Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers December 5, 2022 7:23 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Dronsfield to approve the minutes from the November 21, 2022 meeting and the November 21, 2022 Special Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield (absent) – Sgt. McPike and Lt. Poling – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever mentioned that he met with AMP in preparation for a rate study, he mentioned that Union School Park was underway with surveyors beginning soon. He reported that he would be coming back to council soon with a plan “A” and “B” concerning the CBD tree discussion.  Public Participation - None  Main Street Wellington – MSW Director Arntz thanked Bob Brasee and Scott Markel for building Christmas trees from pallet wood for the gazebo ornaments. She thanked Kurtz Christmas Tree farm for the Gazebo tree donation. She gave a report on coming events and encouraged residents to vote for the Christmas flower pot contest. Mayor Schneider thanked Mrs. Arntz for all of her hard work; she was met with applause. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council to continue the discussion on the 2023 budget. He thanked Mr. Greever and Mrs. Pfeiffer for all of the work they put into the budget. Mayor Schneider added that the budget will be posted on the Village Website, he thanked Council for their review, and questions concerning the budget. Ms. Dronsfield mentioned that the Superintendents work well with Mrs. Pfeiffer and Mr. Greever.  Police – Mr. Wells reported that the committee will meet on December 19 th prior to council.  Public Works – Mrs. Dronsfield reported that the committee met prior to council where Supt. Brasee updated the committee on Public Works projects. She mentioned that leaf collection will run until the end of the year. She reported on a discussion concerning the possibility of a temporary ice skating rink which  the committee decided there was no extra resources for funding. Motion by Dronsfield, 2 nd by Bughman to promote Joe Neuwirth from part time to full time employee at $18.74 per hour, effective January 1, 20223. Roll call vote was taken with all members voting “yes”.  Utility – Mr. Rowland reported that the committee met prior to council where they found all departments reported business as usual. He further reported that they heard an update on the AMI meter project.  Ordinance – Mr. Bughman reported that the committee will meet on January 3 rd if there is business to discuss.  Personnel – Mr. Rowland reported that the committee met prior to council in executive session.  Cemetery – Mr. Feron reported that the Cemetery Board met and were busy straightening stones, painting, and will be performing drainage work in the future. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-51 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES COMMENCING IN 2023, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3 rd Reading Motion by Rowland, 2nd by Wells to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-52 AN ORDINANCE ENACTING A NEW SUBSECTION 159.05(C) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON RELATIVE TO AUXILIARY POLICE UNIFORMS 3rd Reading Motion by Wells, 2 by Hartman to move the third reading. Roll call vote was taken with all member voting “yes”. nd ORDINANCE NO. 2022-57 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW AND OTHER VILLAGE LEGAL COUNSEL, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2 nd Reading Motion by Wells, 2 by Hartman to move the second reading. Roll call vote was taken with all members voting nd “yes”. RESOLUTION NO. 2022-58 A RESOLUTION AUTHORIZING REVISING THE COMPENSATION RATES AND TERMS OF EMPLOYMENT FOR CERTAIN KEY EMPLOYEES RE-HIRED AFTER RETIREMENT 1st Reading Motion by Rowland, 2nd by Wells to amend the resolution to change David Novotny to Don Novotny, and to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2 nd by Rowland to approve as amended. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-59 AN ORDINANCE AMENDING THE 2022 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (Requesting suspension of the rules) 1st Reading Motion by Hartman, 2nd by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS 9. NEW BUSINESS Employee Appreciation/Christmas Party – Village Manager Greever reported that the employee appreciation/Christmas party would be held on December 16th at Public Works at 11:30 PM. He mentioned that all of Council was invited and asked that those interested in attending to let him know. 10. ADJOURN – Motion by Wells, 2nd by Bughman to adjourn at 7:52 PM
