Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers November 16, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Absent Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Village Manager Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Reporter Brookie Madison 3. APPROVAL OF MINUTES – Motion by Wells, 2 by Bughman to approve the minutes from the November 2, nd 2020 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2 by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider - Nothing  Law Director Bond – Nothing to Report  Chief Barfield – Nothing to Report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet and offered to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the Department Heads were included in the packet and offered to answer any questions. Mr. Dupee reported that all requirements had been met for Windemere Commons and that the ordinance could be taken off the table, and passed as an emergency. He answered questions from Mr. Hartman and Mr. Bughman regarding Windemere Commons grading, TTX, camera installation at Public Works, and the stolen chipper.  Public Participation - None  Main Street Wellington – Mrs. Arntz gave her report, and mentioned upcoming events, including Small Business Saturday on Nov. 28th, First Friday in December, and an ugly sweater contest. She asked residents to check out their website and Facebook page for details. 6. REPORTS OF COMMITTEES  Finance - Mr. Hartman reported that the committee met prior to council and discussed October financials are holding their own, RITA receipts exceeded November 2019, however are still down 8.7% for the year, but most have been made up by $188,000 received in CARES Act funding and BWC refunds. He mentioned that the committee made a motion to encumber the balance of the CARES Act funds, and were made aware of BWC premium refunds which amount to $167,927.00. He mentioned a special Finance Committee meeting tomorrow evening to discuss the 2021 budget, and a Personnel Committee meeting to discuss succession planning.  Police - Mr. Wells reported that the committee will meet prior to council on December 7th. He announced that the CSX Engineers had begun to acknowledge the Quiet Zone, almost 100%, and it is a welcome difference.  Public Works - Ms. Dronsfield reported that the committee will meet December 7th prior to council.  Utility - Mr. Hartman reported that the committee met prior to council where Mr. Bealer updated the committee on equipment maintenance and tree trimming. He also reported on the wind storm and the loss of a light pole at the Rec Park, and a broken transmission pole on Hawley Rd., and is awaiting a return call from First Energy regarding yesterday's outage. Mr. Hartman mentioned that Mr. Frenk updated the committee on projects, he is conducting interviews for the operator position at the water plant, and he mentioned the ground storage tank bid opening had been moved due to some additional projects which have been added to the bid.  Ordinance - Mr. Bughman reported that the committee will meet prior to council on December 7th.  Personnel - Mr. Bogan reported that the committee will meet tomorrow prior to the budget meeting. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2020-26 AN ORDINANCE APPROVING AND ACEPTING THE DEDICATION OF THE FINAL PLAT FOR WINDEMERE SUBDIVISION PHASE II Tabled 9/21/20 2nd Reading Motion by Hartman, 2nd by Bughman to take the ordinance off the table. Roll call vote was taken with all members present voting “yes”. Motion by Hartman, 2nd by Bughman to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2020-33 AN ORDINANCE APPROVING THE VILLAGE SECTION 125 CAFETERIA PLAN FOR EMPLOYEES COMMENCING IN 2021 2nd Reading Motion by Hartman, 2nd by Wells to move the 2nd reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2020-34 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 2nd Reading Motion by Hartman, 2nd by Wells to move the 2nd reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2020-35 AN ORDINANCE AMENDING SECTION 509.09 OF THE CODIFIED ORDINANCE, RELATIVE TO NOISE CONTROL 2nd Reading Motion by Hartman, 2nd by Wells to move the 2nd reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO, 2020-36 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH TELETRONICS SERVICES, INC FOR COMPUTER EQUIPMENT SERVICES 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS  Leaf Pickup – Mayor Schneider informed the residents that the Public Works Dept. is out picking up leaves daily. He reported that the Village’s leaf machine is out for repairs, and the rental machine is smaller, meaning it may take longer to pick up leaves due to the need for more frequent stops to dump the leaf debris.  Happy Thanksgiving – Mayor Schneider wished residents a Happy Thanksgiving, and reminded everyone to continue wearing their masks properly, continue social distancing, and to continue washing their hands in an effort to stave off COVID-19.  Thank you- Mr. Bughman thanked the Electric Dept. for cleaning up debris and banners from the CBD.  Personnel and Budget Meeting – There was some discussion concerning the safety of councilmembers and staff at the Personnel Committee and Budget meeting tomorrow night; Mayor Schneider advised anyone who does not feel comfortable attending in person, to use the call in number and attend remotely.  Issue 13 – Mayor Schneider thanked residents for voting for the Spirit of ’76 Museums Issue 13 on Election Day. He suggested residents to visit the museum, as it is a local treasure. Mr. Hartman suggested viewing Becky Norton’s Facebook live museum lessons, as they are very interesting and informative. 1.
