Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers April 17, 2023 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Absent Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief McPike, Sgt. Athanas, Clerk of Council O’Brien, Sheila Holmes 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the April 3, 2023 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Dronsfield to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet, and offered to answer any questions.  Village Manager Greever – Mr. Greever reminded Council about their AMP tour, scheduled for tomorrow. Mr. Bughman thanked Mr. Greever for covering the fire on Johns St., the thanked Chief McPike and Officer Pickerington as well.  Public Participation – Sheila Holmes was in attendance to represent AARP tax aid program. She reported that their team prepared over 360 tax returns, and thanked council for allowing them the use of the council chambers. Ms. Holmes gave thanks to Marla Lent who schedules the tax appointment, and goes over and above to assist with the program.  Main Street Wellington 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the March financial report, and Vanya answered many questions for the committee. He mentioned that RITA collections are up 4.3% from last year.  Police – Mr. Hartman reported that the committee met prior to council where they reviewed the monthly report and learned that animal complaints are on the rise. He mentioned hearing a report from Chief McPike explaining overtime, and reviewed the Police Department’s 2022 Annual Report. He mentioned that the SLCAD and Fire Board minutes were included in the packet.  Public Works – Ms. Dronsfield reported that the committee will meet on May 1st prior to council. She asked residents to be mindful of bike riders, and bike riders to be mindful of traffic as nice weather approaches.  Utility – Mr. Rowland reported that the committee will meet prior to council on May 1st.  Ordinance – Mr. Bughman reported that the committee will meet on May 1st if there is business to discuss.  Personnel – Mr. Rowland reported that the next meeting is to be determined. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2023-14 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 3rd Reading Motion by Rowland, 2nd by Hartman to move the third reading. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS 9. NEW BUSINESS Flower Planting and Downtown Cleanup - Mr. Bughman reported that flower planting will take place in the CBD on May 24th at 9:00 AM, and downtown cleanup will take place on May 20th at 9:00 AM. Village Township Joint Meeting – Mrs. Pfeiffer reminded council that the May 1 st meeting was the joint meeting with the township. 10. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:09 PM
