway 441 where there is more residential and commercial properties that would be more attractive. Mr. Johnston responded to a question from Vice Mayor Drahos. Vice Mayor Drahos inquired about agreements for leasing towers. Mr. Johnston responded to a question from Vice Mayor Drahos. There was discussion regarding coverage areas and safety concerns. Mayor Gerwig inquired on height requirements for the towers. Mr. Stillings responded to Mayor Gerwig's inquiry. Vice Mayor Drahos asked if there is a minimum amount of providers needed before a tower is put up. Mr. Johnston responded to a question from Vice Mayor Drahos. There were comments and discussion regarding building towers. Mr. Johnston and Mr. Stillings responded to comments and questions made by Council. Mayor Gerwig commented that there are other marketing services but no other company responded. Ms. Cohen noted that an advertisement was required by the Private/Public Partnership (P3) Statute for this. There were comments by Council regarding marketing and the contract renewals. Mr. Johnston and Ms. Cohen responded to comments and questions made by Council. Mr. Johnston stated that Arcadia is excited about the opportunity. M. 23-5727 AUTHORIZATION TO RENEW EXISTING CONTRACTS FOR PURCHASE, DELIVERY AND INSTALLATION OF MULCH, PINE STRAW, AND GROUND PREPARATION, VILLAGE-WIDE Mr. Barnes introduced the item. He stated that this was the Authorization to Renew Existing Contracts for Purchase, Delivery and Installation of Mulch, Pine Straw, and Ground Preparation, Village-wide. Mr. De La Vega explained the item. He noted that this was a sealed bid/low bid that was awarded on May 10, 2022. He said that this is the first renewal option and both firms have agreed to no price increases until the year 2024. Vice Mayor Drahos commented on the use of gold mulch. Mr. Wagner responded to a comment from Vice Mayor Drahos. Mayor Gerwig inquired if a specific type of mulch can be used in specific locations. Mr. Wagner responded to Mayor Gerwig's inquiry. Vice Mayor Drahos commented that people compliment how well Wellington maintains the medians. Mr. Barnes and Mr. Wagner commented on the mulch colors. Councilman McGovern asked Mr. Wager about the mulch trends. Mr. Wagner responded to a question from Councilman McGovern. N. 23-5732 AUTHORIZATION TO ENTER INTO A NEW AGREEMENT WITH AVOLVE SOFTWARE CORPORATION FOR PROJECTDOX Mr. Barnes introduced the item. He stated that this was the Authorization to Enter into a New Agreement with Avolve Software Corporation for ProjectDox. Mr. Silliman explained the item. He noted that staff was able to negotiate a lower price. He mentioned that the company has offered to buy back some of the licensing. Staff was able to lock in pricing for five years. Mayor Gerwig inquired if someone walks in with a paper application can it be entered into the software. Mr. Silliman answered a question from Mayor Gerwig. O. 23-5761 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE VILLAGE OF WELLINGTON'S BIKE LANES ALONG GREENVIEW SHORES BOULEVARD DESIGN Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Task Order to Provide Engineering Consulting Services for the Village of Wellington's Bike Lanes Along Greenview Shores Boulevard Design. Mr. Reinsvold explained the item. He showed a PowerPoint presentation of the Greenview Shores Bicycle Lane Expansion Project. He discussed the Project Timeline. Councilman Napoleone commented on the curbing. Mayor Gerwig asked what the lane width is currently. Mr. Reinsvold answered a question from Mayor Gerwig. Vice Mayor Drahos asked if traffic calming measures make the project eligible for grant funding. Mr. Reinsvold responded to a question from Vice Mayor Drahos. Mayor Gerwig commented on the cross section paths. Mr. Reinsvold responded to a comment from Mayor Gerwig. He discussed the requirement for the curbs and gutters. Mr. Barnes noted that having a curb and gutter would allow for fencing in the future. Mr. Reinsvold said that this project will allow for curbs and gutters around the Paddock Drive area. He explained the next steps of the project. P. 23-5762 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING CONSULTING SERVICES FOR THE VILLAGE OF Village of Wellington Page 8 Village Council Workshop Action Summary - Final April 10, 2023 WELLINGTON'S BIKE LANES ALONG GREENBRIAR BOULEVARD DESIGN Mr. Barnes introduced the item. He stated that this was the Authorization to Award a Task Order to Provide Engineering Consulting Services for the Village of Wellington's Bike Lanes along Greenbriar Boulevard Design. Mr. Reinsvold explained the item. He showed a map of the 2022-2026 Five Year Plan - 6.4 Mile Bicycle Loop. He noted that the Palm Beach County Transportation Planning Agency (TPA) asked if the Village is agreeable to move this project up from Fiscal Year 2026 to 2025. He said that the Village agreed in order to get the projects done in one year if one contractor is utilized. Mayor Gerwig commented about there being no bike lane signs on Aero Club Drive. Mr. Reinsvold responded to Mayor Gerwig's comment. Mr. Barnes noted that with the curb and gutter proposed there will be drainage improvements along with this project. Mr. Reinsvold further explained the item. Mayor Gerwig asked how much is the Village raising the roadway. Mr. Reinsvold responded to a question from Mayor Gerwig. Mr. Barnes said that there are palms along this corridor that will be impacted. Mr. Reinsvold reiterated that some of the trees would have to be taken down in the areas being worked. Mayor Gerwig asked how many trees would be taken down. Mr. Reinsvold responded to a question from Mayor Gerwig. Q. 23-5818 RATIFICATION OF AN EMERGENCY PURCHASE ORDER ISSUED TO RANGER CONSTRUCTION INDUSTRIES, INC FOR ROAD REPAIRS Mr. Barnes introduced the item. He stated that this is the Ratification of an Emergency Purchase Order Issued to Ranger Construction Industries, Inc. for Road Repairs. He mentioned the water main break back in March 2022 off of Forest Hill Boulevard and State Road 7. Mayor Gerwig asked what caused the water main failure. Ms. Panse responded to a question from Mayor Gerwig. Mr. Barnes said that this was a great example of how Public Works and Utilities worked together with the third party contractor through the process. Mayor Gerwig asked who did the pavement. Ms. Panse and Mr. Barnes responded to a question from Mayor Gerwig. R. 23-5829 REFUNDING AGREEMENT FOR RAW WATER MAIN CONSTRUCTION WITH LOTIS WELLINGTON, LLC FOR PROPERTY LOCATED IN PALM BEACH COUNTY, FLORIDA Mr. Barnes introduced the item. He stated that this was the Refunding Agreement for Raw Water Main Construction with Lotis Wellington, LLC for Property Located in Palm Beach County, Florida. Ms. Panse explained the item. She noted the Utility Developer Agreement approved by Council in April 2022. Mayor Gerwig asked if this was standard. Ms. Panse responded to a question from Mayor Gerwig. S. 23-5824 APPROVAL OF AUDIT COMMITTEE AND REQUEST FOR PROPOSAL DOCUMENTS FOR INDEPENDENT AUDITING SERVICES Mr. Barnes introduced this item. He stated that this was the Approval of Audit Committee and Request for Proposal Documents for Independent Auditing Services. Ms. Quickel explained the item. She noted that the Village had used Grau & Associates since 2012. She said staff recommends that after 10 years a Request for Proposal (RFP) be sent out. Mayor Gerwig asked if anything precludes Grau & Associates from applying. Ms. Quickel responded to a question from Mayor Gerwig. Ms. Quickel responded to a question from Mayor Gerwig. Ms. Cohen advised that one Council member will have to be a part of the selection committee and chair the committee as a requirement. R2023-16 (PALM BEACH TRANSPORTATION PLANNING AGENCY – LOCAL INITIATIVES GRANT APPLICATION) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FINANCIAL ASSISTANCE PURSUANT TO THE PALM BEACH TRANSPORTATION PLANNING AGENCY (TPA) LOCAL INITIATIVES PROGRAM FOR FUNDING IN THE AMOUNT OF $2,988,390.03 FOR A PROPOSED TRAFFIC CALMING PROJECT LOCATED AT WELLINGTON TRACE, WEST OF GREENVIEW SHORES Village of Wellington Page 11 Village Council Workshop Action Summary - Final April 10, 2023 BOULEVARD; AGREEING TO FUND THE LOCAL SHARE OF THE PROJECT AND THE ONGOING MAINTENANCE AND OPERATIONS EXPENSES ASSOCIATED WITH THE PROJECT; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was Resolution No. R2023-16 (Palm Beach Transportation Planning Agency - Local Initiatives Grant Application). Mr. Santa-Gonzalez explained the item. He presented a PowerPoint Presentation 2023 Transportation Planning Agency/ Florida Department of Transportation Grant Application. Mayor Gerwig inquired about the roundabout being constructed off Wellington Trace and Primrose Lane. Mr. Santa-Gonzalez and Mr. Barnes responded to Mayor Gerwig's inquiry. There was discussion regarding the roundabout and Traffic Calming project. Mr. Santa-Gonzalez further explained the item and timeline. Mayor Gerwig inquired on the cost to the Village. Mr. Santa-Gonzalez responded to Mayor Gerwig's inquiry. Councilman McGovern commented on the grant. Mr. Reinsvold noted that the amount is skewed on today's dollars. DEPARTMENT OF TRANSPORTATION FEDERAL HIGHWAY ADMINISTRATION OFFICE OF SAFETY SAFE STREETS AND ROADS FOR ALL (SS4A) GRANT FOR DEVELOPMENT OF THE COMPREHENSIVE SAFETY ACTION PLAN AND RESOLUTION NO. R2023-18 FOR A BUDGET AMENDMENT TO ALLOCATE THE GRANT. RESOLUTION NO. He stated that this was Resolution No. R2023-17 U.S. Department of Transportation Federal Highway Administration Office of Safety Safe Streets and Roads for All (SS4A) Grant for Development of the Comprehensive Safety Action Plan and Resolution No. R2023-18 for a Budget Amendment to Allocate the Grant. Ms. Quickel explained the item. Councilman McGovern asked if the Village is getting $200,000. Ms. Quickel responded to a question from Councilman McGovern. Mayor Gerwig asked what is the actual project associated. Ms. Quickel responded to a question from Mayor Gerwig. Mr. Barnes commented that the project qualifies the Village for future grant applications. V. 23-5821 RESOLUTION NO. R2023-19 (PALM BEACH COUNTY SIGN ORDINANCE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL OPTING IN TO PALM BEACH COUNTY ORDINANCE NO. 2023-010 PROHIBITING THE UNAUTHORIZED PROJECTIONS OF SIGNS ONTO BUILDINGS, STRUCTURES OR OTHER PLACES; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced this item. He stated that this was Resolution No. R2023-19 (Palm Beach County Sign Ordinance). Ms. Cohen explained the item. Ms. Cohen responded to Councilman Napoleone's inquiry. Vice Mayor Drahos asked does this apply to someone that owns the building. Ms. Cohen responded to a question from Vice Mayor Drahos. Vice Mayor Drahos commented on a carwash located off of Lake Worth Road using the name Wellington. Ms. Cohen advised that the Village does not have the ability to enforce the use of the Wellington name outside of the Village borders. Mayor Gerwig commented that the State is looking into a hate speech law. Mr. Barnes noted that a request was received from the Palm Beach County Sheriff Office to opt-in to the ordinance. Ms. Quickel explained the item. Mayor Gerwig inquired on the engineering of the functioning of the area. Ms. Quickel responded to Mayor Gerwig's inquiry. Councilman Napoleone commented that this has not been designed yet, this is obtaining the funding. Ms. Quickel responded to Councilman Napoleone's comment. Mayor Gerwig asked about the Village's cost. Ms. Quickel responded to a question from Mayor Gerwig. Mr. Barnes introduced the item. He stated that this was Ordinance No. 2023-08 (Moncada Comprehensive Pan Amendment [CPA]). Mr. Santa-Gonzalez explained the item. He stated that there will be a presentation at tomorrow night's meeting. Ms. Cohen advised that this is required as part of the grant agreement. The Village needs to protect the character of the property and make it recreational and conservation in nature. Z. 23-5823 ORDINANCE NO. 2023-10 (RESTAURANT OUTDOOR DINING AREAS - ZONING TEXT AMENDMENT) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, AMENDING WELLINGTON’S LAND DEVELOPMENT REGULATIONS, MORE SPECIFICALLY, A ZONING TEXT AMENDMENT (PETITION 2023-0001-ZTA) TO MODIFY THE SUPPLEMENTARY STANDARDS FOR RESTAURANTS IN ARTICLE 6, SECTION 6.2.2.B.17, TO PROVIDE STANDARDS FOR OUTDOOR DINING AREAS, AND TO ALLOW DOGS WITHIN DESIGNATED RESTAURANT OUTDOOR AREAS WITH APPROVAL OF A SPECIAL USE PERMIT, AS MORE SPECIFICALLY CONTAINED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced this item. He stated that this was Ordnance No. 2023-10 (Restaurant Outdoor Dinning Areas-Zoning Text Amendment). Mr. Newell explained this item. He noted that there is an exemption to the Health Department requirement according to the Florida Statute, particularly, to allow outdoor dinning with dogs. In order for the Village to allow this, the Village would have to adopt the change in the Land Development Regulations (LDR). Councilman Napoleone inquired where else would this apply, if allowed. Mr. Newell responded to Councilman Napoleone's inquiry. Mayor Gerwig commented on people going to outdoor dining with their dogs. She asked if this is against the Village Code. There was discussion regarding the Palm Beach County Ordinance and the Village Ordinance. Councilman Napoleone asked if Lazy Dog Restaurant will have to apply for a Special Use Permit with the Village, if the ordinance is adopted. Mr. Newell responded to a question from Councilman Napoleone. Vice Mayor Drahos asked if dogs will have to be on a leash. Ms. Cohen responded yes. There were comments and discussion on leashes, breeds and rules for the Village. Mr. Newell and Mr. Stillings responded to comments and questions from Council. Mr. Stillings noted that the owner will be present at tomorrow night's meeting. AA. 23-5843 PRESENTATION OF NORTH LONDON COLLEGIATE SCHOOL PROPOSAL Mr. Barnes introduced the item. He stated that this was the Presentation of North London Collegiate School Proposal. He mentioned that members of Council may have met with the team one-on-one. He said that as of today a proposal has not been prepared or submitted to the Village. Staff will see if anything is received before tomorrow night's meeting. Councilman McGovern inquired about the proposal. Mr. Barnes responded to Councilman McGovern's inquiry. Councilman Napoleone asked what is the intent for tomorrow night's meeting. Mr. Barnes responded to a question from Councilman Napoleone. Mayor Gerwig commented on keeping the item on the Agenda therefore people can weigh in. Mr. Barnes commented about the one-on-one presentations with Council. Village of Wellington Page 17 Village Council Workshop Action Summary - Final April 10, 2023 He said he will follow up with the requestor regarding the appraisal for the property. Mr. De La Vega noted that the 69.6 acres is appraised at $32,275,000. He mentioned that they do not want the full 44 acres located on the west side which appraised at $17,500,000; they only want 35 acres of the 44 acres. He said that the 25.5 acres on the east side appraised at $14,775,000. On the west side, based on the per acre cost, the appraisal is $396,000 per acre multiplied by the 35 acres requested comes out to $13,860,000. Councilman Napoleone asked if the per acre price is the same for the east and west side. Mr. De La Vega responded to Councilman Napoleone's inquiry. Councilman McGovern inquired if these amounts are from one appraiser. Mr. Barnes responded to Councilman McGovern's inquiry. Mr. De La Vega said that the west side is $396,000 per acre and the east side is $579,000 per acre. Councilman McGovern asked Ms. Cohen if staff has looked at the price point for the tuition of the school. He said that he wants to make sure that this is taxable property by all applicable law. Ms. Cohen and Ms. Quickel responded to Councilman McGovern's question and comment. There were comments by Council regarding the presentation. BB. 23-5813 PALM BEACH COUNTY LEAGUE OF CITIES VOTING DELEGATE AND ALTERNATE Mr. Barnes introduced the item. He stated that this was the Palm Beach County League of Cities Voting Delegate and Alternate. He noted that this is for the County League of Cities not the State League. Mayor Gerwig mentioned that she serves on the Board as Past President; she would suggest Councilman Napoleone as the Voting Delegate.
