Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers July 16, 2018 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Hartman to approve the minutes from the July 2, 2018 Council Meeting. Roll call vote was taken with all member voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider – Mayor Schneider thanked State Farm for their Customer Appreciation Day event, where he worked the dunk booth, and $400.00 was raised and donated to Well Help. § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reminded residents to attend the National Night Out on Tuesday August 7th at 6:00 PM, in front of the Town Hall. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. Mr. Bogan congratulated Ms. Hales on her CEU certificates. § Village Manager Dupee – Mr. Dupee reported that the ODOT resurfacing project had begun and they would be milling and excavating through the week and would pave for three days next week, when the project would be completed. Mr. Bogan mentioned that he felt that the traffic was moving well through the construction. Ms. Dronsfield asked when US Screen would be breaking ground; Mr. Dupee reported that they would begin the first week in August. § Public Participation - None § Main Street Wellington – Ms. Arntz thanked the village for their help with all of the events which were held the first of July and mentioned that they were well attended. She reported that Christine Workin, would be the next bicentennial speaker on August 14th, and would be discussing Wellington architecture. Ms. Arntz announced that it is the 20th Anniversary for Main Street Wellington, and they were running a $20.00 membership drive, through the end of the year. She also announced that Leslie Simonson and Linda Hatton would be the bicentennial speakers on Oct. 9th, at the Lindley Center, where they would be holding another Victorian fashion show. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed Income Tax notes, reviewed month end financials, and mentioned that the income tax revenues are down approximately 2.7%. Mr. Hartman reminded residents that there would be a Public Meeting on July 25th at 7:30 PM in Council Chambers, and urged the community to attend. · Police – Mr. Wells reported that the committee discussed Police personnel matters at the Finance Committee meeting. Motion by Wells, 2nd by Rowland to accept the resignation of dispatcher Theresa Bates effective immediately. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Rowland to hire Ethan Chaperello as a part time patrolman, at $15.45 per hour, with a six month probationary period, effective immediately. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Rowland to hire Tonya Sibert as a part time dispatcher at $13.64 per hour, with a six month probationary period, effective immediately. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Rowland to appoint Jason Yankowski as an Auxiliary Officer, (unpaid) with a six month probationary period. Roll call vote was taken with all members voting “yes”. Mr. Wells mentioned that the committee would meet on August 6th prior to council. § Public Works – Ms. Dronsfield reported that the committee would meet prior to council on August 6th. § Utility – Mr. Bughman reported that the committee met prior to council and discussed miscellaneous updates and the cost of service study. § Ordinance – Mr. Wells reported that the committee would meet prior to council on August 6th. § Personnel – Mr. Rowland mentioned that the committee would meet at some point in the future. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2018-27 A RESOLUTION ADOPTING 2019 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading Motion by Hartman, 2 by Bogan to approve the third reading. Roll call vote was taken with all members voting “aye”. nd ORDINANCE NO. 2018-29 AN ORDINANCE ENACTING A NEW SECTION 103.02 OF THE CODIFIED ORDINANCE, ADOPTING AN OFFICIAL SEAL FOR THE VILLAGE OF WELLINGTON 2nd Reading Motion by Wells, 2 by Bughman to move the second reading. Roll call vote was taken with all members voting “yes”. nd 8. OLD BUSINESS – None 9. NEW BUSINESS · Coffee with the Mayor – Mayor Schneider announced that the next Coffee with the Mayor would take place on July 28th at Bread-N-Brew and invited residents to come out and join him. · Mercy Health – Mayor Schneider announced that the new Mercy Health Clinic would open on August 6th. · Bicentennial Baseball Game – Mayor Schneider announced that the games would take place on Sunday, July 29th. The women’s game will begin at Noon at the Rec. Park on Larry DeVoe Memorial Field, and the men’s game will begin at 2:00 PM. He invited the community to attend the free event. He mentioned that they would be playing by the 1800’s rules, and there would be no mitts or equipment worn. · Football Field Lighting – Mr. Bughman reported that the lighting project was underway at the Athletic Field. · Ava Rowland Performance – Mr. Rowland reported that his daughter Ava Rowland would be performing at the Gazebo on Sunday at 7:00 PM, and invited residents to attend. · Movie in the Park – Mayor Schneider announced that they would be holding another free movie in the park in September, and they would send flyers home with the school children, when the dates became available. 10.
