Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers January 2, 2024 7:07 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Officer Guilliford, Clerk of Council O’Brien, Madison Schneider, the family of Helen Dronsfield, HS government students: Dulse Diaz, Logan Cupam, Drew Denyer, Harper Fleming, Ayla Decma, Paige Bremke, Lucille Roush, Jonah Stump 3. MOMENT OF SILENCE – Mayor Schneider asked for a moment of silence to honor the passing of Councilman Guy Wells. After the moment of silence, wishes of condolences were mentioned for Councilman Wells family and friends. Mayor Schneider stated that this would have been his 30th year of service on Village Council. Mr. Hartman expressed that his wealth of knowledge would be greatly missed. 4. SWEARING IN – Council President Gene Hartman swore Hans Schneider in as Mayor; Mayor Schneider was met with applause. Mayor Schneider swore Helen Dronsfield as Councilwoman; Ms. Dronsfield was met with applause. Mayor Schneider swore in Mark Bughman as Councilman; Mr. Bughman was met with applause. 5. APPROVAL OF MINUTES – Motion by Feron, 2nd by Dronsfield to approve the minutes from the December 18, 2023 Council Meeting. Roll call vote was taken with all members voting “yes”. 6. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief McPike – (absent) – Officer Gulliford had nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to report.  Village Manager Greever – Mr. Greever had nothing to add.  Public Participation - None  Main Street Wellington – Mr. Bughman reported that the Annual Meeting would be held on January 18 th at the Elms Retirement Village at 1:00 PM. 8. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council where they heard that the Village finances are in a sound position.  Police – Mr. Rowland reported that the committee would meet prior to council on January 16th.  Public Works – Mrs. Dronsfield reported that the committee met prior to council where they heard the new snow blower was put to use, curbside leaf collection has been completed; any remaining leaves should be taken to the Public Works Dept. Mayor Schneider added that some ballfield maintenance will take place this year.  Utility – Mr. Bughman reported that the committee met prior to council, and reviewed the staff reports from  the Utility Superintendents.  Ordinance – Mr. Feron reported that the committee would meet on January 16, prior to council.  Personnel - Mr. Rowland reported that the committee met prior to council and discussed the business of filling the vacant council seat, left by the passing of Guy Wells. He further reported an ad would run in the paper on January 16, seeking applications for a two-year council term; anyone interested should apply. Motion by Rowland, 2nd by Hartman to hire Charles Harris III, as apprentice lineman for the Electric Dept. at $24.36 per hour with 1 week of vacation, and 2 weeks of vacation after 1 year of employment, effective after passing pre-employment drug testing. 9. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-01 A RESOLUTION ESTIMATING THE AGGREGATE AMOUNTS OF FUNDS TO BE AVAILABLE FOR DEPOSIT BY THE VILLAGE, REQUESTING PROPOSALS FOR PUBLIC DEPOSITORIES OF THOSE FUNDS AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting Suspension of the Rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2024-02 A RESOLUTION DESIGNATING THE PUBLIC DEPOSITORIES FOR ACTIVE AND INTERIM FUNDS AND AUTHORIZING THE VILLAGE FINANCE DIRECTOR TO ENTER INTO AGREEMENTS AND DEPOSIT VILLAGE FUNDS IN ACCORDANCE THEREWITH, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading 10. OLD BUSINESS - None 11. NEW BUSINESS Coffee with the Mayor – Mayor Schneider announced the next Coffee with the Mayor on January 20, at 9:00 AM at Bread-N-Brew. Congratulations – Mr. Bughman congratulated Marla Lent on her Employee of the Year award! Congratulations – Mr. Hartman offered congratulations to Mayor Schneider and Council incumbents! Mayor Schneider added that Helen Dronsfield has held office for 20 years, and this year would have marked year 30 for Guy Wells. Government Students Overview – Ms. Dronsfield gave a brief overview of Council happenings this evening, and she thanked them all for attending. 12.
