Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers September 16, 2019 7:08 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Absent Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz and Daisy, Madison Schneider, Heidi Cowling, Summer Hamilton, Cameron Brinker 3. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Bughman to approve the minutes from the September 3, 2019 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Ms. Pfeiffer mentioned that her report was included in the packet and she would be happy to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet, and offered to answer any questions. Mr. Bughman asked Mr. Dupee to comment on the Water Resource Protection Committee; Mr. Dupee explained that the Water/WW Superintendent spoke to the Utility Committee to indicate that they would be forming a Water Source Protection Committee to develop strategies in the support that we need in order to protect our water shed, to the villages water system. Mr. Wells asked whether the land that they voted to buy back from the school board was comprised in part by the Sunoco pipeline; Mr. Dupee said that it does. Mr. Wells also asked whether Mr. Dupee had spoken to anyone from Sunoco; Mr. Dupee responded no. Mr. Wells inquired about the quiet zone; Mr. Dupee reported that he has not heard anything. He mentioned that CSX had finished the asphalt resurfacing on Magyar St. and that they still had debris to clean up there. There was some discussion concerning the removal of the locomotive, and clear liquid pouring from the engine; Mr. Dupee contacted CSX about Mr. Wells concerns and they reported that there was  no evidence of diesel fuel there.  Public Participation - None  Main Street Wellington – Ms. Arntz reported that the Fall in Love with Wellington Festival would take place September 28th and 29th. She encouraged residents to take part in the many contests including, a scarecrow contest, a coloring contest, a soup cook-off, and an apple and pumpkin baking contest. She mentioned a B2B Mixer on Sept. 18th, and new businesses including On Track Nutrition, and Scent Depot. She gave her THRIVE healthy minute report. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman mentioned that the committee met prior to council meeting and did a budget review, and further mentioned that RITA collections are up 32% from last year.  Police – Mr. Wells reported that the committee will meet on October 7th prior to council.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on October 7th. She mentioned how well the village departments work together to save the village a great deal of money by crossing over and doing work in house.  Utility – Mr. Bughman reported that the committee met prior to council and discussed the replacement of the leaning poles on E. Herrick Ave., and the O’Reily’s underground electric installation. He mentioned Water Plant repairs, and sludge removal and fence installation at the Sewer Plant.  Ordinance – Mr. Bughman mentioned that the committee will meet on Oct. 7th prior to council.  Personnel – Mr. Bogan reported that the committee met prior to council, in executive session to consider the compensation of a village employee or official. He mentioned that no action was taken, and any further compensation discussion will take place during the budget process. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2019-23 A RESOLUTION AUTHORIZING THE VILLAGE MAYOR TO APPOIONT A COMMITTEE TO DEVELOP A STRATEGY TO PROTECT THE WATER SOURCE OF THE VILLAGE OF WELLINGTON, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members present voting nd “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS 9. NEW BUSINESS  Water Source Protection Committee – Mayor Schneider recommended appointing Greg Frenk and Mike Wetherbee to the Water Source Protection Committee. Motion by Wells, 2 nd by Bogan to approve the Mayor’s recommendation. Roll call vote was taken with all members present voting “yes”.  Bulk Trash Pick-Up – Mayor Schneider announced that the October bulk trash day will be October 9th.  Coffee with the Mayor – Mayor Schneider invited residents to join him at Bread-N-Brew on September 28th, where Senator Nathan Manning will be in attendance.  Time Capsule – Mayor Schneider announced on September 28th at 11:00 AM, they will be burying a time capsule in front of the Town Hall, near the Gazebo. He mentioned that any resident who would like to donate Wellington memorabilia for the time capsule, to drop it off with the ladies in the Finance Office, 3rd floor of the Town Hall, by Friday Sept. 27th. 10.
