Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers September 3, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. Shelton, Roger Hyde, Rich Mecklenburg, Stephanie Fusco, Kennadi Fusco, Jeff Mecklenburg and Argos 3. APPROVAL OF MINUTES – Mr. Wells asked Chief Barfield to clarify Officer Mecklenburg’s dog’s name; Chief Barfield responded Argos. Mr. Wells asked that the minutes be revised to reflect Argos, in place of Arlos, on page two under Reports of Committees, Police. Motion by Wells, 2 nd by Hartman to approve the minutes from the August 5, 2019 meeting with Mr. Well’s revisions. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS –Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to Report  Chief Barfield – Chief Barfield invited the public and council to the Safety Services Reverse Raffle on October 12th at the Eagles.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet and offered to answer any questions. Ms. Dronsfield mentioned that she had questions concerning the financial reports and Mrs. Pfeiffer answered her questions prior to the meeting. Mr. Hartman had questions regarding her report; Mrs. Pfeiffer answered his questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet and offered to answer any questions. He further mentioned that a copy of the 2020 budget itinerary was also included in the packet and the budget would  be discussed at the 2nd meeting in November. Mr. Hartman had questions in regard to the generator failure which was mentioned in Mr. Dupee’s report; Mr. Dupee answered his questions. Mr. Bogan asked about a personnel committee meeting to discuss pay scales and a tiered pay system; Mr. Dupee replied yes, they would meet on September 16th at 5:00 PM.  Public Participation - None  Main Street Wellington – Ms. Arntz reported that mini grants had been awarded for façade renovations to 21 entities. She mentioned that the Cheese building façade is nearly complete, Dog Tracks awning had been replaced, and $2,000 of Christmas lighting or banners would be purchased for the village. She reported that the Fall in Love with Wellington event would take place the last weekend in September, with Ava Rowland singing on Sept. 29 th, and a list of contests happening during the event. She gave her THRIVE healthy minute report. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman mentioned that the committee will meet prior to council on Sept. 16 th.  Police – Mr. Wells reported that the committee met prior to council and thanked Chief Barfield and the department for a successful fair week. Ms. Dronsfield reported that the committee discussed the portable speed limit signage, that the unit was working well, and thanked Sgt. Poling for finding the portable sign. Mr. Wells added that the signage would not be turning into camera monitored speeding tickets.  Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed miscellaneous updates including the sidewalk on Magyar St., curbing installation, sign installation, and sewer help at the Fairgrounds. She mentioned that ODOT was installing new signage on SR 58. She further mentioned the parking lot striping at the Rec. Park, field lining and mowing, and thanked Jason Gundert for doing a good job at the park.  Utility – Mr. Rowland mentioned that the committee will meet on Sept. 16 th prior to council. He reported that the CIC committee met and approved the property transfer on Barker St. and Shiloh Ave.  Ordinance – Mr. Bughman reported that the committee met prior to council and discussed changing four parking spaces in the business district, to compact car parking, due to restricted line of sight. He mentioned that the committee discussed a parcel of property that the village sold to the school district, in 2003, and that the committee recommended that the village purchase the property back from the school district. Motion by Bughman, 2nd by Wells to execute the memorandum of option with the Wellington School District for PP# 18-00-029-000- 055. Roll call vote was taken with all members voting “yes”.  Personnel – Mr. Bogan reported that the committee will meet on September 16 th prior to council to discuss a tiered pay system. 7. ORDINANCES AND RESOLUTIONS - None 8. OLD BUSINESS - None 9. NEW BUSINESS  Football Games – Mr. Bughman urged residents to support the Wellington Dukes, and come the Dickson St. Field for football games.  September 16th Meeting – Motion by Hartman, 2nd by Rowland to begin committee meetings on Sept. 16th at 5:00 PM, with the Council Meeting to begin at 7:00 PM. Roll call vote was taken with all members voting “yes”.  Swearing In – Mayor Schneider swore in Argos, the Wellington Police Dog. 10. ADJOURN – Motion by Bogan, 2nd by Wells to adjourn at 7:58 PM
