Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers October 1, 2018 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Bughman to approve the minutes from the September 17, 2018 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Bughman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to Report § Chief Barfield – Chief Barfield announced that the Safety Services Ball would take place on October 20th at the Wellington Eagles, with the Dueling Pianos as entertainment for the evening. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of his Superintendents were included in the packet, and offered to answer any questions. Mr. Hartman thanked Mr. Dupee for the work he put into the Water and Wastewater recommendations memo, which was included in the packet. § Public Participation – None § Main Street Wellington – Ms. Arntz reported on the first ‘Fall in Love with Wellington’ event, and mentioned they had over 200 volunteer hours in the event. She further reported that they had a new award, the ‘Morris Furcron Outstanding Wellington Citizenship Award’ which was given to Mr. and Mrs. Broome. Ms. Arntz mentioned two new businesses had opened, Simply Yoga and Painted Porch Primitives. She mentioned the Salvation Army Kettle Concert, a free event, featuring local musicians would be coming soon. She further mentioned that the bicentennial historical speaker would be the 1800’s fashion show at the Lindley Center. Mayor Schneider commented on the I Spy contest featuring different architectural land marks throughout the village, and reported that he and his wife enjoyed the challenge. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee would meet on October 15th prior to council. He reminded residents that they would be holding Issue 34 informational meetings on October 10th and  30th in the Council Chambers at 7:00 PM, and encouraged residents to attend. Mr. Hartman read a letter from Chief Barfield, Fire Chief Wetherbee and SLCAD Director Gentry, concerning the Safety Services Ball to be held on October 20th at the Wellington Eagles and recommended residents attend, as it would be an enjoyable evening. § Police – Mr. Wells reported that the committee met prior to council and discussed the need to update the Taser’s, administrative arrangements and lack of working space at the Police Station. Mr. Wells mentioned supporting Issue 34. § Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed summer projects coming to an end, and additional parking at the old Birdseed factory on N. Main St. § Utility – Mr. Bughman reported that the committee met prior to council and discussed personnel at the Water and Wastewater Plants. Motion by Bughman, 2nd by Hartman to promote Bryan Hamer to Chief Water Operator at $25.75 per hour, effective October 2, 2018. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to make Mark Rosemark water plant operator at $36.00 per hour, which is a fixed rate, effective October 2, 2018. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to promote Greg Frenk to Water and Wastewater Superintendent, at $70,000 per year, with a 6 month probationary period, and a 5% increase after successfully completing the probationary period, effective October 2, 2018. Roll call vote was taken with all members present voting “yes”. § Ordinance – Mr. Wells reported that the committee met prior to council and discussed off street parking time limits, and possible parking passes, for 58 apartments in downtown. He mentioned that they would be discussing legislation for small cell towers in public rights of way, at the next meeting. § Personnel – Mr. Rowland mentioned the next meeting is to be determined. 7. ORDINANCES AND RESOLUTIONS - None 8. OLD BUSINESS - None 9. NEW BUSINESS · First Council Meeting in November – Motion by Hartman, 2nd by Rowland to move the first council meeting in November to Wednesday November 7th. Roll call vote was taken with all members present voting “yes”. · Issue 34 – Mayor Schneider announced that Issue 34 signs would be available at Special Effects next week, and in kind contribution checks could be made out to Special Effects, and dropped off at the Finance Office. He mentioned that 125 signs were to be produced, at a cost of $521.00. · Cub Cadet Photo Shoot – Mayor Schneider announced that Cub Cadet would be shooting footage in different locations throughout the village for an upcoming advertisement. Motion by Wells, 2nd by Hartman to accept the $1,000 gift from Cub Cadet. Roll call vote was taken with all members present voting “yes”. · Dukes Football - Wellington Dukes, head football coach, Rob Howells spoke to Council in regards to the High School football program. Coach Howells mentioned that the team has been attending and supporting other sporting events, including attending the band competition in Avon Lake. He further mentioned that they had a young team this year and urged residents to come out and support the football team. Ms. Dronsfield mentioned that she had heard great things about the support the football team has given to the other teams, including attending the band competition in Avon Lake. 10. ADJOURN – Motion by Bughman, 2nd by Rowland to adjourn at 8:23 PM
