Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers April 6, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the March 16, 2020 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Chief Barfield thanked residents for being good, and generous during the pandemic.  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet, and offered to answer any questions. She mentioned that they have been rotating staff, have received a lot of phone calls, and she thanked customers for being pleasant.  Village Manager Dupee – Mr. Dupee reported that bulk trash pickup has been suspended, however Republic will be dropping off two roll off containers behind the Town Hall. He mentioned that they will be collecting behind the Town Hall each month until bulk pickup service returns. Mr. Wells had questions pertaining to the containers; Mr. Dupee answered his questions. Mr. Hartman had questions concerning employee separation, and asked Mr. Dupee to keep track of hours for possible recovery. Mr. Dupee answered questions from Mr. Bughman concerning the CRA, which Mr. Dupee mentioned in his report.  Public Participation - None  Main Street Wellington – No report 6. REPORTS OF COMMITTEES  Finance – Mr. Harman reported that the committee will meet prior to council on April 20 th. He thanked residents for continuing to practice social distancing, and thanked front line workers.  Police – Mr. Wells reported that the committee met prior to the council meeting and discussed vehicles to be auctioned and the monthly report. He expressed concern for the erosion of sod around headstone footers at the cemetery; Ms. Dronsfield explained that the dirt around the headstones has been lifted away by the use of weed eaters. She mentioned that they have stopped using the weed eaters, and they will begin repairing the monuments effected in the beginning of June.  Public Works – Ms. Dronsfield reported that the committee met prior to the council meeting where Mr. Brasee updated the committee on recent projects. She reported that the Rec. Park is closed, and urged residents to stay clear of the park. She reminded residents that brush pick up is the first full week and the  third week of the month.  Utility – Mr. Rowland reported that the committee will meet April 20th prior to council.  Ordinance – Mr. Bughman reported that the committee was scheduled to meet tonight, however there was nothing on the agenda. The committee will meet on May 4th.  Personnel – Mr. Bogan mentioned the third reading of the tier pay ordinance tonight. He commended Mr. Dupee for devising a plan to insure the safety of our employees. 7. ORDINANCES AND RESOLUTIONS ORDINANCE No. 2020-06 AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL INCLUDING NEW APPENDICES “B” AND “C”, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3 rd Reading Mr. Dupee reported that the ordinance needs a modification, page 2, section 2, change the word preceding to following, in sentence 4 and sentence 8. Motion by Wells, 2nd by Bogan to amend the ordinance as Mr. Dupee advised. Roll call vote was taken with all members voting “yes”. Motion by Hartman, 2 nd by Rowland to approve as read. RESOLUTION NO. 2020-07 A RESOLUTION DESIGNATING THE VILLAGE OF WELLINGTON AS A BEE CITY USA AFFILIATE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading Motion by Hartman, 2 by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. nd Mr. Bogan mentioned that he would like to invite the group to a council meeting when the pandemic is over. RESOLUTION NO. 2020-10 A RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2020 2nd Reading Motion by Hartman, 2 by Bughman to move the 2 reading. Roll call vote was taken with all members voting nd nd “yes”. ORDINANCE NO. 2020-11 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATIONS THE HOUSING COUNCIL MEMBERS AND DECLARING THIS ACT AN EMERGENCY 1st Reading Motion by Wells, 2nd by Hartman to suspend the rules. ORDINANCE NO. 2020-12 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO SELL AT INTERNET AUCTION A PICK-UP TRUCK AND A GENERATOR WHICH ARE NO LONGER NEEDED FOR PUBLIC PURPOSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman 2nd by Wells to suspend the rules. ORDINANCE NO. 2020-13 AN ORDINANCE PROVIDING FOR THE ELECTION OF MEMBERS OF THE CHARTER REVIEW COMMISSION 1st Reading ORDINANCE NO. 2020-14 AN ORDINANCE AUTHORIZING THE CHIEF OF POLICE TO SELL AT INTERNET AUCTION TWO POLICE MOTOR VEHICLES WHICH ARE NO LONGER NEEDED FOR PUBLIC PURPOSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Wells, 2nd by Rowland to suspend the rules. NEW BUSINESS – Mayor Schneider reported that he has had no new phone calls from the Health Department, and the Coronavirus count in the village is still at 4 cases. He asked residents to stay home, to send only 1 person to do the shopping, to sanitize and wash their hands, to be prepared, wear a mask, and to please have patience and be understanding. 10.
