1. PLEDGE OF ALLEGIANCE - Mayor Schneider called the meeting to order with the Pledge of Allegiance

3. APPROVAL OF MINUTES – Mr. Bughman asked that the minutes be amended to the correct spelling of Gary
Feron. Motion by Bughman, 2nd by Rowland to approve the minutes from the September 7, 2021 council meeting
as amended. Roll call vote was taken with all members present voting “yes”.
4. FINANCIAL REPORTS – Motion by Wells, 2nd by Bogan to approve the expenses and pay the bills. Roll call vote
was taken with all members present voting “yes”.

5. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS
Mayor Schneider – Mayor Schneider asked for a motion to enter into executive session to discuss
personnel. Motion by Dronsfield, 2nd by Bughman to enter into executive session to discuss the
employment of a Village employee or official, at 7:01 PM. Roll call vote was taken with all members
present voting “yes”. Mayor Schneider called the meeting to order at 7:08 PM. Roll call was taken with the
same members present.
Law Director Bond – Nothing to report
Chief Barfield – Nothing to report
Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and
offered to answer any questions.
Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were
included in the packet. Mr. Dupee announced that he had submitted his resignation notice to the Mayor,
and reported that he had accepted the Assistant Vice President of Energy Efficiency position with AMP.
He explained that he has enjoyed his time with the Village, which is his hometown, and will miss it greatly.
Mayor Schneider thanked Mr. Dupee for all of the progress he has made in the Village within the last five
years. He wished Mr. Dupee the best, as the Mayor, and as a friend.
Public Participation - None
Main Street Wellington – MSW Director Arntz reported that Heritage Ohio would be in the Village on
Wednesday for “Caring for an Elderly Building” training session. She mentioned the Fall in Love with
Wellington festival on October 1st and 2nd, and an upcoming fall raffle and asked anyone interested to
check out the Facebook page, or the Main Street website.
6. REPORTS OF COMMITTEES
Finance – Mr. Rowland reported that the committee met prior to council and discussed the financials,
RITA collections which are on track, and American Rescue Plan funds. He mentioned that the SLCAD
minutes were included in the packet.
Police – Mr. Wells reported that the committee met prior to council and discussed routine reports, staffing
issues, and ways of funding another full-time officer. Mr. Wells expressed gratitude, and regrets, of Mr.
Dupee’s resignation, and the Village’s loss. He thanked Mr. Dupee for his work.
Public Works – Ms. Dronsfield reported that the committee will meet on October 4th prior to council.
Utility – Mr. Rowland reported that the committee will meet on October 4th prior to council.
Ordinance – Mr. Bughman reported that the committee will meet on October 4th prior to council.
Personnel – Mr. Bogan had nothing to report at this time.
7. ORDINANCES AND RESOLUTIONS
RESOLUTION NO. 2021-34
A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT TO JOIN
BUCKEYE OHIO RISK MANAGEMENT ASSOCIATION BENEFITS POOL (BORMA) FOR THE FURNISH AND
ADMINISTRATION OF EMPLOYEE HEALTHCARE BENEFITS 3rd Reading
Mr. Wells commented that he was skeptical at first, however, the County Commissioners lack of stability, has
made him happy to support the issue. Motion by Wells, 2 nd by Bogan to approve the third reading. Roll call vote
was taken with all members present voting “yes”.
RESOLUTION NO. 2021-35
A RESOLUTION APPOINTING A REPRESENTATIVE AND ALTERNATE TO SERVE AS WELLINGTON’S
REPRESENTATIVES ON THE BOARD OF DIRECTORS OF THE BUCKEYE OHIO RISK MANAGEMENT
ASSOCIATION BENEFITS POOL (BORMA) 3rd Reading
Motion by Bogan, 2nd by Wells to approve the third reading. Roll call vote was taken with all members present
voting “yes”.
ORDINANCE NO. 2021-40
AN ORDINANCE AMENDING THE 2021 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT
ADDITIONAL “AMERICAN RESCUE PLAN ACT” RECEIPTS AND TO MAKE APPROPRIATIONS FOR
CERTAIN EXPENSE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading
Motion by Wells, 2nd by Rowland to suspend the rules. Roll call vote was taken with all members present voting
“yes”. Motion by Wells, 2nd by Rowland to approve as read. Roll call vote was taken with all members present
voting “yes”.
RESOLUTION NO. 2021-41
A RESOLUTION EXPRESSING THIS COUNCIL’S GRATITUDE AND SUPPORT FOR ALL COMMUNITY
MEMBERS WORKING ON THE FRONT LINES IN THE FIGHT AGAINST OHIO’S OPIOID EPIDEMIC, AND
PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading
Mr. Wells mentioned the devastating effects of the COVID epidemic on the community members working the front
lines, and suggested recognizing those individuals also. Ms. Dronsfield suggested a resolution for the next
meeting to recognize health care workers. Motion by Wells, 2nd by Bogan to suspend the rules. Roll call vote was
taken with all members present voting “yes”. Motion by Wells, 2 nd by Rowland to approve as read. Roll call vote
was taken with all members present voting “yes”.
8. OLD BUSINESS
CBD Trees/Sidewalks – MSW Director Arntz asked about the tree removal project in the Central Business
District; Mayor Schneider reported that the project start is to be determined.
9. NEW BUSINESS
Kiwanis Nut Sale – Mr. Bughman reported that the Morris Furcron Annual Nut Sale, has begun and asked
anyone interested to contact a Kiwanis member.
Records Retention Meeting – Motion by Rowland, 2nd by Bogan to hold a Records Retention Meeting on
October 18th at 5:00 PM. Roll call vote was taken with all members present voting “yes”.
Coffee with the Mayor – Mayor Schneider announced his Coffee with the Mayor meeting at Bread-N-Brew on
Saturday from 9:00 AM – 10:00 AM.
Health Insurance – Mayor Schneider thanked Mr. Dupee and Mrs. Pfeiffer for all of the work they have put into
the BORMA health insurance conversion.
