Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers August 6, 2018 7:45 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Hartman, 2nd by Rowland to approve the minutes from the July 16, 2018 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to Report § Chief Barfield – Chief Barfield reminded residents to come out for National Night Out, tomorrow night. He reported that the department had been asked to participate in the Lip Sink Challenge, and mentioned that they will be filming some of the video tomorrow night during the event. Mayor Schneider mentioned a blue night on village homes, in an effort to show support of law enforcement; Chief Barfield asked residents to install a blue light in their porch lights, tomorrow night, in an effort to turn the town blue. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee explained that his report and those of the department heads were in the packet; he had nothing to add, and offered to answer any questions. § Public Participation – Ayer Ratliff, school board member, Wellington’s school board JVS representative, and a resident at 340 Fieldstone Ct. was in attendance and reported his opinion of the JVS .75 mills permanent improvement levy, which will be on the November ballot. § Main Street Wellington – No Report 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed the month end report, RITA totals, and the implementation of updated utility software. He mentioned  that the US Screen Abatement legislation on tonight’s agenda, needed to be passed as an emergency. Mr. Hartman announced the dates of the Income Tax Informational meetings: August 29th at 7:00 PM, September 26th at 7:00 PM, October 10th and 29th at 7:00 PM, all to be held in Council Chambers. § Police – Mr. Wells reported that the Quiet Zone was mentioned in Mr. Dupee’s report, stating that he will be hiring another consultant to prepare drawings for submission to the railroad. Mr. Wells urged council to support the action as ODOT will be paving SR 18 next year, and mentioned that he hoped the village would have the quiet zone installed before the paving project begins. Mr. Wells reported that the Police Committee met prior to the council meeting. Motion by Wells, 2nd by Bogan to appoint Steven Zacharias, and Garrett Longacre as Special Officers, without pay, effective immediately. Roll call vote was taken with all members voting “yes”. § Public Works – Ms. Dronsfield mentioned that the committee met prior to the council meeting and discussed project updates, including Grand Ave. repairs, and Rec. Park improvements. She reported that the department was in the process of crack sealing and reminded residents to not drive through the crack sealing material. Motion by Dronsfield, 2nd by Bughman to transfer Joe Neuwirth from seasonal employee to part time employee, at $12.00 per hour. Roll call vote was taken with all members voting “yes”. Ms. Dronsfield thanked Bob Brasee, Scott Markel, Kurt Linden, and Joe Neuwirth for their help setting the columbarium at the cemetery. § Utility – Mr. Bughman reported that the committee met prior to council. Motion by Bughman, 2nd by Bogan to hire Ralph Wright as a seasonal employee, at $10.00 per hour, effective August 27th. Roll call vote was taken with all members voting “yes”. He mentioned that they had an update on the ground storage tank project and the completion of the filter screen repair at the Waste Water Plant. § Ordinance – Mr. Wells reported that the committee met prior to the council meeting. Motion by Wells, 2nd by Bogan to amend the council agenda to include ordinance no. 2018-32, related to food truck regulations. Roll call vote was taken with all members voting “yes”. He mentioned that they discussed rules for regulating small cell phone transmitters. He further mentioned that they had a brief discussion concerning untagged vehicles, no action was taken. § Personnel – Mr. Rowland mentioned that the committee will meet prior to the first council meeting in September to discuss succession planning. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018-29 AN ORDINANCE ENACTING A NEW SECTION 103.02 OF THE CODIFIED ORDINANCE, ADOPTING AN OFFICIAL SEAL FOR THE VILLAGE OF WELLINGTON 3rd Reading Mr. Hartman thanked Al Leiby for his work on the village seal, and the Tegtmeyer family for allowing the village to use the artwork of Mr. Tegtmeyer in the seal. Motion by Hartman, 2nd by Wells to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2018-31 AN ORDINANCE AUTHORIZING AND DIRECTING THE HOUSING OFFICER OF THE VILLAGE OF WELLINGTON, OHIO, TO APPROVE THE COMMUNITY REINVESTMENT AREA APPLICATION FOR DICKASON ENTERPRISES, LLC/US SCREEN COMPANY AND DECLARING THIS ACT AN EMERGENCY 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by nd Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2018-32 AN ORDINANCE ENACTING A NEW CHAPTER 767 OF THE CODIFIED ORDINANCE OF THE VILLAGE OF WELLINGTON FOR THE REGULATION OF MOBILE FOOD VENDORS 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS · Meeting Changes – Mayor Schneider announced that there would be no meeting the third week of August due to the Lorain County Fair. He mentioned that the first meeting in September would fall on Labor Day. Motion by Wells, 2nd by Bogan to move the first Council Meeting in September to Tuesday September 4th. Roll call vote was taken with all members voting “yes”. · Coffee with the Mayor – Mayor Schneider announced that the next Coffee with the Mayor would be August 25th from 9 AM – 11 AM at Bread-N-Brew.  · Movie Night – Mayor Schneider announced that the next Community Movie Night would be September 15th at Union School Park, the movie will be, Avengers Infinity War, and will begin at dusk. · Swearing In – Mayor Schneider swore in Steven Zacharias and Garrett Longacre as Special Officers, Ethan Chaperello as Police Officer, and Jason Yankowski as Auxiliary Officer.
