Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers October 21, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Mr. Hartman requested that the minutes be amended; under reports of committees, Finance Committee (in bold) – Mr. Hartman reported that the committee will meet prior to council on October 21st. Motion by Hartman, 2nd by Bogan to approve the minutes from the October 7, 2019 meeting, with the amendment. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Dronsfield to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to Report  Chief Barfield – Chief Barfield reminded residents that Trick-or-Treat will be October 31 st from 6 PM – 7:30 PM.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet and she would be happy to answer any questions.  Village Manager Dupee – Absent  Public Participation Wellington Schools Superintendent Ed Webber – Mr. Webber was in attendance to discuss Issue 18, and answered questions from council and the audience. Motion by Dronsfield, 2 nd by Wells to support the Wellington Board of Education and Issue 18. Roll call vote was taken with all members voting “yes”. Mr. Webber acknowledged the High School girls’ soccer team’s Sectional Champion title, and mentioned that they were playing Independence tonight, and wished them luck. Gerald Vanderground – Mr. Vanderground was in attendance to thank Steve Dupee and Bob  Brasee and the Public Works Dept. for work that they have performed to improve the drainage ditch on Northwoods Ave. Main Street Wellington – Carol Burke gave the THRIVE healthy minute, on healthy options when eating at fast food establishments. Cemetery Concerns – Wellington residents Vicki Rutherford, Tom Guyer, and Brenda Cole expressed their displeasure regarding the Greenwood Cemetery’s thorough fall clean up. After listening to the residents’ concerns, Mayor Schneider expressed understanding, and apologized for the unfortunate miscommunication in regard to the fall cleanup schedule. He answered questions, and assured the residents that council and the Cemetery Board will do more to communicate the cleanup dates and times, in the future. He urged residents to express their concerns by either attending a Cemetery Board meeting, or writing a letter to the board, expressing their discontent. Mr. Hartman agreed with the Mayor, empathized with the residents, and pledged to help communicate better in the future. There was some discussion concerning the Courtland St. back entrance to the cemetery, and the possibility of leaving the gate open; Ms. Dronsfield will take the matter to the Cemetery Board for consideration. She reported that the Cemetery Board meets on the second Tuesday of the month at 9 AM, at the cemetery maintenance garage, and invited residents to attend. She mentioned that arrangements could be made to hold the meetings at a later time, making it easier for interested residents to attend. Zoning Question – Mr. Wells asked about a letter he received pertaining to Zoning; Mayor Schneider explained that the matter was turned over to zoning, where it will be taken care of tomorrow morning. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed month end financials, the RITA collections, whcich are up approximately 33% from last year, and the 125 Cafeteria Plan ordinance. He thanked Chief Barfield and the Police Dept., Chief Wetherbee and the Fire Dept., and Director Gentry and the SLCAD for taking a Saturday and training for a mass causality drill in Union School Park. He mentioned that there were many entities involved including Metro Health Life Flight, many townships, and the Sherriff’s Dept. He thanked all of the departments involved for their training, dedication, and for their service to the community.  Police – Mr. Wells mentioned that the committee will meet prior to council on November 4 th. Mayor Schneider reminded everyone that the meeting will begin at 5 PM, and the Police Chief would be conducting a use of force presentation.  Public Works – Ms. Dronsfield mentioned that the committee would meet immediately following the Police Committee meeting on November 4th. She further mentioned that the Cemetery Board would meet on Tuesday November 12th at 9 AM at the cemetery. Mayor Schneider mentioned that he had a resident reach out who would like to attend the Public Works Committee meeting on the 4 th, to briefly discuss the Rec. Park.  Utility – Mr. Rowland reported that the committee met prior to council and discussed hydrant flushing, the replacement of the leaning poles on E. Herrick, and a hole was found in the Erie St. elevated water tower. He mentioned that the hole has been plugged, Mid Atlantic Tank will be making a temporary repair soon, and they will be evaluating the possibility of corrosion in the tank in the spring.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on November 4 th.  Personnel – Mr. Bogan reported that there was no scheduled Personnel meeting, however, they would be discussing personnel at an upcoming budget meeting. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-25 AN ORDINANCE AMENDING ORDINANCES 2006-51 AND 2012-35, RELATIVE TO MONTHLY COMPENSATION FOR THE MAYOR, COUNCIL PRESIDENT, AND MEMBERS OF COUNCIL, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”.  ORDINANCE NO. 2019-27 AN ORDINANCE TO APPROVE THE EXECUTION OF AN EFFICIENCY SMART SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC. 2nd Reading Motion by Hartman, 2nd by Wells to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2019-28 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 1st Reading ORDINANCE NO. 2019-29 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2020 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Filming of the Minuteman Movie – Mayor Schneider thanked residents for the inconveniences they may have encountered surrounding the filming of the movie, Minuteman, in the central business district. He mentioned that it was great notoriety for the village, and thanked Chief Barfield, and the Police Dept. for making sure everything ran smoothly. Coffee with the Mayor – Mayor Schneider announced that Council President Hartman would be sitting in for him at the next Coffee with the Mayor. He reported that it would be a Candidate’s Coffee, and encouraged residents to come out and meet the candidates running for village council, and the school board. Trick-or-Treat – Mrs. Pfeiffer announced that Trick-or-Treat in the business district would be on Saturday from 1 PM – 2 PM, and then at the Elms from 2 PM – 3:30 PM. Mayor Schneider thanked Vicki Rutherford for spearheading the downtown Trick-or-Treat. Ms. Rutherford mentioned that they are working on more Halloween festivities for next year, possibly during the Fall in Love with Wellington event. Park Committee – Mr. Wells had questions regarding the Park Committee; Mayor Schneider explained that they would meet again after the first of the year. Mr. Wells mentioned that Brad Smith from the VFW had approached him with ideas for the park. Candidates – Mayor Schneider mentioned that there would be another meeting prior to Election Day, however, wished the candidates good luck! Coffee with the Mayor – Mr. Hartman encouraged the audience and residents to attend the Coffee with the Mayor on the 4th Saturday of each month, at Bread-N-Brew, from 9 AM – 11 AM. He mentioned that there is a wealth of information, and many ideas shared at the meetings. He urged residents to attend the candidates meeting, meet the candidates, and that it is a great opportunity to share thoughts and concerns. 10.
