Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Sandy Denes, Mark Bughman, Helen Dronsfield, Gene Hartman, Keith Rowland and Guy Wells Council Chambers Monday October 3, 2016 8:09 p.m. 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Dronsfield to approve the minutes from the September 19, 2016 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Ms. Denes had questions regarding the bills, Mr. Brasee, Mayor Schneider and Mr. Rosemark answered her questions. Mr. Hartman asked for an address to be added to the residential and commercial permits from Mr. Horseman; Ms. Hales will look into it. Motion by Denes, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond § Chief Barfield – Chief Barfield reported that the Eagles will be having a Safety Services Ball on October 15th. § Finance Director Hales – Ms. Hales reported that her report is included in the packet and will be happy to answer any questions. Ms. Denes asked Ms. Hales for a break down for the re-appropriations prior to the next meeting; Ms. Hales said that she would have those for council. § Interim VM Rosemark – Mr. Rosemark reported that his report and those of his superintendents were included in the packet. Mr. Rosemark reported that they will begin flushing hydrants next week for approximately two weeks. He reminded residents to check for discoloration in their water before doing laundry. Mayor Schneider thanked Mr. Rosemark for stepping in and taking on the additional work load as the Interim Village Manager while performing his job as Superintendent of Water and Waste Water. He reported that Mr.  Rosemark was doing a great job and he appreciated all of his hard work. Mr. Bughman asked the status of the McCormick School property; Mr. Rosemark reported that the school needed to have the site surveyed, as the original deed had been misplaced. Mr. Bughman asked about the resurveying of the Kelly St. intersection; Mr. Rosemark reported that ODOT had a crew in, however he had not gotten a report back from them at this time. § Main Street Wellington – Director Arntz gave her report, including upcoming events. Mayor Schneider thanked Ms. Arntz for doing a great job. 6. REPORTS OF COMMITTEES § Finance – Ms. Denes reported that the committee will meet on October 17th. § Police – Mr. Wells reported that the committee met prior to the council meeting and discussed the need for a new Police Station. Motion by Wells, 2nd by Denes to appoint the Mayor and the Finance Director to the Peace Officers Dependent Fund. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to hire Shirley Grace Gansor as a part time dispatcher at $13.64 per hour, with a six month probationary period, to begin after passing the pre-employment testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Denes to correct George Daehr’s salary hiring resolution from last meeting to $15.90. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to accept the resignation of part time Electric employee, Michael Dowdell, effective September 30, 2016. Roll call vote was taken with all members voting “yes”. § Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed the town hall gym floor. Motion by Dronsfield, 2nd by Hartman to hire Ralph Wright to clean the gym floor once a month for $100.00 per month. Roll call vote was taken Denes – No, Bughman – Yes, Dronsfield – Yes, Hartman – Yes, Rowland – Yes, Wells – Yes. Ms. Dronsfield mentioned that the committee discussed the parking lot next to the old Birdseed Bldg. § Utility – Ms. Dronsfield reported that the committee will meet prior to council on October 17th. § Ordinance – Mr. Wells reported that the committee met prior to the council meeting and discussed the possibility of amending the noise ordinance and is waiting on specifics. He further reported that they deferred the topic of tree lawns and light ordinances to the next meeting. Mr. Wells mentioned that there were adjustments made to ordinance 2016 -37, which he will move to amend later in the meeting. § Mr. Rowland – Mr. Rowland reported that the Ambulance Bd. will meet on Tuesday Oct. 11th at 7 PM. Mr. Rowland asked Main Street Director Arntz how an individual interested in opening a business would proceed with locating a building or space to rent; Ms. Arntz explained that the individual should contact her and she would be happy to help. § Mr. Hartman – Mr. Hartman asked Mayor Schneider whether or not he will be appointing a committee for the McCormick green space; Mayor Schneider explained that he has held off on appointing a committee until the property has been transferred. Mr. Hartman mentioned that he will share the names of the individuals that he knows are interested, with Mayor Schneider. § Mr. Bughman – Mr. Bughman announced Candidates Night, Thursday October 6th at 7 PM in the Town Hall gym. § Mayor Schneider thanked the candidates who participated at the Coffee with the Mayor and mentioned that it was nicely attended. § Mr. Wells – Mr. Wells reported that there are important Charter amendments on the ballot and encouraged village residents to get out and vote for them. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2016-36 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO SELL CERTAIN PERSONAL PROPERTY NO LONGER NEEDED FOR PUBLIC USE 1ST Reading nd Motion by Wells, 2 by Denes to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Denes to approve as read. Roll call vote was taken with all members voting “yes”.  ORDINANCE NO. 2016-37 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH TTX TELETRONICS FOR COMPUTER EQUIPMENT AND RELATED SERVICES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1ST Reading Mr. Wells reported that the ordinance needed to be amended to include, Schedule B-2, into the blank. Motion by Denes, 2nd by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Denes, 2nd by Wells to approve as amended. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS · Trick or Treat – Mayor Schneider announced that Trick or Treat will be held on October 31st from 6 PM – 7:30 PM. 9. NEW BUSINESS · Tom Dunlap – Mr. Dunlap, Huron County Commissioner, running for the Ohio House of Representatives, 57th District, encouraged village residents to vote for him on November 8th. · Steve Marchand– Lincoln St. Chapel Pastor – Mr. Marchand explained that he was in attendance to discuss the Lincoln St. Chapel signs and came before council to seek clarification, and discuss the church’s options. Mr. Marchand gave a detailed report of the church’s sign installation process. Mr. Wells apologized to Mr. Marchand for the confusion, however, council passed the legislation, and they intend to stand behind the ordinance. Mr. Marchand asked what recourse the church has, such as a variance that could be applied for; Law Director Bond informed Mr. Marchand that the ordinance states, no signs, temporary or otherwise shall be placed upon public property including within sidewalks or other public right of way. He further stated that there is no variance to apply for, and the only way to make a change is to change the ordinance. Mr. Marchand thanked council for their time. 10.
