Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers September 6, 2022 7:16 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz 3. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Wells to approve the minutes from the August 15, 2022 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider – Nothing to report  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever mentioned that his memo was included in the packet, and proceeded to touch on the bullet points on the report. He answered questions from Mr. Hartman regarding Supt. Loves report regarding meters, and from Mr. Bughman regarding rolling blackouts. There was some discussion concerning the power grids and blackouts. Mr. Hartman asked Mrs. Pfeiffer to include an updated 2021/2022 power cost spreadsheet in the next packet. Mr. Hartman requested that no major vehicle purchases be added to the 2023 capital budget, and if there were, that they be accompanied by vehicle maintenance documents.  Public Participation - None  Main Street Wellington – MSW Director Arntz thanked Don Novotny for his help with a kitchen sink drain at the office. She mentioned Revitalization Road Map, a USDA grant, visiting the Village on October 17, 18, and 19. She mentioned Connect to a Cause, where you can donate to nonprofits, live on Sept. 15 th, and mentioned donating to the Spirit of 76 Museum. She reported that the Fall in Love with Wellington festival would be a one day event this year, and encouraged residents to attend the Transportation Festival. Mr. Wells thanked Mrs. Arntz for mentioning the Museum in her Connect to a Cause report, and also suggested considering donating to the Museum. Mr. Hartman mentioned that he enjoyed Ms. Norton’s informative Facebook Live historical posts. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed RITA collections of $203,000 and mentioned that they are up from last year. He mentioned that they had an ARPA appropriation discussion, as well.  Police – Mr. Wells reported that the committee will meet prior to council on September 19 th, and mentioned that the K9 program is ongoing.  Public Works – Ms. Dronsfield reported that the committee met prior to council and mentioned that many of the Public Works capital projects have been completed. She mentioned that Denes Concrete would be in to pour a portion of N. Mill St. from Jones to Sheila Dr. soon, and Public Works would soon be ordering a snowblower.  Utility – Mr. Rowland reported that the committee met prior to council, and mentioned that they would meet again on September 19th to hear reports from Supt. Jon Love, and Supt. Steve Norton.  Ordinance – Mr. Bughman mentioned that the committee will meet on October 3 rd prior to council.  Personnel – Mr. Rowland reported that the committee met prior to council. Motion by Rowland, 2 nd by Feron to increase Jacob Willbonds hourly rate to $22.38, effective immediately. Roll call vote was taken with all members voting “yes”.  Gary Feron – Mr. Feron reported that the Cemetery Board met on August 17 th. He further reported that the board had changed their meeting time to 5:30, and that the next meeting will be on September 21 st at 5:30 PM at the Cemetery. He mentioned that the Cemetery Clerk Sonja Beat would have a work space at the Township Trustee building. He reported that the board will be getting a quote for a new tractor, and they will be having an Angel carving made from a tree near the baby graves. He mentioned that he helped straighten three headstones, and that the Board voted to appoint Bill Bogan to the Cemetery Board. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-36 AN ORDINANCE AMENDING AND CORRECTING SECTION 159.04(B) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO POLICE UNIFORM ALLOWANCE 2 nd Reading Motion by Wells, 2nd by Hartman to move the second reading. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2022-39 A RESOLUTION DECLARING THE VILLAGE’S INTENTION TO ELECT THE “STANDARD ALLOWANCE” AVAILABLE UNDER THE REVENUE LOSS PROVISIONS OF THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND ESTABLISHED UNDER THE AMERICAN RESCUE PLAN ACT, AND DESIGNATING VARIOUS PURPOSES FOR WHICH SUCH FUNDS SHALL BE EXPENDED 2nd Reading Motion by Rowland, 2nd by Wells to amend Exhibit “A” and use Mr. Greever’s new ARPA Appropriation Prioritization Chart, which was received this evening. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2 nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2 nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO 2022-41 AN ORDINANCE AMENDING SECTION 501.14 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON RELATIVE TO CHRONIC NUISANCE ACTIVITITES 2 nd Reading Motion by Hartman, 2nd by Rowland to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-43 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH SHERMAN & REILLY, INC. FOR THE PURCHASE OF A NEW 3,000 POUND, SINGLE DRUM PULLER TENSIONER, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Rowland, 2nd by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Rowland to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-44 AN ORDINANCE AMENDING SECTION 1175.11 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO ELECTRONIC CHANGEABLE MESSAGE SIGNS 1 st Reading 8. OLD BUSINESS 9. NEW BUSINESS Advertise – Mayor Schneider reported that he would like to advertise for a Prosecutor and a Solicitor, as he the Village has not reviewed their options in a while. Motion by Hartman, 2nd by Feron to advertise for a Prosecutor and a Solicitor. Roll call vote was taken with all members voting “yes”. Engineer – Mr. Hartman suggested that Mr. Greever look for an engineering firm, as well. Mr. Greever will look into it. Passing – MSW Director Arntz reported that Red Iron owner Cathy Sutton had passed away recently, and her husband may be looking to sell the business. 10. ADJOURN – Motion by Feron, 2nd by Hartman to adjourn at 7:46 PM
