Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers/Teleconference January 19, 2021 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Fire Chief Wetherbee and Fire Board President Fred Pitts (left the meeting at 7:07 PM) 3. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Bughman to approve the minutes from the January 4, 2021 council meeting, and the January 4, 2021 special organizational meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider – Mr. Wells asked Mayor Schneider to give an update on the Charter Commission; Mayor Schneider reported that they will be naming members, a mix of new and old members, at the first meeting in February.  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions. She answered questions from Mr. Bughman in regard to the new copy machine, and from Mr. Hartman in regard to BWC payments.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet and offered to answer any questions. Mr. Hartman mentioned that the council meeting schedule, which was included in the packet, needed to be revised; the July 6 th meeting should be Tuesday July 6th.  Public Participation – Fire Chief Wetherbee and Fire Board President Fred Pitts were in attendance to recognize the retirement of Fire District Fiscal Officer Vanya Pfeiffer, and thanked her for her 19 years of service. Mrs. Pfeiffer was met with applause.  Main Street Wellington – MSW Director Arntz gave her report which included the Annual Meeting via Zoom, the THRIVE Winter Warm up Challenge – Wellington vs. Keystone, and the 1st Friday event, Happy Healthy Smart Heart, on February 5th from 4 PM – 7 PM, sponsored by SLCAD. 6. REPORTS OF COMMITTEES  Finance – Mr. Harman mentioned that the committee met prior to council and discussed the 2021 Wichert insurance renewal with Janie Geis. They will meet on February 1st at 5:30 PM to review the 2021 proposal. He reported that they reviewed the 2020 financials, January RITA receipts, charges for service, and an ordinance on tonight’s agenda for a one time sewer charge discount for swimming pool filling.  Police – Mr. Wells reported that the committee will meet prior to council on February 1 st.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on February 1 st.  Utility – Mr. Rowland mentioned that the committee met prior to council and discussed the 10% water loss report for 2020, the bids received for the ground storage tank project, and OEPA online seminar which Mr. Rowland, Mr. Hartman, Mr. Bogan, and Mayor Schneider attended in exchange for partial financial loan forgiveness for the Ground Storage Tank Project. He mentioned that the Electric Dept. has sent a relay out for repair, and asked residents to report street light outages to the Electric Dept.  Ordinance – Mr. Bughman mentioned that the committee will met prior to council on February 1 st.  Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2020-39 AN ORDINANCE AMENDING ORDINANCE NO. 2016-28, RELATIVE TO NOMINAL EXPENDITURES FOR REFRESHMENTS OR MEALS TO BE SERVED AT VARIOUS MUNICIPAL EVENTS 3rd Reading Motion by Wells, 2nd by Hartman to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2021-01 AN ORDINANCE ENACTING A NEW SECTION 924.03 OF THE CODIFIED ORDINANCES, TO PROVIDE AN EXEMPTION OF SEWER CHARGE ON INITIAL FILLING OF SWIMMING POOLS 1 st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Design Review Board – Mayor Schneider appointed Joyce Scott to the Design Review Board for 5 years, term ending 12/31/2025. Motion by Hartman, 2nd by Bughman to ratify the Mayor’s appointment. Roll call vote was taken with all members voting “yes”. Records Retention Committee – Mayor Schneider appointed Linda Navarre, Law Director Bond, Vanya Pfeiffer, and himself to the Records Retention committee. Motion by Hartman, 2 nd by Bogan to ratify the Mayor’s appointments. Roll call vote was taken with all members voting “yes”. The Marksman – Mayor Schneider announced that he movie The Marksman, with Liam Neeson, which was partially filmed in the village, was out in theaters. He encouraged residents to see it. Letter of Thanks – Mr. Bughman thanked Mr. Rosemark for his letter of thanks which was included in the council packet, and wished him a happy retirement. Mayor Schneider mentioned that Mr. Rosemark would still be in the area, volunteering and aiding the community in some capacity. 10. ADJOURN – Motion by Hartman, 2nd by Bughman to adjourn at 7:20 PM
