Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers April 20, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Bughman, 2nd by Rowland to approve the minutes from the April 6, 2020 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report.  Chief Barfield – Nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet, and offered to answer any questions. Mr. Bughman had a question concerning a CD that was mentioned in her report; Mrs. Pfeiffer answered his question.  Village Manager Dupee – Mr. Dupee mentioned that his report and superintendents reports were included in the packet, and offered to answer questions. He answered a question from Mr. Hartman concerning the quiet zone.  Public Participation - None  Main Street Wellington – MSW Director Arntz gave her report, and asked residents to continue to support the community and the local small businesses. She mentioned that the May First Friday event would be a virtual event, and invited residents to join in the fun on Facebook. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council. He further reported that the committee discussed the month end financials, RITA collections which are up 14%, however, they expected a down turn in the coming months due to Covid19. He mentioned that they discussed 2020 annual wage increases, utility disconnections and late fees, and BWC returning $25,000. He mentioned that the SCLAD minutes were included in the packet. Motion by Hartman, 2 nd by Rowland authorizing the equity adjustments as submitted by the Village Manager for non-tier employees effective the first full pay in April. Roll call vote was taken with all members voting “yes”. Motion by Hartman, 2 nd by Wells to authorize a 3% increase for 2020, for all non-tier, non-probationary employees, effective the first full pay in April. Roll call vote was taken with all members voting “yes”. Motion by Hartman, 2 nd by Rowland to  suspend disconnection service requirements set forth in chapter 933.03 until May 15 th 2020. Roll call vote was taken with all members voting “yes”. Motion by Hartman, 2nd by Bughman to waive late fee requirements set forth in chapter 933.02 for utility bills rendered on April 1st 2020. Roll call vote was taken with all members voting “yes”.  Police – Mr. Wells reported that the committee will meet on May 4 th prior to council.  Public Works – Ms. Dronsfield reported that the committee will meet on May 4th prior to council.  Utility – Mr. Rowland reported that the committee met prior to council. Motion by Rowland, 2 nd by Bughman to hire Christopher Wade Lamp Sr., seasonal hire, beginning May 5th at $14.00 per hour. Roll call vote was taken with all members voting “yes”.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on May 4 th.  Personnel – Mr. Bogan had nothing to report. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2020-10 A RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2020 3rd Reading Motion by Hartman, 2 by Bughman to move the third reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2020-13 AN ORDINANCE PROVIDING FOR THE ELECTION OF MEMBERS OF THE CHARTER REVIEW COMMISSION 2nd Reading Motion by Hartman, 2nd by Wells to move the 2nd reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2020-15 AN ORDINANCE AMENDING ORDINANCE 2020-01, RELATIVE TO AN AGREEMENT WITH PEAKER SERVICES, INC., FOR THE REPAIR OF THE ELECTRICAL DEPARTMENTS ONE MEGAWATT GENERATOR, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells, to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2020-16 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE ACQUISITION OF A 2020 DODGE 5500 CAB AND CHASSIS WITH A VERSALIFT 47’ AERIAL UNIT AND FIBERGLASS BODY, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Bogan to suspend the rules. NEW BUSINESS Congratulations – Mr. Bughman offered congratulations to the national bird for the new nest near the State Highway Patrol station off of Route 10. Keep it up – Mayor Schneider asked residents to continue social distancing, wear a mask when venturing out, continue hand sanitizing, sending only one person to the store, and using good personal hygiene, for the betterment of everyone, during the pandemic. 10.
