This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final April 4, 2025 1. CALL TO ORDER Council Members present: Michael J. Napoleone, Mayor; Tanya Siskind, Vice Mayor; John T. McGovern, Councilman; Maria Antuña, Councilwoman; and Amanda Silvestri, Councilwoman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Village Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Hall, Village Clerk. Department Directors present: Ana Acevedo, Jenifer Brito, Nicole Coates, Kim Gibbons, Chuck Gill, Eric Juckett, Liz Nunez, Anjuli Panse, Jonathan Reinsvold, William Silliman, Tim Stillings and Bruce Wagner. Others present: PBSO Captain Nichole C. Addazio, PBSO Lieutenant Robert Humphrey and Palm Beach County Fire Rescue District Chief Amanda Vomero. 2. 2024 DIRECTIONS UPDATE Mr. Barnes welcomed everyone and stated Wellington is approaching 30 years since incorporation. He provided an overview regarding the Village. 3. PALM BEACH COUNTY PROPERTY APPRAISER Dorothy Jacks, CFA, AAS, Palm Beach County Property Appraiser introduced Dino Maniotis, CFE, Tax Roll Coordinator and Cecil Jackson, Chief Appraiser. She conducted a PowerPoint regarding parcel count, market and taxable values in Wellington. She provided a pamphlet regarding Agricultural Classification. She discussed Wellington ’s 2016-2024 Market and Taxable Values, tax roll and TRIM notices. Ms. Jacks stated there is a portal now between cities and the property appraiser to see the values in real time. She referenced the bills that have been brought up in the Legislature regarding agriculture classified properties exemption. She stated this would have a significant impact on Wellington. Ms. Jacks also discussed polling regarding elimination of property taxes and homestead exemption. There was discussion regarding the taxable value of the mall. ECONOMIC UPDATE Mr. John F. Grady III, Managing Director, Public Trust Advisors, mentioned tariffs. He discussed the Gross Domestic Product (GDP), Jobs (Growth, Unemployment Levels, Labor Force, Job Openings, and U.S. Quits). The next topics were Inflation - CPI (Consumer Price Index) -Weight of Categories, Sector Comparison, CPI Forecast for 2025, Housing Prices and Mortgage Rates, Florida Median Home Prices vs. Nationally, and Housing Affordability. He referenced Consumer Confidence and Sentiment, Consumer Debt (Outstanding Debt - Mortgage and Home Equity Lines and Credit Card/Auto/Student Loan Debt). He referenced the Federal Open Market Committee (FOMC) Dot Plot for March 2025. In addition, Mr. Grady spoke regarding Federal Funds Rate Expectations and the Historic Federal Funds Rate and Reserve Balance Sheet. He discussed the U.S. Treasury Yield Curve and a slide titled “Interest Rates Rebound from recent Lows”. He referenced the amount of negative interest rates bonds. Mr. Grady discussed the Operating Portfolio Strategy Update. He said the Village has an Operating Portfolio and Capital Projects Portfolio. He discussed the Capital Projects Strategy Update and the Sports Complex Portfolio Strategy Update. He showed a Village of Wellington Asset Allocation Chart and summarized the Village of Wellington Investment Program. There was brief discussion between Council, Ms. Quickel and Mr. Gray regarding cash flows, liquidity, where the cash is and safety of the money, quarterly review of the program, projects, corporate notes and bonds, diversification, market rate of return, compliance with Florida State Statutes, insurance, timing of cash flows and the investment policy. Mr. Gray thanked Council, Mr. Barnes and Ms. Quickel for their partnership. 5. LONG RANGE FINANCIAL PLAN Ms. Quickel stated Christine Wadleigh, Budget Director, had joined the workshop by Zoom and thanked her for her work in preparing the Long Range Financial Plan, which was started 2017/2018. She mentioned the Executive Summary, Financial Condition Assessment and Market Analysis, Revenue & Expenditure Forecast Reserve Analysis, Fund Balance Analysis, Capital Improvement Program and Financial Policies, Plans and Studies that staff considers when preparing the Long Range Financial Plan. She reviewed recommendations for the Plan. Mr. Barnes and Ms. Quickel answered their questions. She discussed the Forecast Assumptions and the 5-year Forecast of Revenues and Expenditures-General Fund. Ms. Quickel also discussed the 5-year Forecast of Revenues and Expenditures-ACME Fund and Utility Fund. Ms. Quickel reviewed the 5-year Projections-Solid Waste Collection Fund. Ms. Quickel discussed the Fund Balance Analysis. She spoke regarding Capital Projects and plans, ACME pump station improvement program. The Village Council asked various questions and gave comments regarding solid waste, PFAS Litigation, cell towers, preservation of green space, and grants. Ms. Quickel responded to their questions. Mayor Napoleone commended Ms. Quickel and provided brief comments. 6. PALM BEACH COUNTY OKEECHOBEE & AREA TRANSPORTATION MATTERS UPDATE Jonathan Reinsvold, Village Engineer, discussed the roadway classification map directly from the Comprehensive Plan and reviewed upcoming projects. The Village Council asked questions regarding the projects. Mr. Barnes and Mr. Reinsvold responded to the Village Council’s questions. There was discussion between Council, Mr. Barnes, Mr. Reinsvold and Mr. Stillings regarding the FlashVote survey. David Ricks, Palm Beach County Engineer, conducted a presentation regarding County Road projects. He introduced Motasem Al-Turk, Ph.D., P.E., Director of Traffic Operations. Mr. Ricks conducted a presentation about EPW team, completed projects and projects in progress. Mr. Al-Turk spoke regarding traffic. There was discussion regarding traffic at certain locations. He discussed the Current Thoroughfare Right of way Village of Wellington Page 3 Village Council Workshop Action Summary - Final April 4, 2025 Identification Map and the flashing yellow lights. There was further discussion between Council, Mr. Barnes, Mr. Ricks and Mr. Al-Turk about the traffic signals and lanes. Mr. Jonathan Reinsvold discussed traffic trends along Southern Boulevard, Big Blue Trace, Forest Hill Boulevard, State Road 7 (US-441) Mr. Barnes referenced the number of units in Wellington regarding development approvals since incorporation. Mr. Barnes talked about safety and security and make future decisions with intentionality. 7. COUNCIL DISCUSSION Councilwoman Silvestri asked about the mall. Mr. Stillings responded regarding the mall. Councilwoman Silvestri spoke about e-bikes and said it is an issue the Village needs to address. Mr. Barnes spoke regarding the issue. Captain Addazio stated PBSO is addressing this right now as it is a daily issue. Lt. Humphrey stated they had made arrests and issued citations/warnings. There was discussion that legislation is needed, the need for it to be reported. In addition, the Village is working with the Transportation Planning Agency and they are collating information in terms of education. In addition, Village staff is reviewing what other municipalities are doing across the state. Councilwoman Silvestri commended Public Works and mentioned invocations and holidays. Councilwoman Antuna stated it had been a year since she and Councilwoman Silvestri had been elected and it is her first Directions workshop. She talked about golf carts, code enforcement and the PBSO substation. Councilwoman Siskind stated this is her last Directions workshop and thanked the Village Department Directors, staff, PBSO and PBCFR. She stated rising costs and planning responsibly are the biggest concerns for the future. Vice Mayor McGovern stated this is the 11th time he has attended the Directions workshop and commended staff. Mayor Napoleone stated this is his 10th Directions/Visioning workshop. He reiterated that the Village staff is great and it makes Council's job easier. He also commented about communication, information, the role of Council and partnerships with PBSO and PBCFR. 8. ADJOURN There being no further business to discuss, the workshop adjourned at 3:38 pm.
