Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Revised Nov. 18, 2019 Council Chambers November 4, 2019 7:14 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Absent Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider (left at 7:40 PM), Village Manager Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Gary Feron, and Madison Schneider 3. APPROVAL OF MINUTES Motion by Bogan, 2nd by Bughman to approve the minutes from the October 21, 2019 meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer offered to answer any questions, and mentioned that her report was included in the packet.  Village Manager Dupee – Mr. Dupee had nothing to report, and offered to answer any questions. Mr. Wells had questions regarding the four drum wire puller trailer which Mr. Dupee mentioned in his report; Mr. Dupee answered Mr. Wells’ questions, and asked council to make a motion to reject all of the bids. Motion by Bogan, 2nd by Wells to reject the bids for the four drum wire puller. Roll call vote was taken with all members present voting “yes”. Mr. Dupee answered questions in regard to the generator, and mentioned that they received a quote for $180.000 for the generator repair, which has been shared with the insurance company. Mr. Bughman and Mr. Wells had questions in regard to 215 N. Main St.; Mr. Dupee mentioned that they would be meeting with the building owner on Wednesday. Mr. Hartman mentioned that there were several small sections of sidewalk in need of repair in the northwest section, due to water/sewer repairs; Mr. Dupee will let Mr. Brasee know.  Public Participation – None   Main Street Wellington – MSW Director Arntz gave her report and the THRIVE healthy minute report to council. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on November 18 th prior to council. He gave a shout out to Gerald Fishbaugh, Zoning Inspector for his hard work.  Police – Mr. Wells reported that the committee met prior to the council meeting where the Chief Barfield delivered a Use of Force presentation, and thanked Chief Barfield. He mentioned that the committee discussed compact car only parking spaces, and designated the first parking space in the northwest corner in front of the Verizon store, and the 1 st parking space on the southwest corner, in front of Bread-N-Brew. He further mentioned that the federal definition of a compact car length was 187’’. Mr. Wells reported that they discussed the emergency siren signaling malfunction, due to 911 simulcasting Avon Lakes fire siren, and that the chief is working on resolving the problem. He reported that the Police Department would be changing over to 10 hour shifts in order to solve overtime issues, and will begin on January 4 th, and run through December 11th.  Public Works – Ms. Dronsfield reported that committee met prior to the council meeting. She offered sympathies to Bob Brasee, for the loss of his father. She reported that the salt spreaders were installed and ready, that the sidewalk at the Magyar St. RxR crossing would be installed soon, the catch basin repair in front of the barber shop on W. Herrick would begin tomorrow. She thanked the officers from the Hot Stove association who attended the meeting this evening. Ms. Dronsfield reported that the Cemetery Board would meet on November 12th at 7:00 PM in the council chambers.  Utility – Mr. Hartman reported that the committee will meet prior to council on November 18 th.  Ordinance – Mr. Bughman mentioned that the committee meeting had been cancelled, and would meet again in December.  Personnel – Mr. Bogan reported that there are no meetings scheduled. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-27 AN ORDINANCE TO APPROVE THE EXECUTION OF AN EFFICIENCY SMART SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC. 3rd Reading Motion by Wells, 2 by Dronsfield to approve the third reading. Roll call vote was taken with all members present nd voting “yes”. ORDINANCE NO. 2019-28 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 2nd Reading Motion by Wells, 2 by Bogan to move the 2 reading. Roll call vote was taken with all members present voting nd nd “yes”. ORDINANCE NO. 2019-29 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2020 2nd Reading Motion by Bogan, 2nd by Bughman to move the 2nd reading. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Election Day – Ms. Dronsfield reminded residents to vote tomorrow, and encouraged residents to vote for the school issue. Senior Night – Mr. Bughman thanked residents for attending the Senior Night home game and mentioned that it was well attended.  Chili Cook-Off – Mr. Hartman reported that the SCLAD won 1st prize at the chili cook-off on Saturday, and mentioned that they had a very nice turn out. Flu Shots – Mr. Hartman reminded the residents that they could get their flu shots at the Fairgrounds on November 7th. Election Day – Mr. Hartman encouraged residents to get out and vote tomorrow! 10. ADJOURN – Motion by Wells, 2nd by Bughman to adjourn at 7:50 PM
