Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers December 18, 2023 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Absent Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief McPike, Clerk of Council O’Brien, Zoning Inspector Clark, Resident William Jungeberg 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Dronsfield to approve the minutes from the December 4, 2023 Council Meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – Nothing to report  Finance Director Pfeiffer – Nothing to report  Village Manager Greever – Nothing to report  Public Participation – Resident William Jungeberg from 253 Montrose Way was in attendance to share his concerns of water issues from the Cemetery onto Courtland St., and storm sewer issues on the east side of Montrose Way; Mr. Greever will look into it.  Main Street Wellington – No report. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council where FD Pfeiffer reported that the income tax collections are up $370,000 from last year. He further reported that BORMA health insurance is costing the Village $75,000 less than two years ago with the Lorain County Ins. plan.  Police – Ms. Dronsfield reported that the committee met prior to council where they discussed the weather sirens, which need a program update. She mentioned that after the program update, the Village would be conducting monthly siren testing. Motion by Dronsfield, 2 nd by Hartman to accept the resignation of Samuel Goodrich, with regret, effective December 20, 2023. Roll call vote was taken with all members present voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet prior to Council on January 2 nd.  Utility – Mr. Rowland reported that the committee will meet prior to Council on January 2 nd.  Ordinance – Mr. Bughman reported that the committee met prior to Council and discussed property nuisance code, chickens, and light pollution. He mentioned that the committee will meet on January 2 nd prior to Council.  Personnel – Mr. Rowland reported that the next meeting is TBD. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2023-40 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2024 AND DECLARING AN EMERGENCY 2nd Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Rowland to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. RESOLUTION NO. 2023-41 A RESOLUTION ADOPTING A REVISED 2024 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2023-42 AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR THE ACQUISITION OF THE NEW AMI SYSTEM, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (Requesting Suspension of the Rules) 1st Reading Motion by Hartman, 2 by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. nd Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2023-43 AN ORDINANCE AUTHORIZING THE EXECUTION OF THE 2023 NPP POWER POOL PARTICIPANT SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC. (“AMP) 1st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2023-44 AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS – None 9. NEW BUSINESS Updates from the Mayor  With Appreciation - Mayor Schneider reported that the painting by Scott Marion has been hung on the 2 nd Floor of the Town Hall where it can be admired by the public.  Employee of the Year – Mayor Schneider announced that the Employee of the Year was awarded to Marla Lent at the employee appreciation luncheon. He reported that Mrs. Lent has been with the Village for 35 years. Ms. Dronsfield added congratulations to Mrs. Lent who does a lot of work, wears many hats, and does an excellent job!  Coffee with the Mayor to Resume – Mayor Schneider reported that Coffee with the Mayor will resume in January.  Merry Christmas and Happy New Year to all! 10.
