Council Chambers
I. PLEDGE OF ALLEGIANCE
Mayor O’Keefe called the meeting to order with the Pledge of Allegiance at 7:30 pm
II. ROLL CALL:

Others Present: Village Manager Pyles, Finance Director Shaw, Law Director Bond, Public
Works Superintendent Brasee, Electric Superintendent Bealer, Water/Wastewater Superintendent
Rosemark, Police Chief Rollins, Zoning Inspector Furcron, Police Sergeant Bryant, Police
Officer Davison and Clerk Gundert.
III. AMENDMENT TO AGENDA
• Motion by Hyde, 2nd by Wells to amend the agenda for tonight’s council meeting and add
Ordinance 2013-04 to the agenda under the Ordinances and Resolutions section. Roll call
vote was taken, motion passed with all voting “yes”.
IV. APPROVAL OF MINUTES -
• Approval of 01/22/13 Council Minutes –Motion by Maurer, 2nd Schneider to approve
minutes of the January 22, 2013 meeting as corrected. Roll call vote was taken, motion
carried with all voting “yes”.
V. APPROVAL OF EXPENSES
• Approval of expenses from 02/04/13.

Mr. Maurer questioned one of the expenses. Mr. Pyles and Superintendent Rosemark
answered his question. Motion was made by Wells, 2nd by Schneider to approve the
expenses. Roll call vote was taken, motion carried with all voting “yes”.
VI. COMMUNICATIONS FROM MAYOR, COUNCIL AND VILLAGE OFFICIALS:
• Police Chief Rollins – Chief Rollins reminded all residents to watch the weather and remove
all parked vehicles from Village roads when the snow exceeds 2 inches. The Village does
have a snow ban ordinance prohibiting parking in the streets when the snow exceeds 2 inches.
• Clerk Gundert – nothing to report.

• Finance Director Shaw - Ms. Shaw noted that her report was in tonight’s packet and asked
if there were any questions. There were 52 applicants for the finance associate position. Five
of them were received after the deadline. She will be interviewing 7 applicants this week.
She is hoping to have a recommendation at the next meeting. As of last Wednesday, the
village is online with RITA. Last Wednesday, on January 29th, a help session for people to
sign up for the exemption for RITA taxes was held. Ms. Shaw reported that many residents
signed up and she complimented Betty Rucker for all her help with this process. There will
be an additional help session to be held on February 26, 2013 from 9 am until Noon on the 3rd
floor of the town hall. The Finance Department is getting ready for the State 2 year audit that
will begin soon. Ms. Shaw is working with Vanya Hales on a training plan for the new
finance associate to keep things running smoothly during the training period. Also new
forms for RITA were created to use when individuals and businesses move into town to
create their tax accounts.
• Law Director Bond – nothing to report.
• Village Manager Pyles - Staff Reports - Staff reports were included in the council packet.
He stated that he or the superintendents would be happy to answer any questions. Mr. Pyles
reported that another Efficiency Smart Lighting Campaign is coming in the next 1-2 months.
Information on this program is available on the internet at www.efficiencysmart.org.
Residents are urged to look for coupons and flyers for what is available with this program.
VII. REPORTS OF COMMITTEE
• Finance/Audit Committee – Mr. Hyde reported that the minutes from the last meeting were
in tonight’s packet. The committee will next meet on Tuesday, February 19th before council
and after the utility committee.
• Fire Board – Mr. Hyde reported that the Fire Board will meet this Wednesday at 7 pm at the
Kelly Street Fire Station. The Annual Fire Board Dinner was held on January 26, 2013. Mr.
Hyde thanked everyone who attended.
• Planning Commission – Mr. Hyde reported the next planning commission meeting is
scheduled for February 27, 2013 at 8:30 am. It will be the organizational meeting.
• Police Committee – Mr. Maurer reported the committee met tonight before the council
meeting. Motion by Maurer, 2nd by Wells to hire part time police dispatcher Julie Baker to
start as soon as possible at a rate of $13.00 per hour pending background check. Roll call
vote was taken, motion passed with all voting “yes”. Motion by Wells, 2nd by Hyde to extend
the probationary period of part time office John Dunegan for an additional three months.
Roll call vote was taken, motion passed with all voting “yes”. The vehicles that will be
auctioned will be up for auction later this month.
• Ambulance Board – Mr. Maurer reported the Ambulance Board will meet February 12th at 7
pm.
• Main Street Wellington – Mr. Maurer reported he attended the Annual Main Street
Wellington meeting. Mike Sunderman was selected as Volunteer of the Year. The Broome
Family was also honored that evening for being volunteers.
Public Works Committee – Mr. Schneider reported that the committee met tonight before
the council meeting. The committee discussed the snack bar operation at the Recreation Park
and the Christmas Decorations. The committee also reviewed proposals regarding new
mowers and gators. Motion by Schneider, 2nd by Wells to request an ordinance be written to
purchase 2 new Scag Mowers from Wellington Implement Inc at a cost of $2,000.00 plus the
trade in of a 2011 STT72V-35BVAC mower and a 2010 Cub Cadet Commercial M72-KW
mower. Roll call vote was taken, motion passed with all voting “yes”. Motion by Schneider,
2nd by Dronsfield to request an ordinance be written to purchase two new utility vehicles from

Wellington Implement Inc at a cost of $2,398.00 and the trade in of the 2007 JD Gator with
1720 hours, 2005 Cub Cadet 4x2 with 1073 hours and the 2007 JD Gator with 696 hours.
Roll call vote was taken, motion passed with all voting “yes”. Motion by Hyde, 2nd by Wells
to accept the donation of a 4x2 utility vehicle from Wellington Implement Inc. Roll call vote
was taken, motion passed with all voting “yes”. Mr. Schneider reported the cost of the
mowers will come out of the recreation park fund and the cost of the utility vehicles will
come out of the capital fund.
Utility Committee – Mr. Hyde reported the utility committee will meet on February 19th at
6:00 pm.
Ordinance Committee – Mr. Wells reported that the Ordinance committee did not meet
tonight as there were no items on the agenda. The next meeting will be March 4th before the
council meeting.
VIII. ORDINANCE AND RESOLUTIONS

AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO SELL AT
INTERNET AUCTION A SERVICE TRUCK WHICH IS NO LONGER NEEDED FOR
PUBLIC PURPOSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE

• ORDINANCE 2013-04
A RESOLUTION REQUESTING AN ADVANCE PAYMENT ON THE CURRENT
COLLECTION OF TAXES DUE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE
DATE 1st Reading
Motion by Wells, 2nd by Maurer to suspend the rules and pass Ordinance 2013-04 as an
emergency. Roll call vote was taken, motion passed with all voting “yes”. Motion by Wells,
2nd by Schneider to pass Ordinance 2013-04 as written as an emergency. Roll call vote was
taken, motion passed with all voting “yes”.
IX. OLD BUSINESS
• February 18th Council meeting – Mayor O’Keefe reminded everyone that the next council
meeting is scheduled for Tuesday, February 19, 2013 at 7:30 pm.
X. NEW BUSINESS
• Chocolate Walk – Mr. Pyles announced that this Saturday, February 9th, Main Street
Wellington was holding their annual Chocolate Walk. There will also be Wine Tasting this
Saturday at Forts from 2 – 6 pm.
• Clerk of Council – Mr. Schneider announced that this would be Clerk Gundert’s last
meeting and thanked her for her service.
XI. Adjourn Motion by Wells, 2nd by Hyde to adjourn the meeting at 7:45 p.m.
