Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers/Teleconference February 16, 2021 7:08 PM Revised 3/1/21 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the February 8, 2021 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider – Nothing to report  Law Director Bond – Nothing to report  Chief Barfield – Chief Barfield thanked the Wellington citizens for working with the Police Department during the snow events, and the snow ban implementation. He asked that residents continue the effort for a few more months.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions. She mentioned that an article in the Chronicle Telegram reported that Republic Services would be running one day behind due to the weather.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet and offered to answer any questions.  Public Participation - None  Main Street Wellington – No report 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman mentioned that the committee met prior to council and discussed the January month end financials, the RITA update came in at 4% higher than last year, pre-COVID, and was cautiously optimistic that income tax receipts will continue to be strong in 2021. He reported that the Ohio Budget Management office had approved the CARES Act filings, and the committee had been informed of a 2019 and 2020 Audit in May or June.  Police – Mr. Wells mentioned that the committee met briefly this evening. Motion by Wells, 2 nd by Hartman to hire Amanda Swanson as a part time dispatcher at $15.53 per hour, effective immediately. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield mentioned that the committee will meet prior to council on March 1 st. She reminded residents to remove Christmas items from the graves at the Cemetery, and announced that the cemetery Spring cleanup was scheduled for April 15th, and all items would need to be removed from grave sites before that day.  Utility – Mr. Rowland reported that the committee met prior to council and discussed the Corrosion Control study, the new employee Brett Beam had received his 6 month certification and is doing a great  job, the Water and Sewer rate study had been submitted to Poggemeyer, and they had a discussion on the safety of Ice Fishing at the above ground reservoir, while pumping water into the reservoir. He mentioned that the Electric Dept. was busy performing electric hook ups, installing a new pole at the Rec. Park, and the new bucket truck is on its way. Motion by Rowland, 2 nd by Bughman to hire Jacob Willbond as apprentice lineman at $20.47 per hour, effective February 17, 2021. Roll call vote was taken with all members voting “yes”. He reported that the Utility Committee will permanently be moving their meetings to the 1st meeting of the month, and the next meeting will be on March 1st prior to council.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on March 1 st.  Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2021-05 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO SELL AT INTERNET AUCTION A TRUCK WHICH IS NO LONGER NEEDED FOR PUBLIC PURPOSES 1st Reading Motion by Wells, 2 by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Charter Review Commission – Mayor Schneider appointed the new members of the Charter Review Commission: Steve Neff, Steve Maurer, Brian Burke, Carol Burke, Mike Wetherbee, Dave Levin, and Jason Keith. 10. ADJOURN – Motion by Hartman, 2nd by Wells to adjourn at 7:18 PM
