CALL TO ORDER Mayor Napoleone called the meeting to order at 4:00 p.m. Council Members in Attendance: Mayor Michael J. Napoleone, Vice Mayor John T. McGovern, Councilwoman Maria Antuña, and Councilwoman Amanda Silvestri. Council Members Absent: Councilwoman Tanya Siskind. 2. REVIEW OF COUNCIL AGENDA Mr. Barnes introduced the agenda for the January 28, 2025 Regular Council Meeting for review. A. 25-6961 WELLINGTON ROTARY CLUB TORNADO RELIEF UPDATE Mr. Barnes introduced the item. He stated that this was the Wellington Rotary Club Tornado Relief Update. He said that Mr. Imperatore of the Wellington Rotary Club will be in attendance tomorrow night to provide an update on the tornado relief efforts. B. 25-6960 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF JANUARY 14, 2025 Mr. Barnes introduced the item. He stated that this was the Council approval of the Minutes of the Regular Wellington Council Meeting of January 14, 2025. He asked Council to provide comments, if any, to the Clerk's Office. C. 24-6917 AUTHORIZATION TO UTILIZE A CITY OF GREENACRES CONTRACT FOR THE REMOVAL AND REPLACEMENT OF SPLIT RAIL FENCING AT VILLAGE PARK Mr. Barnes introduced the item. He stated that this was the Authorization to Utilize A City Of Greenacres Contract For the Removal And Replacement of Split Rail Fencing At Village Park. Mr. De La Vega presented this item. He spoke regarding the contract and vendors. He stated the vendor has agreed to honor the pricing. Mayor Napoleone inquired when it was last replaced. Bruce Wagner stated this was replaced 25 years ago. Vice Mayor McGovern commented on the cost. Village of Wellington Page 1 Village Council Workshop Action Summary - Final January 27, 2025 D. 25-6952 AUTHORIZATION TO CONTINUE UTILIZING CIVIC PLUS, LLC, FOR THE PARKS AND RECREATION MANAGEMENT SOFTWARE SOLUTION Mr. Barnes introduced the item. He stated that this was the Authorization To Continue Utilizing Civic Plus, LLC, For The Parks and Recreation Management Software Solution. Mr. De La Vega discussed how the Parks and Recreation Department utilizes the software. He discussed the pricing and term length. Vice Mayor McGovern asked if this is a must do. Mr. De La Vega answered questions from Vice Mayor McGovern. Mayor Napoleone asked if the Village is happy with the software. Mr. Juckett stated staff is happy with the software and it is user friendly. Vice Mayor McGovern asked how many renewals are left. Mr. De La Vega answered a question from Vice Mayor McGovern. E. 25-6946 REAPPOINTMENT OF CODE COMPLIANCE SPECIAL MAGISTRATE ALAN ZANGEN, ESQ. Mr. Barnes introduced the item. He stated that this was the Reappointment of Code Compliance Special Magistrate Alan Zangen, Esq. Mr. Stillings presented this item. Mayor Napoleone asked how long has Mr. Zangen has served as Special Magistrate. Mr. Stillings answered a question from Mayor Napoleone. Vice Mayor McGovern asked if Mr. Zangen is a Village resident and if there are any other applicants on file. Mr. Barnes replied that Mr. Zangen is not a Village resident. There was discussion regarding a Request for Qualifications (RFQ) for other applicants. The item will be removed from the agenda tomorrow night. F. 24-6810 ORDINANCE NO. 2024-14 (AUTHORIZING THE PLACEMENT, INSTALLATION AND OPERATION OF A SPEED DETECTION SYSTEM WITHIN WELLINGTON SCHOOL ZONES AND PROVIDING FOR TRAFFIC ENFORCEMENT PROCEDURES) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL CREATING ARTICLE VI OF CHAPTER 22 OF THE VILLAGE’S CODE OF ORDINANCES TO AUTHORIZE THE PLACEMENT, INSTALLATION, AND OPERATION OF SPEED DETECTION SYSTEMS ON ROADWAYS MAINTAINED AS SCHOOL ZONES, ESTABLISHING TRAFFIC ENFORCEMENT PROCEDURES WHEN SPEED DETECTION SYSTEMS ARE UTILIZED FOR SCHOOL ZONE SPEED LIMIT VIOLATIONS, AND CREATING HEARING PROCEDURES RELATING TO SUCH SCHOOL ZONE SPEED LIMIT VIOLATIONS; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR CODIFICATION; PROVIDING A CONFLICTS CLAUSE; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the Ordinance No. 2024-14 (Authorizing The Placement, Installation and Operation of A Speed Detection System Within Wellington School Zones and Providing For Traffic Enforcement Procedures). Mayor Napoleone asked if the Ordinance and Resolution are two separate things. Ms. Cohen answered a question from Mayor Napoleone. Vice Mayor McGovern asked if there were any changes since the First Hearing. Ms. Cohen briefly discussed the Ordinance with Council. G. 24-6819 RESOLUTION NO. R2024-52 (SPEED DETECTION CAMERA SYSTEMS FOR SCHOOLS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE MAYOR AND CLERK TO EXECUTE AN AGREEMENT BETWEEN WELLINGTON AND REDSPEED FLORIDA LLC TO PROVIDE THE TRAFFIC REPORT SERVICES FOR THE VILLAGE’S SCHOOL ZONES, AND TO INSTALL AND OPERATE THE SDS SYSTEMS ON BEHALF OF THE VILLAGE TO ENFORCE SCHOOL ZONE SPEEDING VIOLATIONS; AND PROVIDING AN Village of Wellington Page 3 Village Council Workshop Action Summary - Final January 27, 2025 EFFECTIVE DATE. Ms. Cohen stated that staff will recommend that this item be postponed. Mayor Napoleone commented on the process. Ms. Cohen noted the statute that would prohibit piggybacking on an out-of-state contract that will take effect July 2025. Vice Mayor McGovern asked if the Village is allowed to piggyback an out-of-state contract prior to July 2025. Ms. Cohen answered a question from Vice Mayor McGovern Mr. Barnes stated the Village does not have commitments from any of the vendors to have this in place prior to August. Mayor Napoleone asked that this item come back no later than March. Mr. De La Vega said that he could reach out to the vendors to see if they are willing to commit. Mayor Napoleone and Vice Mayor McGovern commented on reaching out to vendors. H. 25-6959 ORDINANCE NO. 2024-25 (ANIMALS IN PARKS) AN ORDINANCE OF WELLINGTON’S COUNCIL AMENDING CHAPTER 14, ARTICLE III, DIVISION 1, SECTION 14-18 (WILDLIFE) OF THE CODE OF ORDINANCES TO CLARIFY THAT LEASHED DOGS ARE ALLOWED IN CERTAIN WELLINGTON PARKS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced this item. He stated that this was the Ordinance No. 2024-25 (Animal in Parks). Ms. Cohen stated that this is second reading and there were no comments or changes since first reading. I. 25-6957 ORDINANCE NO. 2025-02 (AXIS 2 FUTURE LAND USE MAP AMENDMENT TO THE COMPREHENSIVE PLAN AMENDMENT (FLUM)) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP (FLUM) OF WELLINGTON’S COMPREHENSIVE PLAN, (PETITION Village of Wellington Page 4 Village Council Workshop Action Summary - Final January 27, 2025 NUMBER 2024-0001-CPA), TO MODIFY THE FUTURE LAND USE MAP DESIGNATION FROM COMMUNITY FACILITY TO RESIDENTIAL H (5.0 DU/AC – 22.0 DU/AC) FOR CERTAIN PROPERTY KNOWN AS THE 10-ACRE PARK SITE AT WELLINGTON GREEN, TOTALING 10 ACRES, MORE OR LESS; LOCATED APPROXIMATELY A QUARTER MILE SOUTH OF FOREST HILL BOULEVARD AND WELLINGTON GREEN DRIVE, ON THE WEST SIDE OF WELLINGTON GREEN DRIVE AT 2175 WELLINGTON GREEN DRIVE, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Mr. Barnes introduced this item. He stated that this was the Ordinance No. 2025-02 (Axis 2 Future Land Use Map Amendment To The Comprehensive Plan Amendment (FLUM)). Mayor Napoleone asked that a copy of the settlement agreement be distributed to Council. Mr. Stillings stated there will be a full presentation tomorrow night since the item is Quasi-Judicial. He said that the applicant will make a presentation tomorrow night first and then staff will complete their presentation. Vice Mayor McGovern inquired about the settlement cost and if the ordinance enacts that settlement. Ms. Cohen and Mr. Barnes stated that is correct. Councilwoman Silvestri said that she would like an explanation regarding the settlement. Mr. Stillings and Ms. Cohen summarized how the agreement came about. There were comments and discussion regarding the how agreement came about. Councilwoman Silvestri asked how many units are proposed. Ms. Cohen responded 220 units. Councilwoman Antuña asked how many apartments were in the original access. Mr. Stillings responded between 200 to 300. Councilwoman Antuña asked if these are rental units. Ms. Cohen answered a question from Councilwoman Antuña. Mayor Napolene said in context and connection with the LightHouse Project they wanted to do 480 apartments, retail and a performing arts center. Councilwoman Antuña asked if all of the rental units had been rented. Mr. Barnes answered a question from Councilwoman Antuña. Mr. Stillings provided an update regarding the total units; he said there are 273. There were comments and discussion regarding the rental units. Vice Mayor McGovern asked what is the state of progress for South Shore Park. Mr. Barnes answered a question from Vice Mayor McGovern. J. 25-6958 ORDINANCE NO. 2025-03 AXIS 2 REZONING (ZONING MAP AMENDMENT) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING A REZONING (PETITION NUMBER 2024-0001-REZ), TO MODIFY THE OFFICIAL ZONING MAP OF WELLINGTON FROM COMMUNITY FACILITY TO PLANNED UNIT DEVELOPMENT (PUD) FOR CERTAIN PROPERTY KNOWN AS THE 10-ACRE PARK SITE AT WELLINGTON GREEN, TOTALING 10 ACRES, MORE OR LESS; LOCATED APPROXIMATELY A QUARTER MILE SOUTH OF FOREST HILL BOULEVARD AND WELLINGTON GREEN DRIVE, ON THE WEST SIDE OF WELLINGTON GREEN DRIVE AT 2175 WELLINGTON GREEN DRIVE, AS MORE SPECIFICALLY DESCRIBED HEREIN; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WORKSHOP Village of Wellington Page 6 Village Council Workshop Action Summary - Final January 27, 2025 Mr. Barnes said that Mr. Reinsvold will provide a Capital Improvement Update. Mr. Reinsvold provided a 2025 Capital Improvements Project Update. He presented the PowerPoint Presentation 2025 Capital Improvement Projects Update. He discussed the Wellington New Aquatics Facility, Wellington Sports Complex, South Shore Community Park Renovations, Big Blue Trace Pathway Improvements, Mayor Napoleone asked about the median on Big Blue. Mr. Reinsvold answered a question from Mayor Napoelone. He continued and discussed the Public Works Storage Facility. Mayor Napoleone asked if this is a big open warehouse. Mr. Reinsvold and Mr. Barnes answered a question from Mayor Napoleone. Councilwoman Silverstri asked where the warehouse is located. Mr. Reinsvold answered a question from Councilwoman Silvestri. He discussed the Wellington Preserve Expansion Project and the C-9 Canal Expansion Project. Mayor Napoleone asked Mr. Reinsvold to remind everyone which one is the C-9 Canal. Mr. Reinsvold answered a question from Mayor Napoleone. Mr. Barnes commented on the project, cost and benefit. Mr. De La Vega mentioned that Padel was approved by the Architectural Review Board (ARB) on January 22, 2025. He mentioned that the tennis courts are out for bid. Mayor Napoleone asked if the courts would be done at the same time. Mr. De La Vega answered a question from Mayor Napoleone. 4. ATTORNEY'S COMMENTS Ms. Cohen provided an update regarding the foreclosure proceedings. She stated the Village should be receiving an order from Judge Kurley regarding the release of funds. MANAGER COMMENTS Mr. Barnes referenced the emails he sent to Council today regarding District 8 and the Black Leadership Forum. Palm Beach Sheriff's Office (PBSO) Sergeant DeJoy discussed the efforts regarding traffic at the schools, motor style electric vehicles and bicycles. Mr. Barnes commented on the heavy police presence. Sergeant DeJoy responded to Mr. Barnes's comment. Vice Mayor McGovern asked to discuss the Lotis Project based on emails the Council has received from residents. He asked if the Village had spoken with Mr. Gielda and his team there. Mr. Barnes and Mr. Stillings provided an update. There was further discussion regarding inspections, stop work orders and conditions of approval. Ms. Cohen provided an update on the final judgment. She said that the amount is $9,289,691.53 plus attorney's fees and cost in the amount of $102,472.55. PBSO Major Tris Moore for the West Region introduced himself and stated he raised his family here in Wellington. The Village Council welcomed Major Moore to the Village. 6. COUNCIL COMMENTS None. 7.
