1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance.

3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the April 17, 2023
Council Meeting. Roll call vote was taken with all members voting “yes”.
4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. Roll call
vote was taken with all members voting “yes”.

5. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS

Law Director Bond – Nothing to report
Chief McPike (Absent) – Sgt. Athanas – Nothing to report
Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and
offered to answer any questions.
Village Manager Greever – Mr. Greever thanked the members of council who attended the AMP trip to
Columbus, and mentioned that the AMP team appreciated the visit. Mr. Greever mentioned that he is
going to plan a trip to the Freemont energy plant in the fall. Mayor Schneider thanked Mr. Greever for
putting the trip together, and felt that the visit was very beneficial. Mr. Hartman mentioned that he left
feeling that the Village is in great hands, and that it was a good day. There was some discussion
concerning utility rates.
Public Participation - None
Main Street Wellington – MSW Director Arntz reported on Small Business Week, and distributed a
pamphlet highlighting business throughout Lorain County. She mentioned upcoming events including the
Gazebo Garden Walk on Saturday May 13th, and Night at the Races on Saturday May 6th. Mr. Greever
mentioned that he and the Mayor met with Main Street in regard to murals. Mayor Schneider added that
the meeting went well, they had well themed ideas, provided them with a good foundation, and was
hopeful on moving forward. Ms. Arntz mentioned that they are also considering installing an American
House photo wrap which will be housed in an aluminum frame, and will be presenting the photo to council
in the future. There was some discussion concerning the Congressional Art contest, and the High School
art show.
Motion by Wells, 2nd by Hartman to enter into the Cemetery Joint Council and Township meeting at 7:20
PM. Roll call vote was taken with all members voting “yes”.

b. Approval of Minutes: Minutes from the May 2, 2022 Joint Meeting Motion by Spreng, 2 nd by Feron to
amend the minutes from the May 2, 2022 meeting, under Discussion, sentence #2 (in bold) Fred Pitts
explained that in 2022 the Cemetery Board felt that they were being underpaid, and there was a dispute.
Roll call vote was taken with all members voting “yes”.
c. Old Business - None
d. New Business – Mr. Spreng gave a report on Cemetery business over the past year. He mentioned the
possible need for a levy in the coming years. Mr. Bogan commented on the new computer software, and
operation. There was some discussion concerning the tree removal taking place at the cemetery. Mr.
Spreng mentioned that the Cemetery Clerk had an office at the Township Garage. He thanked Helen
Dronsfield for her years of service on the Cemetery Board; Mayor Schneider thanked Ms. Dronsfield for
her 14 years of service to the Cemetery Board, and invited her to lunch in lieu of a resolution of thanks.

RESOLUTION NO. 2023 - 17
A JOINT RESOLUTION OF THE VILLAGE OF WELLINGTON AND THE TRUSTEES OF WELLINGTON
TOWNSHIP DETERMINING THE RATE OF TAXATION TO BE LEVIED UPON THE TAXABLE
PROPERTY WITHIN THE VILLAGE OF WELLINGTON AND THE TOWNSHIP OF WELLINGTON FOR
CEMETERY PURPOSES
Motion by Wells, 2nd by Pitts to approve as read. Roll call vote was taken with all members voting “yes”.
e. Adjourn Joint Village/Township Meeting – Motion by Hartman, 2nd by Feron to adjourn at 7:40 PM.
Roll call vote was taken with all members voting “yes”. Mayor Schneider called the regular Council
Session to order at 7:40 PM.
6. REPORTS OF COMMITTEES
Finance – Mr. Hartman reported that the committee will meet prior to council on May 15 th.
Police – Mr. Wells reported that the committee will meet prior to council on May 15th.
Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed roof repairs
at the Rec. Park, and the possibility of adding a Rec. Park Director position. Motion by Dronsfield, 2 nd by
Bughman to hire seasonal summer employees: 1st year, Evan Ladina for Public Works at $11.00 per
hour, 1st year, McKenna Solkiewicz for Public Works at $11.00 per hour, 1st year, Marshal Mull for Rec.
Park at $11.00 per hour, 1st year, Nathan Glavich for Rec. Park at $11.00 per hour, and 3rd year, Maddie
Mull for Rec. Park at $12.00 per hour. Roll call vote was taken with all members voting “yes”. Motion by
Dronsfield, 2nd by Bughman to hire Parker Rankin as full time Public Works Operator at $17.85 per hour,
effective June 5, 2023 after passing drug testing. Roll call vote was taken with all members voting “yes”.
Utility – Mr. Rowland reported that the committee met prior to council, where they found utilities to be
business as usual. He mentioned that the new UV system at the Waste Water Plant had been completed
and was in operation. Motion by Rowland, 2nd by Bughman to hire Chandler Polen as 1st year seasonal
summer employee at the Water Plant at $11.00 per hour, effective May 22, 2023. Roll call vote was taken
with all members voting “yes”.
Ordinance – Mr. Bughman reported that the committee will meet on June 5 th if there is business to
discuss.
Personnel – Mr. Rowland reported that the committee met in executive session prior to council.
7. ORDINANCES AND RESOLUTIONS - None
8. OLD BUSINESS
Radio Progress/Updates – Mr. Wells asked whether or not there had been any progress or updates to the County
Commissioners and the radio issue; Mayor Schneider reported that there has been no new updates.
9. NEW BUSINESS - None
10. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:46 PM
