Council Chambers October 4, 2021 7:00 PM
1. PLEDGE OF ALLEGIANCE - Council President Hartman called the meeting to order with the Pledge of
Allegiance
2. ROLL CALL

3. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Wells to approve the minutes from the September 20, 2021
meeting. Roll call vote was taken with all members present voting “yes”.
4. FINANCIAL REPORTS – Motion by Wells, 2nd by Dronsfield to approve the expenses and pay the bills. Roll call
vote was taken with all members present voting “yes”.

5. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS
Mayor Schneider - Absent
Law Director Bond – Nothing to report
Chief Barfield – Absent, LT Poling – Nothing to report
Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and
offered to answer any questions. She answered questions from Mr. Hartman regarding her summary.
Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department
superintendents were included in the packet. He reported that they had begun the 2022 budget process,
and he was working on the narrative. He mentioned that he would be available to hold an earlier budget
hearing, or would be available to return for the hearing set for November 1st, if council wished. He
answered questions from Mr. Wells regarding Village Manager advertisements. He answered questions
from Ms. Dronsfield regarding the Police Station bids.
Public Participation
Support the Library - Janet Hollingsworth, from the Herrick Memorial Library was in attendance to discuss
the coming operating renewal levy, which will be on the November ballot. Motion by Wells, 2 nd by
Hartman to support the Herrick Memorial Library’s operation renewal levy. Roll call vote was taken with all
members present voting “yes”.
Morris Furcron Annual Nut Sale – Ayers Ratliff was in attendance to remind residents to purchase their
Peterson nuts from the Wellington Kiwanis, where one half of the proceeds go towards scholarships and
leadership programs for kids. Mr. Ratliff congratulated Councilman Bughman, recipient of the Main Street
Wellington’s Morris Furcron Outstanding Citizenship award.
Main Street Wellington’s Morris Furcron Outstanding Citizenship Award – Mr. Bughman thanked Main
Street Wellington, and numerous volunteers and associates for their help throughout the year. Mr.
Bughman was met with applause.
Main Street Wellington – Mr. Hartman reported for Director Arntz who was not able to attend the meeting.
He mentioned many thanks to the volunteers, vendors, and sponsors who helped with the Fall in Love
with Wellington festival. He announced the recipients of the Morris Furcron Outstanding Citizens Award:
Dr. Jack Coates for 2019, Mark Bughman for 2020, and Carol Burke for 2021. He mentioned upcoming
events including a B2B mixer at Cherished Creations on Oct. 13 th, and Downtown Wellington Trick or
Treat on Saturday Oct. 30th from 10:30 AM – Noon. Community Trick-or-Treat will be held on Sunday
October 31st from 6:00 PM – 7:30 PM.
6. REPORTS OF COMMITTEES
Finance – Mr. Hartman reported that the Finance Committee will meet on October 18 th prior to council.
Police – Mr. Wells reported that the Police Committee will meet prior to council on October 18 th.
Public Works – Ms. Dronsfield reported that the committee met prior to council, where they discussed
illegal dumping in the brush pile at Public Works. She further reported that cameras have been installed,
and the pile is being monitored by the Police Department. She mentioned that the brush pile is for
Wellington residents, yard waste only. She mentioned that leaf collection will begin when large amounts
of leaves begin to fall.
Utility – Mr. Bughman reported that the committee met prior to council. Mr. Bughman reviewed the
superintendent’s staff reports with council. Mr. Hartman reported that residents should report street light
outages to the Electric Dept. at 647-3827.
Ordinance – Mr. Bughman reported that tonight’s meeting had been cancelled.
Personnel – Mr. Bogan had nothing to report at this time.
7. ORDINANCES AND RESOLUTIONS
RESOLUTION NO. 2021-42
A RESOLUTION AUTHORIZING THE APPOINTMENT AND EMPLOYMENT OF MARK ROSEMARK AS
ACTING VILLAGE MANAGER, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading
Mr. Hartman reported that the hourly wage needed to be corrected, $54.55 per hour, according to the wage chart.
Motion by Wells, 2nd by Hartman to suspend the rules. Roll call vote was taken with all members present voting
“yes”. Motion by Wells, 2nd by Bughman to approve as amended. Roll call vote was taken with all members voting
“yes”. Motion by Hartman, 2nd by Bughman to make the resolution effective immediately. Roll call vote was taken
with all members present voting “yes”.
Law Director Bond reminded council to accept the resignation of Village Manager Steve Dupee.
Motion by Hartman, 2nd by Bogan to accept the resignation of Village Manager Steve Dupee, with regret, effective
October 27, 2021. Roll call vote was taken with all members present voting “yes”. Mr. Hartman thanked Mr.
Dupee for the numerous things he has accomplished during his time with the Village.
ORDINANCE NO. 2021-43
AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL, BY SUBSTITUTING NEW
APPENDICES “B” AND “C” 1st Reading
ORDINANCE NO. 2021-44
AN ORDINANCE AMENDING THE RESTATED PERSONNEL MANUAL BY AMENDING AND RESTATING
SECTION 4.9, PERTAINING TO EMPLOYEE INSURANCE, COMMENCING IN 2022 1 st Reading
Mr. Wells asked Mr. Dupee for an update on the progress for the insurance conversion; Mr. Dupee reported that
all of the agreements had been entered with BORMA. He and Mrs. Pfeiffer have been working with Magis
Advisory Group on the open enrollments, and the employee meeting had been scheduled for October 11 th.
8. OLD BUSINESS
CSX Refund – Mr. Hartman asked Mr. Dupee whether the Village had received their refund from CSX; Mr. Dupee
and Mrs. Pfeiffer answered yes.
9. NEW BUSINESS
Homecoming – Mr. Bughman thanked residents for attending the High School Homecoming event on Friday
evening, and mentioned that the marching band received a Superior rating at their competition.
Candidates Night – Mr. Bughman invited residents to attend Candidates Night at the Town Hall, sponsored by the
Wellington Kiwanis, on Thursday October 14th at 7:00 PM.
10. ADJOURN – Motion by Bogan, 2nd by Bughman to adjourn at 7:42 PM
