PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Wells to approve the minutes from the September 5, 2023 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Nothing to report  Finance Director Pfeiffer - Absent  Village Manager Greever – Nothing additional to add  Public Participation – Mayor Schneider addressed the WHS Government Class students who were in attendance, and asked them if they had anything they wanted to discuss; they did not. Matt Goldthorpe from the Wellington Reservation Citizens Committee was in attendance and reported on the $1.6 million replacement levy on the November ballot, and asked for Council’s support.  Main Street Wellington - Absent 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on October 23 rd prior to Council. He mentioned that the June, July, and August Fire Board minutes were included in the packet, as well as the SLCAD Sept. 8th minutes.  Police – Mr. Wells reported that the committee met prior to Council where they heard that the generator would be installed in October, with a headquarters mid-November opening date.  Public Works – Ms. Dronsfield reported that the committee will meet prior to Council on October 9 th.  Utility – Mr. Rowland reported that the committee will meet prior to Council on October 9 th.  Ordinance – Mayor Schneider reported that the committee will meet prior to Council on October 9 th.  Personnel – Mr. Rowland reported that the next committee is to be determined.  Cemetery – Mr. Feron reported that they have spread the dirt pile at the Cemetery and it still needs a final grade, and looks nice. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2023-30 A RESOLUTION TO ADOPT THE SOLID WASTE MANAGEMENT PLAN FOR THE LORAIN COUNTY SOLID WASTE MANAGEMENT DISTRICT 2nd Reading Motion by Hartman, 2 by Wells to move the 2 reading. Roll call vote was taken with all members present voting nd nd “yes”. ORDINANCE NO. 2023.31 AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Wells to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Meeting Dates – Mayor Schneider reminded everyone that Council voted to change the October meeting dates to October 9th, and the 23rd. Trick-or-Treat – Mayor Schneider announced that Trick-or-Treat would be held on October 31 st How it Works – Mr. Hartman explained the process of Ordinance approval, and requests for suspending the rules to the Government class. Mr. Feron explained that in-depth discussions, and decisions are made prior to Council in committee meetings. Ms. Dronsfield explained Ordinances and the Village Charter system to the students. Mr. Hartman added that the Village Charter allows for non-partisan representation by the Mayor and Village Council. He applauded the Government students for their great initiative attending the Council Meeting tonight, as the school year had just begun. 10.
