PLEDGE OF ALLEGIANCE Two girls from the audience led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, delivered the invocation. 4. 23-5810 APPOINTMENT OF VICE MAYOR Mr. Barnes introduced the item. He indicated that Council, per Charter, needed to appoint a Vice Mayor for the Village of Wellington. A motion was made by Councilman McGovern, seconded by Vice Mayor Drahos, and unanimously passed (4-0), to approve the appointment of Councilman Napoleone as Vice Mayor of the Village of Wellington. Council congratulated Vice Mayor Napoleone. 5. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. 1. Add Introduction of New Palm Beach County Fire Rescue Battalion 2 District Chief Amanda Vomeron to Presentations And Proclamations as Item 6B. 2. Remove Regular Agenda Item 9A from the agenda. A motion was made by Councilman McGovern, seconded by Vice Mayor Napoleone, and unanimously passed (4-0), to approve the Agenda as amended. 6. PRESENTATIONS AND PROCLAMATIONS A. 23-5804 PRESENTATION AND INTRODUCTION OF NEW PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON CAPTAIN NICHOLE ADDAZIO Mr. Barnes introduced the item. Captain Nichole Addazio provided comments regarding Captain Silva. Captain Silva thanked Council and everyone for coming out to Lieutenant Shavitz’ luncheon and commended Lieutenant Shavitz. He stated Captain Addazio and Lieutenant Humphrey are fantastic and the Village is in good hands. He thanked Council for all of the support for the last seven years. The Village Council commended Captain Silva for his service to the Village of Wellington. Ms. Cohen, Mr. Barnes and Ms. Addie commended Captain Silva and Lieutenant Shavitz and welcomed Captain Addazio and Lieutenant Humphrey. Captain Addazio provided background information regarding her career; and introduced Lieutenant Bobby Humphrey and provided an overview regarding his career. B. PRESENTATION AND INTRODUCTION OF NEW PALM BEACH COUNTY FIRE RESCUE BATTALION CHIEF AMANDA VOMERON (THIS ITEM ADDED TO THE AGENDA) This item added to the agenda. Mr. Barnes introduced the item. Battalion Chief Olavarria of Palm Beach County Fire-Rescue thanked Council for the opportunity and introduced Battalion Chief Amanda Vomeron who provided background information regarding her career. Village of Wellington Page 2 Village Council Action Summary - Final April 11, 2023 The Village Council welcomed Battalion Chief Vomeron. Councilman McGovern noted that in regards to Women’s History Month the Village now has two female captains. C. 23-5797 PRESENTATION OF 2023 PUBLIC SAFETY ART & ESSAY CONTEST WINNERS Mr. Barnes introduced the item. Ms. Nicole Coates provided an overview of the Public Safety Essay Contest and introduced members of the Public Safety and Education Committees. She stated they reviewed 158 essay submissions and selected winners from the elementary, middle and high school categories. Ms. Coates also acknowledged the interim principal of Wellington Elementary and the art director from Binks Forest Elementary who were in the audience and thanked Jet Hauling for sponsoring the contest. Mr. Junaid Akther, Public Safety Committee Member, provided a synopsis of the essay contest and acknowledged all of the students who participated. Ms. Coates recognized the winners of the contest and provided certificates and gift cards from Jet Hauling, Inc. Council provided comments regarding the contest and thanked the committee members, teachers, students, parents and Jet Hauling, Inc. D. 23-5798 NATIONAL DONATE LIFE MONTH PROCLAMATION This item formerly Consent Item 7B. Mr. Barnes introduced the item. Ms. Maureen Budjinski, Life Alliance UM Ambassador for Donate Life, stated she is a long time Wellington resident and has been an organ, eye and tissue donor advocate for 50 years. She said she does this with love and passion. She stated her job is to go around and speak about the myths and facts of organ donation. Ms. Budjinski thanked Council for letting her speak about organ donation. 7. CONSENT AGENDA Mr. Barnes stated there was one comment card received for the Consent Agenda. Joseph Goldstein, representing Verizon Wireless, spoke in opposition of Consent Agenda Item 7I. 2. Sam Johnston, representing Arcadia Infrastructure I, LLC, spoke regarding Consent Agenda Item 7I. The Village Council pulled Item 7I from the Consent Agenda and moved it to the Regular Agenda as Item 9B. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0), to approve the Consent Agenda as amended. B. 23-5813 PALM BEACH COUNTY LEAGUE OF CITIES VOTING DELEGATE AND ALTERNATE Mr. Barnes introduced the item. He stated the Palm Beach County League of Cities sent a letter asking municipalities to appoint a voting delegate and alternate. C. 23-5723 AUTHORIZATION TO ENTER INTO MASTER MARKETING AGREEMENT WITH ARCADIA INFRASTRUCTURE I, LLC This item was formerly Consent Item 7I. Mr. Barnes introduced the item. Public Comment: 1. Rick Christmas spoke regarding Consent Agenda Item 7I. He stated the Village needs cell coverage. 2. Sam Johnston, Principal with Arcadia, spoke regarding the company. 3. Joseph Goldstein spoke regarding the advertisement. There was discussion between the Village Council and staff regarding the advertisement and proposal. Ms. Cohen spoke regarding the P3 process. The Village Council asked questions regarding the contract, consultant and Arcadia. Ms. Cohen stated she could arrange for Council to hear from the consultant. John Rolander, Principal at Arcadia, spoke and stated they are speaking with carriers and the five years in the contract is important. There was brief discussion regarding the contract and consultant. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and passed (3-1; Mayor Gerwig dissenting) to table this item until the May 9, 2023 Village Council Meeting. 10. BARNES: Mr. Barnes presented the following report: Next Council Meeting will be held on Tuesday, May 9, 2023 at 7:00 p.m. April is National Fair Housing Month in Florida. Wellington will be hosting a virtual Fair Housing Month Webinar on April 12th at 12pm. You will hear from representatives from Palm Beach County's Office of Equal Opportunity and Department of Housing and Economic Development. Attendees will learn about a wide variety of programs and services offered through these offices and gain more understanding on the Fair Housing Laws in Florida. The Village will participate in the National Prescription Take Back Day event that will be held at Wellington Green Walgreen’s on April 22, 2023 from 10:00 a.m.to 2:00 p.m. The Village will host a Hurricane Expo on May 6, 2023 at the Community Center from 9:00 a.m. to 1:00 p.m. The Amphitheatre Grand Re-Opening/Ribbon Cutting is tentatively scheduled for May 25, 2023. 13. COUNCIL REPORTS VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone congratulated staff on a great Egg Hunt. Vice Mayor Napoleone stated there was a good turnout for the Gay Polo Event. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated regarding the Advisory Boundary Committee Meeting, it was a significant victory for Wellington keeping all high school students at Wellington Schools and thanked Mr. Barnes, Vice Mayor Napoleone, Councilwoman Siskind and District 6 School Board Member Marcia Andrews. He also thanked Mr. Levin, ABC appointee and Ms. Donaldson. Mayor Gerwig asked that a letter of appreciation be written to all who assisted Wellington. Mayor Gerwig commented regarding the opening of the grand plaza at the Town Center. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig congratulated Vice Mayor Napoleone.
