Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers May 4, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. MOMENT OF SILENCE – Mayor Schneider reported that the flag in front of the Town Hall way flying at half-mast today, and asked for a moment of silence to honor Officer Edmund Smith, who on this day in 1957 gave his life protecting the village of Wellington. 4. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the April 20, 2020 council meeting. Roll call vote was taken with all members voting “yes”. 5. FINANCIAL REPORTS - Motion by Hartman, 2nd by Bughman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer offered to answer questions, and mentioned that her report was included in the packet.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of department heads were included in the packet. He reported that staff had returned to its normal schedule, and are maintaining social distancing guidelines, and will continue the best practices for employee safety. He further reported that the Town Hall will remain closed to the public, and will review the matter June 1st. He reminded residents that the Rec Park remains closed except for walking and biking, and they will review to closure on June 1st. He mentioned that Republic will resume their curbside bulk pickup on Wednesday May 6th. Mr. Wells had questions concerning the Cemetery and Memorial Day observances; Ms. Dronsfield answered his questions. Mr. Dupee answered questions from Mr. Bughman and Mr. Wells regarding the Quiet Zone, and a question from Mr. Bughman regarding the purchase of an air compressor at the water plant.   Public Participation - None  Main Street Wellington – MSW Director Arntz gave her report and thanked Mayor Schneider for dressing as Bat Man for the First Friday Event, which celebrated Hero’s. She mentioned that the Gazebo Garden Walk had been postponed to July 18th, tentatively. She reported that the Patriots Band had cancelled the July 3rd event, and that the Ice Cream Social was cancelled as well. Ms. Arntz mentioned a Well-Help food drive May 16th from 10 AM – 4 PM at the Wellington Eagles.  Joint Cemetery Meeting – Motion by Wells, 2nd by Hartman to enter into a joint meeting with the Village Council and Wellington Township trustees, to discuss the Cemetery tax resolution at 7:10 PM. Roll call vote was taken with all members voting “yes”. Approval of Minutes: Minutes from the May 6, 2019 Joint Meeting – Motion by Wells, 2nd by Hartman to approve the minutes from the May 6, 2019 Joint Meeting. New Business VILLAGE OF WELLINGTON RESOLUTION NO. 2020-18 A JOINT RESOLUTION OF THE VILLAGE OF WELLINGTON AND THE TRUSTEES OF WELLINGTON TOWNSHIP DETERMINING THE RATE OF TAXATION TO BE LEVIED UPON THE TAXABLE PROPERTY WITHIN THE VILLAGE OF WELLINGTON AND THE TOWNSHIP OF WELLINGTON FOR CEMETERY PURPOSES Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. e. Adjourn Joint Village/Township Meeting – Motion by Dronsfield, 2nd by Wells to adjourn the Joint Village/Township meeting at 7:15 PM. Roll call vote was taken with all members voting “yes”. The Township Trustees and Fiscal Officer left the meeting at 7:15 PM. Mayor Schneider called the Council Meeting back to order. 7. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee would meet prior to council on May 18 th. He mentioned that the Fire Board minutes were included in the packet, and reported that a preconstruction agreement had been signed for the addition to the Fire Station on Johns St. He mentioned Star Inc. had been awarded the bid, and thanked voters for passing Issue 15.  Police – Mr. Wells reported that the committee met prior to council. He also thanked voters for the passage of the Fire Districts Issue 15. He gave thanks to Officer Edmund Smith, who died in service on this day in 1957. Mr. Wells reported that the cameras would be installed and functional on Friday, and the police vehicles had been sold at auction, and that the village did well.  Public Works – Ms. Dronfield reported that the committee met prior to council and that the department was back to full crews. She gave a brief report of updates including water break  repairs, catch basin repairs, hydrant flushing, mowing and brush chipping. Motion by Dronsfield, 2nd by Bogan to re-hire seasonal workers, Ryan Whitaker, Lacey Martin, Mason Wright, and Jake Griffith at $10.50 per hour, effective immediately. Roll call vote was taken with all members voting “yes”.  Utility – Mr. Rowland mentioned that the committee will meet prior to council on May 18 th.  Ordinance – Mr. Bughman reported that the committee met prior to council. He further reported that the committee will be discussing a possible ordinance regarding live trapping within the village at the June meeting.  Personnel – Mr. Bogan had nothing to report 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2020-13 AN ORDINANCE PROVIDING FOR THE ELECTION OF MEMBERS OF THE CHARTER REVIEW COMMISSION 3rd Reading Motion by Hartman, 2nd by Bughman to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2020-17 AN ORDINANCE AUTHORIZING ASSESSMENTS FOR MOWING FEES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE 1st Reading Motion by Hartman, 2 by Bughman to suspend the rules. Roll call vote was taken with all members voting nd “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2020-19 AN ORDINANCE AMENDING VARIOUS PROVISIONS OF THE WELLINGTON INCOME TAX ORDINANCES, TO REFLECT CHANGES MADE BY THE LEGISLATURE PERTAINING TO TITLE 718 OF THE OHIO REVISED CODE 1st Reading 9. OLD BUSINESS - None 10. NEW BUSINESS Governor Opening Businesses – Ms. Dronsfield reminded residents to continue to use good safety practices when in public by wearing masks, continued handwashing, and social distancing while we are trying to come back to a normal. Mayor Schneider agreed and reiterated Ms. Dronsfield’s comments about social distancing, mask wearing in public, handwashing, and sending one person out to do the shopping. 11.
