Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers May 20, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Finance Director Hales, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz & Daisy, Madison Schneider, Fred and Denise Swanson, Josh Poling, Brandon Aviles, Officer Ken Provoznik 3. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the May 6, 2019 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider – Mayor Schneider announced that Gene, Helen, and he awarded the two $500 Founders to Futures scholarships sponsored by all of Council, Village Manager Dupee, Finance Director Hales, Chief Barfield, Dave Bealer, Greg Frenk, Bob Brasee, and himself. The students awarded the scholarships were, Troy Cole and Cory Feron. § Law Director Bond – Nothing to report § Chief Barfield – Nothing to report § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she offered to answer questions. § Village Manager Dupee - Absent § Public Participation - None § Main Street Wellington – MSW Director Arntz thanked Wellington High School students who assisted with the community service day, and community members for their help on Pride Day. She mentioned that they will be planting flower planters tomorrow, in time for Memorial Day, a B2B mixer at the Fire Department, and Village Wide Yard Sales on June 15th & 16th. Ms. Arntz gave her THRIVE healthy minute report. She reminded residents to vote in the America’s Main Street contest. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed the financial reports, and RITA numbers, which are still trending upward. He mentioned that the committee will meet again on June 17th. § Police – Mr. Wells reported that the committee will meet on June 3rd prior to council. Motion by Wells, 2nd by Bogan to hire Denise Swanson as part-time Administrative Assistant/Dispatcher for the Police Department at $15.53 per hour, with a six month probationary period, effective immediately. Roll call vote was taken with all members voting “yes”. He mentioned a planned electrical outage downtown tomorrow (from midnight to 6 AM Wednesday) for a 3 Phase electric changeover for several businesses downtown. He mentioned the Moving Wall Memorial meeting at the VFW on Thursday at 6 PM. Mayor Schneider introduced Denise Swanson to council. § Public Works – Ms. Dronsfield reported that the committee will meet on June 3rd prior to council. § Utility – Mr. Rowland reported that the committee met prior to council and discussed a water main break repair and the village wide power outage. He mentioned that the committee had a lengthy discussion concerning how to communicate utility outages to the public, and what customers should do during a utility outages. Motion by Rowland, 2nd by Wells to hire Mason Wright, and Lacy Martin as seasonal summer employees in the Public Works Dept., at $10.00 per hour, effective immediately. Roll call vote was taken with all members voting “yes”. § Ordinance – Mr. Bughman mentioned that the committee will meet on June 3rd prior to council. § Personnel – Nothing to report 7. ORDINANCES AND RESOLUTIONS - None 8. OLD BUSINESS - None 9. NEW BUSINESS Summer Employees – Motion by Dronsfield, 2nd by Wells for all seasonal summer employees be paid $10.00 per hour, retroactive to the beginning of the 2019 season. Roll call vote was taken with all members voting “yes”. High School Girls Softball Team – Ms. Dronsfield congratulated the Wellington High School Girls Softball team for winning the district softball championship! She mentioned that the girls will play on Wednesday in Massillon at 2 PM, and encouraged residents to come cheer on the Lady Dukes! Coffee with the Mayor – Mayor Schneider invited residents to attend the Coffee with the Mayor at Bread-N-Brew on Saturday from 9 AM – 11 AM. Swearing In – Mayor Schneider swore in Special Officer Brandon Aviles. Special Officer Aviles was met with applause. Medal of Valor - Officer Ken Provoznik was awarded the Medal of Valor for saving the life of a Wellington juvenile on March 16, 2019. Chief Barfield reported that the distraught juvenile was sitting on the rail road tracks at the Barker St. crossing, and Officer Provoznik removed the juvenile from the tracks, as the train was approaching and blowing its whistle. Chief Barfield presented Officer Provoznik a ribbon to wear on his class A uniform. Officer Provosnik was met with applause. Eagles Gun Raffle – Mr. Bughman reported that the Eagles had a successful gun raffle over the weekend and further mentioned that the Eagles donate too many causes. 10.
