Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Helen Dronsfield, Mark Bughman, Sandy Denes, Gene Hartman, Keith Rowland and Guy Wells Council Chambers October 2, 2017 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Denes, 2nd by Hartman to approve the minutes from the September 18, 2017 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Denes, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond - Absent § Chief Barfield – Chief Barfield reported that the Safety Services Ball will be held on October 21st at the Wellington Eagels and invited residents to come out and support our Safety Services. § Finance Director Hales – Ms. Hales reported that her report was in the packet, and that she would have 3rd Quarter financials and updates on collections available at the next meeting. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of his Superintendents were in the packet. He reported that there would be a Rate Study work session following the Finance Committee meeting on Oct. 16th. Mr. Hartman thanked Mr. Dupee for his work on the AMP Board and congratulated him on his board seat, representing Wellington. Mayor Schneider offered condolences to Village Manager Dupee on the loss of his father, former Village Manager Robert Dupee. Mr. Wells and Ms. Denes concurred the Mayor’s condolences. § Public Participation - None § Main Street Wellington – Mayor Schneider reported that the Paint the Town Proud event went very well last week, and thanked all of the volunteers for their hard work. 6. REPORTS OF COMMITTEES § Finance – Ms. Denes reported that the committee would meet on October 16th prior to council. § Police – Mr. Wells reported that the committee had met prior to the Council Meeting. Motion by Wells, 2nd by Denes to accept the resignation of Police Officer John Dunnigan effective October 18, 2017, to hire Jerry Gray as a part time Dispatcher for the Police Dept. at $14.45 per hour, effective immediately, and to appoint Madison Schneider as an Auxiliary Police Officer, effective immediately. Roll call vote was taken with all members voting “yes”. He mentioned that they had also discussed vehicle replacements, and reminded residents about a siren test on Saturday, which would last approximately 2-3 minutes, weather permitting. Mr. Hartman added that they will be testing the system in order to test the range of the sirens. § Public Works – Ms. Dronsfield reported that the committee had met prior to the Council Meeting and discussed project updates, including the Football Field and the Soccer Pavilion at the Rec. Park, the N. Main St. waterline project, Adams St. project, and that they are still expecting asphalt street repairs to be completed this fall. She mentioned that the Public Works Dept. had begun the curbside leaf collection, and reminded resident to rake into the tree lawn, and not into the streets. She further mentioned that the Cemetery Board will be meeting and will discuss final plans to the Cremation Garden. § Utility – Mr. Hartman reported that the committee will meet on October 16th prior to council. § Ordinance – Mr. Rowland reported that the committee had met briefly prior to council and would meet again on November 6th. § Personnel – Mr. Bughman reported that the committee would meet on November 6th, if there was business to discuss. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2017-36 A RESLUTION TO APPROVE THE OHIO DEPARTMENT OF TRANSPORTATION SPEED ZONE CHANGES FOR DESIGNATED SEGMENTS OF STATE ROUTE 58 SOUTH AND DECLARING AN EMERGENCY 2nd Reading Motion by Denes, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Rowland to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2017 – 37 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR 1St Reading Motion by Denes, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Mayor Schneider offered condolences to the family of Delbert Mohrman, a longtime member of the Zoning Board of Appeals, and mentioned that he will be missed. Swearing in of Auxiliary Officers – Mayor Schneider swore in the new Auxiliary Police Officers, Madison Schneider and Matthew Conley. The new Auxiliary Police Officers were met with applause. Oct. 16th Meetings – Mayor Schneider announced that the Finance Committee would be meeting first, and Utility Committee after, in order to discuss the Water Rate Study. He encouraged residents to attend the meetings which will begin at 6 PM. 10. ADJOURN – Motion by Denes, 2nd by Wells to adjourn at 7:42 PM
