Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Helen Dronsfield, Mark Bughman, Sandy Denes, Gene Hartman, Keith Rowland and Guy Wells Council Chambers September 18, 2017 8:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Denes, 2nd by Hartman to approve the minutes from the September 5, 2017 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Denes, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Noting to Report § Chief Barfield – Chief Barfield thanked the Fire Dept. for their hard work on the Depot St. fire over the weekend. He thanked the public for quickly clearing Taylor St. in order for the Fire Dept. to shuttle water. He thanked the auxiliary, Bob Cat, Stacy Fortney, Tom Geyer, Brandy Guilliford, Jamie Smith, and the village departments. He mentioned that he was very impressed with the village employees and the many residents who helped during the fire. He reported that the fires were set intentionally and they were currently looking for arson suspects. He asked anyone with information to please call the Police Dept. Chief Barfield reported that his department had lost Rick Lanier last week and explained that he would be missed. He mentioned that the Safety Services Ball would be held on October 21st at the Wellington Eagles. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee reported that he and Ms. Hales had been working on the 2018 budget. He further reported that they will hold a budget work session sometime in the near  future. Mr. Rosemark thanked his operators at the Water and Wastewater Plants for the time they put in during the fire. He mentioned that Scott Bowman, had been working around the clock, and had clocked 45 hours this weekend. He further mentioned that Bryan Hamer was on the Fire Dept. and at the Water Plant, during the Depot St. fire. He reported that Greg Frenk was on hand at the storm water retention pond, at the underpass, and also thanked the Public Works Dept. as well. § Public Participation - None § Main Street Wellington – Director Arntz reported that Paint the Town Proud would be held on Wednesday the 27th – the 30th from 9 AM – 3 PM, and they would be scraping and painting the Wellington Auto Parts building. She mentioned that they were still looking for volunteers and anyone who was interested in helping should contact her at Main Street Wellington. She also noted that they are looking for 4 board members, and anyone interested should give her a call. § Chief Wetherbee – Chief Wetherbee was in attendance to give an update on the Depot St. fire. He thanked village employees, the Police Dept., and the Ambulance District for all of their help. He mentioned that there were 17 area Fire Departments and 7 area Fire Chiefs on hand to help combat the fire on Saturday night. He thanked the village of Wellington for working together, he also thanked the residents for the water and food, and for their support during the fire. Mayor Schneider thanked all of the Safety Service for all of their hard work over the weekend. Mr. Hartman added that the residents of the village are very lucky to have the exemplary safety service forces that they have in the community. 6. REPORTS OF COMMITTEES § Finance – Ms. Denes reported that the committee met prior to council and discussed the CMI updates to the finance software that would occur in 2018, they discussed the month end review and RITA updates. § Police – Mr. Wells reported that the committee would meet on October 2nd. § Public Works – Public Works will meet on October 2nd prior to council. § Utility – Mr. Hartman reported that the committee had met prior to council and discussed the rate study alternatives. He further reported that they are all diligently reviewing the numbers in order to make the best choice for the residents and also the village. He mentioned that they would be holding another rate study work session with Poggemeyer in the near future. Mr. Hartman mentioned that they had also discussed water quality and water usage over the weekend, in relation to the water break, the Depot St. fire, and the Engine Show at the Fairgrounds. Mr. Hartman thanked and congratulated Mr. Rosemark and his department for making sure there was adequate water supply for all this past weekend. Motion by Hartman, 2nd by Wells to accept the resignation of Kelsey Garabrandt, of the Police Dept., effective immediately. Roll call vote was taken with all members present voting “yes”. Council wished Ms. Garabrandt good luck in her new full time position with the N. Ridgeville PD. Motion by Hartman 2nd by Denes to increase Ryan Guiliford’s salary from $15.15 - $15.90 per hour, as he has completed his six month probationary period, effective retroactive to the end of his probation in June. Roll call vote was taken with all members present voting “yes”. § Ordinance – Ordinance Committee will meet on October 2nd, prior to council. § Personnel – Personnel Committee will meet on October 2nd prior to council, if there is business to discuss. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2017-36 A RESLUTION TO APPROVE THE OHIO DEPARTMENT OF TRANSPORTATION SPEED ZONE CHANGES FOR DESIGNATED SEGMENTS OF STATE ROUTE 58 SOUTH AND DECLARING AN EMERGENCY 1st Reading 8. OLD BUSINESS · Ms. Denes mentioned that she would like to see a Zoning Permit Report included in the packet. · Mr. Wells asked about a dumping incident which was mentioned in Ms. Lent’s report; Mr. Rosemark answered his question. 9. NEW BUSINESS · Mayor Schneider reminded residents that the Chamber of Commerce would be holding a Candidates Night Wednesday at 7PM in the Town Hall. He also reminded residents of his Coffee with the Mayor on Saturday at Bread-N-Brew, which would be a Candidates Coffee, and invited residents to join them. · Chief Wetherbee reported that the siren had been set off earlier in the day. He further reported that he contacted 911 and they believe that they have a glitch in the system. When they dispatch Avon Fire Dept., it sets the village’s siren off. He mentioned that they are working to get the problem corrected. 10. ADJOURN – Motion by Wells, 2nd by Denes to adjourn at 8:23 PM
