Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers September 4, 2018 8:07 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Absent Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Hales, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Enterprise Reporter Delozier, Madison Schneider 3. Moment of Silence – Mayor Schneider asked for a moment of silence for Morris Furcron, former Chief of Police, Zoning Inspector, and lifelong civic minded resident of the village, who passed away on August 13, 2018. 4. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Bughman to approve the minutes from the August 6, 2018 meeting. Roll call vote was taken with all members present voting “yes”. 5. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. Roll call vote was taken with all members present voting “yes”. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider – Mayor Schneider reported that he had completed the AMP Public Power certification series, and mentioned that it was an informational class, and encouraged council members to participate. § Law Director Bond – Nothing to Report § Chief Barfield – Nothing to Report. Mayor Schneider thanked the Police Dept., the Fire Dept., and the Ambulance District for their participation in the Lip Sync Challenge. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department superintendents were included in the packet and offered to answer any questions. § Public Participation - None § Main Street Wellington – MSW Director Arntz gave her report which included an Open House/B2B  Mixer at Whitney Health Care on Sept. 20th from 5 PM -7 PM. She mentioned that new business’s would be opening, Simply Yoga, in the Cheese Building, and Sweet Life Bakery & Pizza, at the old Wellington Bakery location. Ms. Arntz announced a brand new festival, Fall in Love with Wellington which will take place on September 29th and 30th. She mentioned that the Home Tour would be held in October, and Main Street Wellington had coloring books available for purchase at $5.00 each. Mayor Schneider reported that the Village would be sponsoring the Scarecrow Challenge at the Fall in Love with Wellington Festival. Motion by Bogan, 2nd by Hartman to sponsor the Scarecrow Challenge. Roll call vote was taken with all members present voting “yes”. Mayor Schneider announced that the men’s and women’s historical baseball teams would be back in town to play ball next year, during the Fall in Love with Wellington event. 7. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed RITA collections, which are down 4% from last year. He mentioned that they discussed a fact sheet for Issue 34, the proposed municipal income tax increase, and reminded residents to attend the Issue 34 informational meetings scheduled for September 18th, October 10th, and October 30th at 7 PM in the Council Chambers. § Police – Mr. Hartman reported that the committee met prior to the council meeting and discussed training needs and funding for those classes. Motion by Hartman, 2nd by Bogan to remove part time patrolman John Ball from probation and increase his wage from $17.75 per hour to $18.87 per hour effective the next full pay. Roll call vote was taken with all members present voting “yes”. § Public Works – Ms. Dronsfield reported that the committee met prior to the council meeting and discussed project updates. She mentioned that the Summer Employees were all finished for the year, and reminded Mr. Brasee to add newly purchased tools to inventory lists for the coming year. Ms. Dronsfield reported that the niches for the columbarium at the cemetery would be available for purchase in the next couple of months. § Utility – Mr. Bughman reported that the committee will meet prior to council on September 17th. § Ordinance – Mr. Bogan reported that the committee met prior to council and briefly discussed a parking matter which will be discussed at the next ordinance committee meeting. § Personnel – Mr. Rowland reported that the committee met prior to council and discussed succession planning, and heard an update from Mr. Dupee concerning the wage survey from Clemans Nelson. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018-32 AN ORDINANCE ENACTING A NEW CHAPTER 767 OF THE CODIFIED ORDINANCE OF THE VILLAGE OF WELLINGTON FOR THE REGULATION OF MOBILE FOOD VENDORS 2nd Reading nd Motion by Hartman, 2 by Bogan to move the second reading. Roll call vote was taken with all members present voting “yes”. 9. OLD BUSINESS - None 10. NEW BUSINESS · Friday Night Football - Mayor Schneider announced that the football home opener is on Friday night at the Athletic Field and asked residents to come out and support the Dukes. · Shred Day – Mayor Schneider announced that Shred Day is scheduled for Sept. 15th for residents, and would be held at the High School from 9 AM – Noon. · Community Movie Night – Mayor Schneider announced that they would be showing the Avengers: Infinity War, at Union School Park, free of charge, on September 15th, to begin at dusk. · Waste Water Employees – Mr. Hartman thanked Greg Frenk, Steve Norton, and Andy Broadwolf for the very difficult task of repairing the slide gates at the Waste Water Plant, with little down time. Mr. Bogan thanked the village employees for the facility tour. · Athletic Field Flag Pole – Mr. Bughman thanked Kyle Keiffer from the Public Works Dept. for removing the old flag pole at the Athletic Field. He reported that a new aluminum pole would be set and ready for Friday’s football game. 11. ADJOURN – Motion by Bogan, 2nd by Bughman to adjourn at 8:30 PM
