Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Kelly St. Fire Station Meeting Room October 9, 2023 7:04 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Mr. Wells called for a correction under Police Committee: change were to where. Motion by Feron, 2nd by Wells to approve as amended. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider – Mayor Schneider made a “shout out” to Jim Clark for his excellent zoning report which was included in the packet.  Law Director Bond - Absent  Chief McPike – Absent – Kayla Athanas – Nothing to report  Finance Director Pfeiffer – Nothing to report  Village Manager Greever – VM Greever congratulated Council on their AMP Board seat for three more years! Mr. Hartman thanked Mr. Greever for his efforts and for the 133 letters he sent out asking for support. Mr. Wells had questions regarding the insurance on the new Police Station; Mrs. Pfeiffer answered his questions.  Public Participation o Wellington Schools – Treasure Mark Donnely and Board Member Phil Mohrman were in attendance to discuss the 10 yr. renewal levy on the November ballot. Motion by Wells, 2nd by Dronsfield to urge residents to vote yes on Issue 19, in favor of the renewal levy. Roll call vote was taken with all members voting “yes”. Mr. Donnely and Mr. Mohrman left the meeting at 7:29 PM. o Soccer Tournament – Matt Deaton from WSA was in attendance to give an update of the upcoming Classic, and thanked everyone for their assistance. o Storm Sewer – Resident Debbie Rice from 424 Jones Rd. was in attendance to inquire about the location of the storm sewer on Jones Rd.; VM Greever will have Public Works Supt. Brasee reach out to Ms. Rice.  Main Street Wellington – MSW Director Arnz thanked resident for their donations to Connect to a Cause where they received $1,807.00 in donations. She reported on the Ghost Tour, the CBD Flower Pot Contest, and mentioned Support Local Saturday, and the Wondering Witches of Wellington event. She  reported on a new business opening next to the Library, Wizardry and Warfare, and mentioned that the downtown Trick-or-Treat would take place on October 28th from 10:30 AM – Noon. Mayor Schneider thanked Mrs. Arntz for her hard work, and mentioned that he had heard great things about the Ghost Tour. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on Oct. 23rd prior to Council where they will have a large agenda and will be meeting at 5:00 PM. He thanked Zoning Inspector Jim Clark for the very detailed report, and urged everyone to review it prior to the next Ordinance meeting.  Police – Mr. Wells reported that the committee will meet on October 23rd prior to Council. He mentioned Mr. Clarks report and reported that they may be discussing light pollution and roosters at the next Ordinance committee meeting as well.  Public Works – Ms. Dronsfield reported that the committee met prior to Council and discussed weed letter mowing properties have dropped to three, the elevator repair has been moved to mid-November. She further mentioned that the maintenance building at the Rec. Park has been made a priority, and they heard about a residential basement flooding issue, where they were looking for solutions.  Utility – Mr. Rowland reported that the committee met prior to Council. He further reported that the committee will be discussing the recent Rate Study, and urged residents to attend the meetings as there has not been a rate study I many hears. He mentioned that the in-house work at the Water Plant saved the Village money. Motion by Rowland, 2nd by Bughman to terminate the employment of Kerric Grose, due to his inability to return to work post leave exhaustion, which occurred on 9/14, with regret. Roll call vote was taken with all members voting “yes”.  Ordinance – Mr. Bughman reported that the meeting was postponed to Octorber 23rd, or November 1st.  Personnel – Mr. Rowland reported that the next committee meeting is TBD.  Cemetery – Mr. Feron reported that the dirt pile had been graded and leveled. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2023-30 A RESOLUTION TO ADOPT THE SOLID WASTE MANAGEMENT PLAN FOR THE LORAIN COUNTY SOLID WASTE MANAGEMENT DISTRICT 3rd Reading Motion by Wells, 2nd by Rowland to approve the third reading. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Trick-or-Treat – Mayor Schneider announced that Trick-or-Treat would be on October 31st from 6:00 PM – 7:30 PM Coffee with the Mayor – Mayor Schneider announced Coffee with the Mayor on October 21 st, with Council President Hartman sitting in for him. Wellington Reservation – October 17th the Wellington Reservation will be holding a strategic plan meeting. Thank you – Mr. Bughman thanked New London for agreeing to play them after Oberlin had to cancel. Cemetery – Mr. Hartman reminded residents that items should be removed from graves by Sunday October 15 th. Thanks for Attending – Ms. Dronsfield welcomed the HS Government students and gave them a brief lesson on the Ordinance passage procedure that they heard at the meeting. 10.
