This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final April 3, 2025 1. CALL TO ORDER Council Members present: Michael J. Napoleone, Mayor; Tanya Siskind, Vice Mayor; John T. McGovern, Councilman; Maria Antuña, Councilwoman; and Amanda Silvestri, Councilwoman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Village Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Hall, Village Clerk. Department Directors present: Ana Acevedo, Jenifer Brito, Nicole Coates, Kim Gibbons, Chuck Gill, Eric Juckett, Liz Nunez, Anjuli Panse, Jonathan Reinsvold, William Silliman, Tim Stillings and Bruce Wagner. Others present: PBSO Captain Nichole C. Addazio, PBSO Lieutenant Robert Humphrey and Palm Beach County Fire Rescue District Chief Amanda Vomero. 2. WELCOME & ACCOMPLISHMENTS Mr. Barnes welcomed everyone to the workshop and provided a brief overview of the purpose of the workshop. He stated staff is looking five or six years down the road and indicated that staff will look at previous workshops and where the Village is currently. Mr. Barnes presented the current status of projects. The Village of Wellington will be 30 years old in December 2025. 3. ELECTION CONSIDERATIONS Palm Beach County Supervisor of Elections Wendy Link conducted a presentation about her office locations, demographics of voters, ways to vote, canvassing board, ballots and 2024 Election statistics. She highlighted the number of municipalities that utilize her as a canvassing beard and those who still have runoffs. Village Attorney Laurie Cohen and Village Clerk Chevelle Hall reviewed the proposed charter amendments with Council. The Village Council inquired about the cost of elections, legislative bills and the canvassing board. Supervisor Link, Ms. Cohen and Ms. Hall responded to Council questions. It was consensus of Council to consider the ordinances pertaining to a change to the qualifying date and elimination of community member and Village of Wellington Page 1 Village Council Workshop Action Summary - Final April 3, 2025 alternate. Council asked staff to monitor SB 1416. 4. ACME IMPROVEMENT DISTRICT MAJOR FACILITY UPGRADES 10 YEAR PLAN Jonathan Reinsvold, Village Engineer, P.E., stated this was a review of the ACME Improvement District and introduced Garry Gruber/Senior Vice President of Mock Roos & Associates, Inc. and his team: John Cairnes, PE and Patrick Kirby, PE. He stated Mock Roos is the company the Village utilizes when system upgrades are needed. Mr. Gruber conducted a presentation regarding the surface water management system, stormwater pump stations, and multi-year program. He commended the Public Works department on how well they maintain the system. He discussed the goals of the program, surface water system permits, pump station capacities, pumps, generator controls building, fuel tanks/systems, trash rack and raker, typical stormwater pump station, Pump Station No. 7, Pump Station No. 4, Pump Station No. 3, Pump Station No. 6, Pump Station No. 5, Pump Station No. 8, Pump Station No. 9, and Pierson Road Control Structures. Mr. Reinsvold explained the pumps at the C-51 canals and the maintenance of the pumps to keep them operational and the system running properly. There was discussion regarding the pump stations, funding and the canals. 5. DEVELOPMENT UPDATE Tim Stillings, Planning, Zoning and Building Director, provided a current development update for Lotis I, Lotis II, and Farrell Estates (PBPCC). There was discussion between Council, Mr. Barnes and Mr. Stillings regarding a resolution between Lotis I and the property owners. Mr. Stillings then provided an update on Canter, Axis II, New Showgrounds (Pod F), MarketPlace (Professional Center at Wellington), Islepointe (Orange Point PUD), K Park and Cell Towers (construction is expected to begin this year). The Village Council asked questions regarding the various projects. Mr. Barnes, Mr. Stillings, and Mr. Reinsvold responded to Council’s questions. Mr. Stillings also reviewed the Community Profile.
