Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers October 15, 2018 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Hartman to approve the minutes from the October 1, 2018 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield mentioned the Safety Services Ball at the Wellington Eagles on Saturday October 20th, and urged the public to attend. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of his superintendents were included in the packet and offered to answer any questions. Mr. Hartman had a question regarding the street pavement inventory; Mr. Dupee answered his questions. § Public Participation – Jeff Worcester explained that his family had purchased the old Chinese Restaurant building, and inquired about the discussion concerning parking passes; Mayor Schneider advised Mr. Worcester to attend the next Ordinance Committee meeting on November 7th, as there would be more conversation regarding the parking situation. § Main Street Wellington – Ms. Arntz reported that the Historic Home Tour went well, with approximately 560 people touring village homes. She thanked the homeowners for their hospitality, and the committee for all of their help. She reported that Small Business Saturday would be held on November 24th, and asked residents to shop local. Mayor Schneider thanked Ms. Arntz for attending the freshman meetings at the High School with him, last Wednesday. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed RITA updates, September month end financials, and a resolution accepting county tax rates. He  mentioned that the SCLAD minutes and the Fire District minutes were included in the packet. He further mentioned that the fire district swore in 7 new fire fighters at the last meeting. § Police – Mr. Wells mentioned that the committee will meet prior to council on November 7th. § Public Works – Ms. Dronsfield reported that the committee will meet prior to council on November 7th. § Utility – Mr. Bughman reported that the committee met prior to council and discussed the Electric Dept. planted 39 trees, an AMP award for system improvements at the Erie St. substation, and transmission/capacity, generator use savings of $102,000. He further reported that they discussed a repair made to the automated filter screen system at the Wastewater Plant, and improvements made to the south reservoir bank. § Ordinance – Mr. Wells mentioned that the committee will meet prior to council on November 7th. Mr. Wells congratulated Mr. Frenk for his first meeting as Water/WW Superintendent. He also thanked Mr. Larry Querin for purchasing the Issue 34 signs. § Personnel – Mr. Rowland mentioned that the next meeting is to be determined. 7. ORDINANCES AND RESOLUTIONS RESOLUTION No. 2018-33 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR 1st Reading Motion by Wells, 2nd by Hartman to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2018-34 AN ORDINANCE AMENDING SECTION 351.18 OF THE CODIFIED ORDINANCES FOR THE VILLAGE OF WELLINGTON RELATIVE TO DOWNTOWN PARKING 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS · Coffee with the Mayor – Mayor Schneider invited residents to attend the October 27th meeting at Bread-N-Brew. · Council Meeting – Mayor Schneider reminded residents that the council meeting had been moved to Wednesday November 7th, with committee meetings beginning at 6:00 PM. · Issue 34 Meeting – Mayor Schneider reminded residents of the Issue 34 meeting on October 30th in Council Chambers at 7 PM. He urged residents to vote on November 6th, and mentioned that he had Issue 34 signs available to anyone who would like one. Mr. Hartman also encouraged residents to attend the October 30th meeting, and Ms. Dronsfield reminded Senior Citizens that their income would not be affected by the passage of Issue 34. Mayor Schneider added that they would be affected by the benefits to the village if Issue 34 does pass, and encouraged them to vote. · Football Game – Mr. Bughman mentioned that the last home football game is Friday night and encouraged residents to attend. · Trick or Treat – Mayor Schneider announced that Trick or Treat would be October 31st from 6:00 PM – 7:30 PM. 10. ADJOURN – Motion by Wells, 2nd by Dronsfield to adjourn at 7:56 PM
