Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers/Teleconference March 15, 2021 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Absent Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manger Dupee, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz 3. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Dronsfield to approve the minutes from the March 1, 2021 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Dronsfield, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to Report  Chief Barfield – Nothing to Report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the report and offered to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the Department Superintendents were included in the packet and offered to answer any questions. Mr. Dupee reported that the President had just signed the American Rescue Plan, a federal stimulus package which will provide funding to State and Local Governments. He further reported that he will report back to council when he knows more about the appropriation of the funding.  Public Participation - None  Main Street Wellington – MSW Director Arntz gave her report which included the colors of the flowers for this year’s flower pots, Aprils 1st Friday event, Autism Awareness, on April 2 nd from 4 PM – 7 PM, and the possibility of the Gazebo Garden Walk, scheduled for May 8th. Ms. Arntz answered questions from Mayor Schneider in regard to the new restaurants and stores opening downtown. 6. REPORTS OF COMMITTEES  Finance – Mr. Rowland reported that the committee met prior to council and discussed February financials, 2020 Financial Statements, RITA update, and an ordinance for additional appropriations.  Police – Mr. Wells reported that the committee met prior to council and discussed the monthly and annual reports, and the new body cameras. Motion by Wells, 2nd by Dronsfield to hire Adrianne Nieves as a full time dispatcher at $25.50 per hour, effective March 29, 2021, with 2 weeks’ vacation after the six month probationary period, and 4 weeks’ vacation in 2022. Roll call vote was taken with all members present voting “yes”. Mr. Wells reported that he had received his COVID vaccination at the well run program at the Lorain County Fairgrounds. He thanked Mr. Dupee for adding the Social Media Policy to the packet; there was some discussion concerning the Social Media Policy.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on April 5 th. She reminded residents that the Cemetery Clean-up Day was April 15th and asked that all items be removed from the graves before that day. She reported that items may be returned the following week.  Utility – Mr. Rowland reported that the committee will meet prior to council on April 5 th.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on April 5 th.  Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2021-06 AN ORDINANCE ENACTING A NEW SECTION 137.04 OF THE CODIFIED ORDINANCES, RELATIVE TO VILLAGE-AUTHORIZED SOCIAL MEDIA ACCOUNTS 2nd Reading Motion by Wells, 2nd by Bogan to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2021-07 (Amended) AN ORDINANCE AMENDING SECTION 521.12 OF THE CODIFIED ORDINANCES, RELATIVE TO GARBAGE, TRASH, AND RUBBISH 2nd Reading Motion by Wells, 2 by Bughman to move the second reading as revised. Roll call vote was taken with all nd members present voting “yes”. ORDINANCE NO. 2021-08 AN ORDINANCE AMENDING THE 2021 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN REVENUES AND EXPENSES 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Charter Commission – Mayor Schneider reported that the Charter Commission will meet on April 7th at 5:00 PM via Go To Meeting, and on the 1st and 3rd Wednesdays thereafter. He further reported that all of council will be sent the meeting link, and those members with questions for the commission to please forward those to Mr. Dupee. Mayor Schneider mentioned that the meeting minutes will be included in the council packets. 10. ADJOURN – Motion by Bughman, 2nd by Wells to adjourn at 7:22 PM
