Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers November 2, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, PDG Engineer Doug Nusser 3. Moment of Silence – Mayor Schneider asked for a moment of silence for Louise Grose. Ms. Dronsfield reported that Louise was a lifetime member of Wellington, who held the position as Wellington Township Clerk, and was also a member of the Cemetery Board. She added that Louise was a great person, who will be greatly missed. 4. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bogan to approve the minutes from the October 19, 2020 council meeting. Roll call vote was taken with all members voting “yes”. 5. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet, and offered to answer any questions. She further mentioned that BWC would be refunding premium payments, approximately $30,531.00. She reported that Governor DeWine asked BWC to refund more funds due to COVID, and that she expected to receive 3 times that payment, approximately $90,000 in December.  Village Manager Dupee – Mr. Dupee reported that his report and those of the department heads were included in the packet. He further reported that the quiet zone is supposed to be active tonight, at 12:01 AM. He mentioned that he expected there to be intermittent horns the next week or so, as CSX works through their procedure of getting the quiet zone in place. Mr. Dupee mentioned that he had met with Fire Chief Wetherbee in regard to CARES Act funding for the Fire Dept., and will bring recommendations to council at the next meeting. Mr. Dupee reported that the village will be receiving principal loan forgiveness on the ground storage and raw water pumping project. He further reported that it will reduce the village’s debt service by $20,000 a year for 30 years, and is a welcome relief for the village’s water customers. Mr. Hartman had questions regarding Windemere Commons and the tabled ordinance; Mr. Dupee reported that he is not making any recommendations this evening, and mentioned Mr. Nusser was available tonight to answer any questions. He added that he hoped to have a recommendation to move forward at the Nov. 16th meeting. Mr. Dupee answered questions from Mr. Wells in regard to the village’s upcoming insurance renewal, and questions from Mr. Bughman regarding the reservoir dam improvement progress.  Public Participation – None   Main Street Wellington – MSW Director Arntz reported on the recent Trick-or-Treat event held on Saturday. She mentioned THRIVE’s Worksite Wellness Challenge, and the Second Harvest Food Bank drive thru food pantry, from 4 – 6 PM at WHS, on November 4th. She invited residents to participate in the next First Friday event on Friday Nov. 6th, from 4 – 7 PM. She mentioned that MSW is accepting donations of new twin bed sheets for the Good Nights program, sponsored by the Kiwanis, through December 4th. 7. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet prior to council on November 16 th.  Police – Mr. Wells reported that the committee met prior to council and discussed the stolen wood chipper, and the department’s provisions for handling the large amount of pedestrian traffic for the Main Street Trick-or-Treat event next year. Mr. Wells asked residents to support the Spirit of ’76 Museum levy, Issue 13, tomorrow on Election Day.  Public Works – Ms. Dronsfield reported that the committee met prior to council, and discussed project updates. She mentioned that leaf collection had begun, and reminded residents to rake leaves into the tree lawn, and not into the streets.  Utility – Mr. Rowland reported that the committee will meet prior to council on Nov. 16 th.  Ordinance – Mr. Bughman reported that the committee met prior to council and reviewed the updates made to the Noise Ordinance.  Personnel – Mr. Bogan reported that the committee will meet prior to the budget work session on November 17th. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2020-26 AN ORDINANCE APPROVING AND ACCEPTING THE DEDICATION OF THE FINAL PLAT FOR WINDEMERE SUBDIVISION, PHASE II Tabled 9/21/2020 2nd Reading ORDINANCE NO. 2020–33 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2021 1st Reading ORDINANCE NO. 2020-34 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 1st Reading ORDINANCE NO. 2020-35 AN ORDINANCE AMENDING SECTION 509.09 OF THE CODIFIED ORDINANCE, RELATIVE TO NOISE CONTROL 1st Reading 9. OLD BUSINESS Windemere – Mayor Schneider asked if council had any questions for Doug Nusser regarding Windemere Commons; councilmembers did not offer any questions. Issue 13 – Mr. Hartman asked residents to support the Spirit of ’76 Museum renewal levy, Issue 13, when voting tomorrow. 10. NEW BUSINESS Flower Pot Contest - MSW Director Arntz mentioned that there was one last opportunity to vote on the flower pot contest, during the First Friday event. November 6th. Ms. Dronsfield mentioned that she had received many positive comments, and praises regarding the flower pot decorating contest! Lady Dukes Soccer – Mr. Bughman congratulated the Lady Dukes soccer team, and their coach Jason Gundert for capturing their sectional championship, and moving on to their district finals! Mayor Schneider agreed! Go Vote – Mayor Schneider asked residents to exercise their right to vote tomorrow. He explained how he felt voting to be a responsibility, and as American citizens everyone should exercise their right to be heard through voting! Kiwanis Nut Fundraiser – Mr. Bughman reported that today was the last day to place an order for the Peterson Nut fundraiser, and any last minute orders would not be turned away. 11.
