1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance
2. ROLL CALL

Councilman Gary Feron – Present Councilman Guy Wells – Present
Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, LT. Poling, Clerk of Council
O’Brien, Madison Schneider, TJ Martin & Jason Wester from Cleveland Communications
3. OLD BUSINESS
Health Ins. Census Update – Mr. Hartman mentioned that the employee health census he received from FD Pfeiffer
revealed in 2021-37 employees, in 2022-38 employees, in 2023-40 employees. County insurance was $80,000, and
BORMA insurance 1st year was $67,000, 2nd year was $74,000.
Cleveland Communications – Mayor Schneider introduced TJ Martin and Jason West from Cleveland
Communications. LT. Poling distributed proposals from Cleveland Communications with three quotes: Portable
Radios, Dispatch Console, and Mobile Radios. Cleveland Communications reps answered many questions from
Council regarding the quotes, radio performance, training, and warranty. Mr. Hartman reported that the Fire Board,
and the SLCAD will be purchasing the L3 Harris equipment as well. After much discussion, motion by Wells, 2 nd by
Feron to support the purchase of the L3 Harris equipment from Cleveland Communications. Roll call vote was taken
with all members present voting “yes”.
4. ORDINANCES AND RESOLUTIONS
RESOLUTION NO. 2023-21
A RESOLUTION ADOPTING THE 2024 TAX BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND
PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading
(Requesting a suspension of the rules)
Motion by Hartman, 2nd by Wells to suspend the rules. Roll call vote was taken with all members present voting “yes”.
Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”.
ORDINANCE NO. 2023-23
AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE
TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE
DATE 2nd Reading
(Requesting a suspension of the rules)
Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”.
Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”.
ORDINANCE NO. 2023-24
AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE ACQUISITION OF MOBILE
RADIO EQUIPMENT FOR THE POLICE DEPARTMENT, APPROPRIATING FUNDS NEEDED FOR SUCH
PURCHASE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading
Motion by Wells, 2 by Bughman to suspend the rules. Roll call vote was taken with all members present voting “yes”.
