Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers July 10, 2023 7:00 PM 1. PUBLIC HEARING 6:45 PM A) ROLL CALL – Mayor Schneider called the meeting to order and requested roll call. Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief McPike, Clerk of Council O’Brien, John Cloud, John Cloud Jr., John Cloud III, Ayers Ratliff, MSW Director Arntz, and Matt Deaton (WSA) B) ORDINANCE NO. 2023-20 AN ORDINANCE RENAMING A SEGMENT OF CLAY STREET AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE Mayor Schneider explained that the name change would be on Clay St. from Barker St. westerly to the RxR tracks. He reported that they wanted to do something special for Mr. Cloud as he just celebrated his 50 th anniversary at Forest City Technologies. John Cloud thanked the Mayor and Council for the heartfelt honor, and expressed that he likes to do business in Wellington. Mr. Cloud was met with applause. Ayers Ratliff spoke of the many generous contributions Mr. Cloud provides to the Village schools and clubs. Mr. Hartman added that Wellington is a special place because of John Cloud and he is grateful to Mr. Cloud and his family. Mayor Schneider added that he has never worked for a better person, employer, and family. C) ADJOURN – Motion by Wells, 2nd Feron to adjourn the public hearing at 6:59 PM. Roll call vote was taken with all members voting “yes”. 2. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Wells to approve the minutes from the June 20, 2023 Council Meeting and the June 22, 2023 Special Council Meeting. Roll call vote was taken with all members voting “yes”. 5. ORDINANCE NO. 2023-20 AN ORDINANCE RENAMING A SEGMENT OF CLAY STREET, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (Public Hearing July 10th) 3rd Reading Motion by Hartman, 2nd by Wells to approve the third reading. Roll call vote was taken with all members voting “yes”. Mayor Schneider took the opportunity for a photo with Mr. Cloud, John Could Jr., and John Cloud III. The Cloud family left the meeting at 7:02 PM. 6. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Nothing to report  Finance Director Pfeiffer – Nothing to report  Village Manager Greever – Village Manager Greever felt that he covered everything in his report, and offered to answer any questions.  Public Participation – Matt Deaton from the Wellington Soccer Association, thanked the Village for installing the water fountain at the Rec. Park. He reported that the 3V3 tournament was well attended with 43 teams participating, and thanked Council for their support. He mentioned that they are working to have the 3V3 tournament in Wellington again next year. He further reported that the WSA would like to host the Lorain County Soccer Classic this October, and in June 2024 which would include approximately 80 teams. Mayor Schneider suggested meeting with VM Greever with further details, and mentioned that Matt and the WSA is doing a great job!  Main Street Wellington – MSW Director Arntz thanked the Village, sponsors, and many volunteers for their help with the July 3rd celebration. She reported that Bill Schramm was the recipient of the Morris Furcron award this year. Mrs. Arntz reported that Mayor Schneider had reached out to her about “designated outdoor refreshments” or DORA. She explained that the majority of the discretionary power resides with Council, including the designated areas, times, and dates. There was some discussion concerning DORA; Mayor Schneider suggested council review the material Mrs. Arntz provided and discuss it further in the future. 8. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to Council and discussed June financials, RITA collections, appropriations ordinance, and the quarterly insurance summary. He further reported that the Village had received an AMP credit for $80,524.00 – good news!  Police – Mr. Wells reported that the committee met prior to Council and discussed the logistics of the new Police Department radios, overtime and training, and holding off on the leasing of new Police cars.  Public Works – Ms. Dronsfield reported that the committee met prior to Council and discussed sidewalks in the CBD which have been completed by Denes Concrete, taps installed at the Athletic Field, and the water fountain install at the Rec. Park. She reported that Tom and Brandy Guyer would be setting up an endowment for soccer, and thanked the Guyer’s for their generosity. Motion by Dronsfield, 2 nd by Bughman to accept the resignation of John Vasil effective June 16, 2023. Roll call vote was taken with all members voting “yes”.  Utility – Mr. Rowland reported that the committee met prior to Council and discussed the Jones St. tree removal, which was a collaboration between the Village and the home owners. He mentioned that the RFP for the AMI metering system would be coming soon, and the Village will be providing information to the residents regarding the new system, in the future.  Ordinance – Mr. Bughman reported that there was no meeting tonight, and was scheduled to meet on August 7th if there is business to discuss.  Personnel – Mr. Rowland reported that there is no meeting scheduled at this time.  Cemetery – Mr. Feron reported that the Cemetery Board received the resignation of the Sexton effective January 31, 2024. 9. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2023-22 AN ORDINANCE APPOINTING DOLLAR BANK AS AN ADDITIONAL DEPOSITORY, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Hartman, 2 by Bughman to move the second reading. Roll call vote was taken with all members voting nd “yes”. Ordinance No. 2023-25 AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Rowland to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 10. OLD BUSINESS – None 11. NEW BUSINESS Coffee with the Mayor – Mayor Schneider announced the next Coffee with the Mayor on Saturday July 15th at Bread N Brew at 9 AM. Life Flight – Mr. Hartman reported that Life Flight had made its first landing tonight at the new Huntington Twp. helipad at the corner of SR 58 and SR 162. The helipad was installed to better serve southern Lorain County. 50th Class Reunion – Mr. Hartman reported that the Class of 1973 would be celebrating its 50th Class Reunion on July 28th and 29th! He further mentioned that it is the first graduating class of the JVS! Thank You All – Mr. Bughman thanked Councilmembers and others who attended the Union School Park ground breaking ceremony. He mentioned that 45 gallons of ice cream was distributed at the ice cream social. He thanked everyone for attending, and the volunteers for making it happen! 12.
