Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers June 3, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the May 20, 2019 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield thanked all of the village departments for their assistance with the train derailment. Mayor and Council thanked all of the village departments, including the Fire Department, SLCAD, and thanked the local business’s that donated food and water to the crews working on the derailment cleanup. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet. Mr. Dupee reported that the SR 18 re-surfacing project from Medina County to Huron County would begin next Monday. He mentioned that the village’s resurfacing project would begin the week of June 17th and would include Courtland St., Jones St. and Wenner St., Barker St. RxR crossing, the Prospect St. RxR crossing, and the Taylor St. parking lot. Mayor Schneider added, that during the paving project, there will be times when there will be no parking on the street, and asked residents to be cautious through the construction zones. § Public Participation – Mayor Schneider introduced the Wellington Lady Dukes Softball team to the audience. Mayor Schneider read a resolution recognizing the district champions. The team  and coaches were met with applause. § Main Street Wellington – MSW Director Arntz announced that Main Street Wellington won $25,000 in the America’s Main Street contest. She thanked the community for diligently voting, and supporting them. She reported that there will be an award ceremony on July 3rd at the Patriots Band concert/Ice Cream Social celebration. Mayor Schneider congratulated Ms. Arntz and thanked her for all of her hard work. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman mentioned that the committee will meet on June 17th prior to council. § Police – Mr. Wells reported that the committee met prior to council and discussed cameras, and tire chalking alternatives. Mr. Wells invited residents to attend the next Moving Wall memorial meeting with the VFW on Thursday June 13th at 5:00 PM at the Union School Park. § Public Works – Ms. Dronsfield reported that the committee met prior to the council meeting and discussed updates including a sidewalk inventory, Rec. Park is in full swing and the splash pad is open. She mentioned the waterline completion, Public Works involvement, assisting with the train derailment and reminded residents to mow their grass. Mr. Wells reported that he was impressed with the condition of the cemetery for Memorial Day, and asked Ms. Dronsfield to pass on thanks, for the good work. § Utility – Mr. Rowland mentioned that the committee will meet on June 17th prior to council. § Ordinance – Mr. Bughman reported that the committee met prior to council and discussed the draft public nuisance ordinance, and the committee recommended that council add it to the agenda for a first reading tonight. § Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-18 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONSTRUCTION AGREEMENT WITH CSX TRANSPORTATION, INC. FOR THE INSTALLATION OF “QUIET ZONE” WARNING DEVICE UPGRADES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Mr. Wells had questions regarding insurance requirements; Mr. Dupee answered his questions. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2019-19 AN ORDINANCE AMENDING SECTION 521.14 OF THE CODIFIED ORDINANCES, RELATIVE TO BOAT STORAGE 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Derailment Update Report – Fire Chief Wetherbee was in attendance to give council an update on the train derailment. Chief Wetherbee answered many questions from council concerning the derailment. Mayor and council thanked the Fire Chief and staff, Police Chief and staff, SLCAD Director Gentry and staff, and all village department employees for their assistance with the derailment emergency. Groundbreaking – Mr. Bughman reported that there was a ground breaking ceremony held today for the new track construction at the athletic field. 10.
