Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers June 17, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Absent Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Hales, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Superintendent Ed Weber, Bill Berger, Madison Schneider, Nick Martinelli 3. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Bughman to approve the minutes from the June 3, 2019 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reminded residents to always walk bicycles through downtown as there are pedestrians coming in and out of business’s downtown. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet, and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet. He further reported that grinding had begun on Jones St. today, and the paving company would be in town through the week. Mr. Dupee answered questions from council. § Public Participation - None § Main Street Wellington – MSW Director Arntz made announcements including Flip this Town would be in town July 2nd and 3rd, and reminded residents of the Ice Cream Social and Patriots Band at the Town Hall on July 3rd, where there would also be an award ceremony from Independent We Stand for winning the America’s Main Street contest. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed revenue and expenses, and the 2020 preliminary tax budget.  § Police – Mr. Wells reported that the committee will meet July 1st. He mentioned that during the Finance Committee meeting they had a discussion concerning GLWB, and the possibility of charging late fees to GLWB for tardy franchise fee payments. He further mentioned that the committee recommended an Auxiliary Officer appointment: Motion by Wells, 2nd by Rowland to appoint Nick Martinelli as Auxiliary Officer, effective immediately. Roll call vote was taken with all members present voting “yes”. Mr. Wells mentioned that council had nominated Ms. Hales for the RITA Council of Government Board delegate, and he felt that RITA was not processing the village’s recommendations. § Public Works – Mr. Rowland announced that the committee will meet on July 1st prior to council. § Utility – Mr. Rowland reported that the committee met prior to the council meeting and discussed electric pole replacement, and power outages over the weekend were due to squirrels and a raccoon. He mentioned that the village held a contingency drill with the emergency response water connection trailer and it was attended by RLCWA, village employees, and the City of Oberlin employees. § Ordinance – Mr. Bughman reported that the committee will meet on July 1st prior to council. § Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-19 AN ORDINANCE AMENDING SECTION 521.14 OF THE CODIFIED ORDINANCES, RELATIVE TO BOAT STORAGE 2nd Reading nd nd Motion by Hartman, 2 by Bogan to move the 2 reading. Roll call vote was taken with all members present voting “yes”. RESOLUTION NO. 2019-20 A RESOLUTION ADOPTING THE 2020 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Wellington Exempted Village Schools – Superintendent Ed Weber was in attendance to update council on the strategic plan of the school district. Mr. Weber discussed future goals, operating values, and career and college options for High School students, Westwood literacy goals, Middle School gifted programs and a STEM collaborative. Mr. Weber answered questions from council. Swearing In – Mayor Schneider swore in Auxiliary Officer, Nick Martinelli. Mr. Martinelli was met with applause. 10.
