Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers November 21, 2022 7:29 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, VM Greever, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Wellington schools Supt. APPROVAL OF MINUTES – Motion by Wells, 2nd by Feron to approve the minutes from the November 7, 2022 meeting and the November 7, 2022 Special Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider – Mayor Schneider swore in the newly hired part time patrolman Justin Schwark. Mr. Schwark was met with applause. Mayor Schneider announced the retirement of Chief Barfield, with regret. Motion by Hartman, 2nd by Feron to accept the retirement resignation of Chief Tim Barfield effective February 3, 2023, with regret. Roll call vote was taken with all members voting “yes”. Mayor Schneider announced the promotion of Sgt. Jim McPike to Chief of Police. Motion by Hartman, 2 nd by Rowland to promote Jim McPike to Chief of Police effective February 3, 2023, at $80,000 per year and four weeks of vacation. Roll call vote was taken with all members voting “yes”.  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever reported that he would stand on his report which was included in the packet, and offered to answer any questions. Mr. Hartman thanked Mr. Greever and Mrs. Pfeiffer for their thorough reports.  Public Participation – Wellington School Supt. Webber, Treasurer Donnelly, and Bd. Member Ratliff were in attendance to give an update on the state of the Wellington Schools. (left at 8:16 PM)  Main Street Wellington – Director Arntz reported that the MSW Board approved the Community Heart and Soul model. She announced that the last First Friday would be held on December 2nd. She encouraged residents to attend Small Business Saturday on November 26th and reminded everyone to shop small businesses, who need the support. Ms. Dronsfield announced the upcoming A Christmas Carol, radio version, performed by the drama club on December 1st, 2nd, and 3rd; tickets will be available at the door. She mentioned that her Grandson Jonah will be playing the part of Scrooge! 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the RITA collection update, health insurance savings, budget review with an updated version next month.  Police – Mr. Wells reported that the committee met briefly prior to Council and will meet again on  December 19th.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on December 9 th.  Utility – Mr. Rowland reported that the committee will meet prior to council on December 9 th.  Ordinance – Mr. Bughman reported that the committee will meet prior to council in there is business to discuss.  Personnel – Mr. Rowland reported that the committee met prior to council in executive session, and no decisions were made. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-49 AN ORDINANCE AMENDING SECTION 3.12 OF THE VILLAGE PERSONNEL POLICY MANUAL, RELATIVE TO EMPLOYEE TRAINING LOANS 3rd Reading Motion by Rowland, 2 by Hartman to approve the third reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2022-51 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES COMMENCING IN 2023, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2 nd Reading Motion by Hartman, 2 by Rowland to move the second reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2022-52 AN ORDINANCE ENACTING A NEW SUBSECTION 159.05(C) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON RELATIVE TO AUXILIARY POLICE UNIFORMS 2nd Reading Motion by Feron, 2 by Hartman to move the second reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2022-57 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW AND OTHER VILLAGE LEGAL COUNSEL, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading 8. OLD BUSINESS 9. NEW BUSINESS Christmas Flower Pot Contest – MSW Director Arntz thanked the Mayor and Council for allowing Main Street to have the Christmas Flower Pot Decorating Contest this year. 10.
