1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance

3. APPROVAL OF MINUTES – Mr. Wells recommended correcting the minutes, under Communications from
Mayor, Council, and Village Officials, Chief Barfield (in Bold) Chief Barfield thanked the Wellington citizens for
working with the Police Department during the snow events, and the snow ban implementation. Motion by
Bughman, 2nd by Hartman to approve the minutes from the February 16, 2021 meeting as corrected. Roll call vote
was taken with all members voting “yes”.
4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. Roll call
vote was taken with all members voting “yes”.

5. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS

Law Director Bond – Nothing to Report
Chief Barfield – Nothing to Report
Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet and offered
to answer any questions. She answered questions from Mr. Hartman in regard to submitted expenses for
the ground storage tank project to PDG, which she mentioned in her summary.
Village Manager Dupee – Mr. Dupee mentioned that his report and those of the Department
Superintendents were included in the packet and offered to answer any questions. Mr. Wells thanked Mr.
Dupee for including a paragraph in his memo in regard to the Village’s electric generation supply and its
exposure to events similar to the power outages in Texas. Mr. Dupee expounded on the statement in his
report. Mr. Bughman reported that the State of Wellington address would be held via Zoon on March 11 th
at 12 Noon, and the State of the Wellington Schools Address will be hosted on March 18 th.

6. REPORTS OF COMMITTEES
Finance – Mr. Hartman reported that the committee will meet prior to council on March 15 th, and
mentioned that the reports from the Wellington Fire Board, and the Ambulance District were included in
the packet.
Police – Mr. Wells reported that the committee met prior to council, where there was an executive session
regarding pending litigation. He further reported that no action was taken.
Public Works – Ms. Dronsfield reported that the committee met prior to council where Bob Brasee
updated the committee on recent projects including snow removal, indoor shop work, and water breaks.
She mentioned that the Electric Dept. installed a new pole, lights, and scoreboard at the Rec. Park.
Utility – Mr. Rowland reported that the committee met prior to council where they discussed Electric Dept.
and Water and WW updates. He mentioned that the Electric Dept. installed a new pole, lights, and
scoreboard at the Rec. Park, and took possession of the new bucket truck. He reported that the water
Consumer Confidence Report would be out in April and that the departments were working on misc.
projects. Mr. Rowland reported that the Ohio EPA approved the Source Water Protection Plan, and
explained that the plan will increase fundability for future projects, and congratulated Mr. Frenk on the
accomplishment. Mr. Rowland announced that after further review, there are no issues with ice fishing on
the reservoir while the Water Dept. is pumping water.
Ordinance – Mr. Bughman reported that the committee met prior to council, and discussed ordinances on
tonight’s agenda. He mentioned that there would be a few revisions on Ordinance 2021-07 for the second
reading. Mr. Wells mentioned that the Social Media Policy, related to Ordinance 2021-06, was not
included in the ordinance, however asked Mr. Dupee to have a revised version of the policy before the
third ordinance reading; Mr. Dupee will have that ready.
Personnel – Mr. Bogan had nothing to report at this time.
7. ORDINANCES AND RESOLUTIONS

AN ORDINANCE ENACTING A NEW SECTION 137.04 OF THE CODIFIED ORDINANCES, RELATIVE TO
VILLAGE-AUTHORIZED SOCIAL MEDIA ACCOUNTS 1st Reading

AN ORDINANCE AMENDING SECTION 521.12 OF THE CODIFIED ORDINANCES, RELATIVE TO GARBAGE,
TRASH, AND RUBBISH 1st Reading

9. NEW BUSINESS
Snow Removal – Mr. Bughman thanked the employees for their work on snow removal during the recent snow
events. Mayor Schneider agreed, and thanked all of the village’s employees for working outside during the cold
winter months.
10. ADJOURN – Motion by Hartman, 2nd by Bughman to adjourn at 7:18 PM
