Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers April 3, 2023 7:29 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Law Director Bond, Sgt. Athanas, Fire Chief Wetherbee, Clerk of Council O’Brien 3. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Hartman to approve the minutes from the March 20, 2023 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike (Absent) – Sgt. Athanas – Nothing to report  Finance Director Pfeiffer – Mayor Schneider reported Mrs. Pfeiffer had to leave, father passed away. He sent thoughts and prayers to her and her family.  Village Manager Greever – Mr. Greever reminded council of the AMP trip on April 18th. He answered questions from Mr. Bughman concerning his video call with Senator Vance.  Public Participation – Fire Chief Wetherbee was in attendance to provide his yearly Fire District report. He answered questions from Mr. Wells regarding the County Commissioners and the radio contract issue. Mr. Wells and Ms. Dronsfield thanked Chief Wetherbee for his work on the radio issue and asked him to keep the issue relevant in the media. Mr. Hartman added that Chief Wetherbee works tirelessly on many issues, not only this radio issue. He described the Chief as a fine leader of his department, always making himself available, and mentioned how he effectively collaborates with the SLCAD, and the Police Department. He thanked Chief Wetherbee for the work that he does to keep us safe. Mayor Schneider reported that he and Mr. Hartman met with Commissioner Riddell earlier in the day. He mentioned that he appreciated the Commissioner taking the time to answer some of their questions.  Main Street Wellington - None 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet prior to council on April 17 th.  Police – Mr. Wells reported that the committee will meet prior to council on April 17 th.  Public Works – Ms. Dronsfield mentioned that the committee met prior to council. She reported that the committee heard a report from Supt. Brasee on many projects including, street paving on Courtland St., work on the maintenance building at the Rec. Park, and the continual street patching.  Utility – Mr. Rowland reported that the committee met prior to council where they heard from all three Superintendents. He mentioned that they heard from Jon Love and Dave Bealer about the AMI meter project, which will upgrade the water and electric meters throughout the Village.  Ordinance – Mr. Bughman reported the committee will meet on May 1st if there is any business to conduct.  Personnel – Mr. Rowland reported that the committee met prior to council. Motion by Rowland, 2 nd by Bughman to hire Ralph Wright as seasonal mower at $15.00 per hour effective April 17, 2023. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2 nd by Bughman to hire Matt Cannon as Water Meter Technician at $24.25 per hour, and approximately 150 sick hours will be transferred from his current employer to Wellington, with two weeks’ vacation, and will be grandfathered into the sick time accrual policy, maxing out at 1440 hours, effective April 17, 2023, pending drug testing. Roll call vote was taken with all members voting “yes”.  Gary Feron – Mr. Feron reported that the Cemetery minutes were included in the packet. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2023-14 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 2nd Reading Mr. Wells had questions regarding the mandated changes to state law which are listed on the ordinance, specifically the handgun change; Mr. Bond explained that we pay the codifier to make sure our book matches the state code. Motion by Wells, 2nd by Hartman to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2023-15 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATIONS OF THE HOUSING COUNCIL MEMBERS AND DECLARING AN EMERGENCY 1st Reading Motion by Rowland, 2 by Hartman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2023-16 A RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2023 1st Reading Motion by Wells, 2nd by Rowland to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “ye”. 8. OLD BUSINESS - None 9. NEW BUSINESS Park Committee Meeting – Mayor Schneider reported that the Park Committee met prior to council and announced moving forward with a ground breaking ceremony over the July 3rd Holiday, the fall planting of a Christmas tree in the center of the park, and playground equipment next year to coincide with the Kiwanis 100 th Anniversary. He reported that they gave Bob Brasee permission to begin removing concrete at his convenience. The next meeting will be either May 1st or May 15th, depending upon the completion of the architects plan. Coffee With the Mayor - April 15th at 9:00 AM at Bread-N-Brew. Rec. Park – Mr. Bughman reported that he installed the sound system at the baseball field at the Rec. Park. Cemetery – Mr. Feron reported that they will proceeding with the tree carving of an angel near the infant’s gravesites, which should be completed by Memorial Day. 10.
