Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers September 19, 2022 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. Richard Saccardo 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the September 6, 2022 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer reported that her summary was included in the packet and offered to answer any questions.  Village Manager Greever mentioned that his memo was included in the packet and offered to answer any questions.  Public Participation - None  Main Street Wellington - Richard Saccardo from MSW gave his report and mentioned Fall in Love with Wellington Event on Oct. 1st, and the First Friday event on October 7th, Fans or Flannels, sponsored by Farm and Home Hardware. He mentioned the Revitalization Program from Heritage Ohio, where village officials, business owners, and residents, will discuss downtown revitalization, will be three days, Oct. 17, 18, and 19 th. 6. REPORTS OF COMMITTEES  Finance – Mr. Rowland reported that the committee met prior to council where they discussed August financials, which are up, a meeting with JR White concerning ARPA funds, power cost comparison, and health insurance. He mentioned that the committee amended the agenda to hear new business items for the Police Committee as that committee did not have enough for a quorum. Motion by Wells, 2 nd by Rowland to hire Morgan Bynum Robinson as a part time patrolman at $21.24 per hour, effective after passing testing. Roll call vote was taken with all members present voting “yes”.  Police – Next meeting will be October 17th prior to council.  Public Works – Next meeting will be October 3rd, prior to council.  Utility – Mr. Rowland reported that the committee met prior to council where the discussed AMI vs. AMR metering systems, ground storage tank warranty review. Mayor Schneider added that there was promising information in the discussion about the meters.  Ordinance – Next meeting will be October 3rd prior to council.  Personnel – Next meeting to be determined.  Councilman Feron – Mr. Feron mentioned that the cemetery board would meet on Wednesday at 5:30 PM, and the fall cemetery cleanup will begin on October 15th. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-36 AN ORDINANCE AMENDING AND CORRECTING SECTION 159.04(B) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO POLICE UNIFORM ALLOWANCE 3 rd Reading Motion by Wells, 2nd by Rowland to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO 2022-41 AN ORDINANCE AMENDING SECTION 501.14 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON RELATIVE TO CHRONIC NUISANCE ACTIVITITES 3 rd Reading Motion by Rowland, 2nd by Feron to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2022-44 AN ORDINANCE AMENDING SECTION 1175.11 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO ELECTRONIC CHANGEABLE MESSAGE SIGNS 2 nd Reading There was some discussion concerning the Congregational Church reviewing the proposed ordinance. Motion by Rowland, 2nd by Feron to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2022-45 AN ORDINANCE AMENDING THE 2022 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Tick-or-Treat – Mayor Schneider announced that Trick-or-Treat will be Monday October 31st from 6 PM – 7:30 PM, and the business district trick-or-treat will be on Saturday October 29th from 13:30 – Noon. Coffee with the Mayor – Mayor Schneider reported that the next Coffee with the Mayor will be on Saturday October 29 th from 9:00 AM – 11:00 Am at Bread & Brew. 10. ADJOURN – Motion by Feron, 2nd by Rowland to adjourn at 7:40 PM
