This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final January 12, 2024 1. CALL TO ORDER Mayor Gerwig called the meeting to order at 9:04 am. Council Members in Attendance: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; and Michael Drahos, Councilman. Council Members absent: Tanya Siskind, Councilwoman. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. AQUATICS COMPLEX UPDATE Mr. Barnes stated that this was the Aquatics Complex Update. He noted that Engineering staff, Parks & Recreation staff, representatives from Ohlson Lavoie Corporation (OLC), LLC., Counsilman-Hunsaker and Wharton-Smith, Inc. are present. Mr. Reinsvold introduced the item. He said that Sam Elsheik, Senior Principal, OLC, LLC., would present an overview of the Aquatics Center. Mr. Elsheik mentioned that Jeff Nodorft, P.E., Counsilman-Hunsaker is attending via Zoom. He said that Mr. Nodorft could answer any aquatic technical questions. He presented the PowerPoint Presentation Wellington Aquatics Facility Progress Update. He discussed the Site Design, Building Design, Aquatics Amenities, 3D-Views and Fly Through. Paul Fulks, P.E., Project Executive,Wharton-Smith, Inc. presented the Project Budget and Project Schedule. He said that they are tracking the $28 million construction cost. He mentioned that the construction project would be competitively bid on every scope and noted the anticipated construction administration cost of $400,000. He said that they are looking at about a 14-month construction schedule and mentioned that they are faced with some long lead items. Mr. Fulks said that they would start construction this summer and end in the summer of 2025. Mayor Gerwig asked about the hours of operation. Mr. Juckett answered a question from Mayor Gerwig. Mayor Gerwig asked if anything could be staked on the astro turf. Mayor Gerwig asked about the UV protection for pool equipment, construction and roof structure. Mr. Elsheik answered questions from Mayor Gerwig. Mayor Gerwig inquired about the cushion on the pool floor. Mr. Nodorft responded to a question from Mayor Gerwig. He said that the pvc liner has a life expectancy of 20 years. Mr. Barnes clarified that the cushion is not for impact rating. Mayor Gerwig commented on the signage. Mr. Elsheik responded to Mayor Gerwig's comment. There was discussion regarding the water temperature and the movable bulkhead cost. Mr. Nodorft said that the movable bulkhead cost is around $250,000. Councilman Drahos asked about the utility of the bulkhead. Mr. Fulks answered a question from Councilman Drahos. The were comments by Council regarding the bulkhead, dive well and structure. Mr. Fulks and Mr. Juckett responded to Council comments. Vice Mayor Napoleone asked about the pool placement and noise usage. Mr. Elsheik answered questions from Vice Mayor Napoleone. There were comments and discussion regarding the noise. Mayor Gerwig asked if anything decorative could be done with the netting around the pool. Councilman Drahos commented about the lack of aesthetics, creative design, seating and floor space. There was discussion regarding seating, flooring, and the multi-purpose room. Councilman Drahos asked if the pool meets the FHSAA (Florida High School Athletics Association) Standards. Mr. Fulks and Mr. Elsheik answered the question from Councilman Drahos. Councilman Drahos asked about the $28 million construction cost. Mr. Fulks discussed the cost. Mr. Barnes said that if the construction cost comes in over $28 million, the Aquatics Complex would be redesigned to bring the cost down to $28 million or less. Mayor Gerwig commented that this would take away things from the Aquatics Complex. Mr. Barnes responded to Mayor Gerwig's comment. Councilman Drahos asked about the recreation maximum capacity. Mr. Elshiek said that the maximum capacity is 285 people. Vice Mayor Napoleone asked about the depth of the lap pool area. Mr. Elshiek responded to Vice Mayor Napoleone's question. Mayor Gerwig asked what would the Village lose to save on the cost. Mr. Fulks answered the question from Mayor Gerwig. Mayor Gerwig inquired about lifeguard equipment. Mr. Barnes responded to Mayor Gerwig's inquiry. Vice Mayor Napoleone commented on the budget cost. He asked about the administrative office space for the Aquatics Complex. Mr. Juckett answered a question from Vice Mayor Napoleone. Mr. Elshiek answered a question from Mayor Gerwig. Councilman McGovern commented about cost, the recreation pool and amenities. There were comments and discussion regarding the cost and pool aesthetics. Mayor Gerwig asked Mr. Barnes what does he need from Council. Mr. Barnes responded to comments and questions from Council. He said that the team will come back in March with a Guaranteed Maximum Price (GMP). There were comments and discussion regarding the cost, aesthetics and flexibility. Mr. De La Vega noted that the cost was $42 million ninety days ago. He said that difficult conversations have been had and a tremendous amount of work had been done to reduce the cost by $14 million. Mayor Gerwig commented about the aesthetics. Mr. Barnes and Mr. Juckett responded to Mayor Gerwig's comment. Vice Mayor Napoleone commented on the flexibility for future amenities. Mayor Gerwig asked what is needed from Council today. Mr. Barnes answered a question from Mayor Gerwig. He said that the team will come back in March with a GMP. Councilman Drahos requested staff to make sure that seating is good. Mayor Gerwig commented on the 24-foot deck. 4. CLOSING COMMENTS None 5.
